This report discusses actions the 110th Congress is considering that affect the various uses and management of federal lands administered by the Bureau of Land Management and the Forest Service. These actions include legislation, administrative or regulatory proposals, and litigation and judicial decisions. Issues areas include access to energy resources on federal lands, especially implementation of the Energy Policy Act of 2005; development of hardrock minerals; roadless area management and protection; management, protection, and disposal of wild horses and burros; wilderness designation and management; and wildfire management and protection. Many of these issues have been of interest to Congress and the nation for decades.

The 110th Congress is likely to oversee implementation and funding of the Endangered Species Act (ESA; P.L. 93-205, 16 U.S.C. §§ 1531-1543) and to consider proposals to amend the act. This report will identify and discuss oversight issues and legislation introduced in the 110th Congress to address specific concerns related to how ESA is implemented and how endangered species are managed.

This report reviews the status of energy efficiency and renewable energy legislation introduced during the 110th Congress. Most Senate action led to the Senate version of H.R. 6, an omnibus energy bill that the Senate passed on June 21, 2007. Most House action led to the omnibus energy bill H.R. 3221, which the House passed on August 4, 2007. A second area of focus has been on the funding-related bills for energy efficiency and renewable energy, especially H.R. 2641, the Energy and Water Appropriations bill for FY2008.

WRDA is the main legislative vehicle for Corps civil works authorizations. This report considers the current status of WRDA and major issues shaping WRDA consideration in the 110th Congress, including changes to Corps project development practices and policies, coastal Louisiana wetlands restoration activities, Upper Mississippi River Illinois Waterway (UMR-IWW) investments, and Everglades restoration projects.
