Critical Infrastructure Protection: Multiple Efforts to Secure Control Systems Are Under Way, but Challenges Remain

Testimony issued by the Government Accountability Office with an abstract that begins "Control systems--computer-based systems that monitor and control sensitive processes--perform vital functions in many of our nation's critical infrastructures such as electric power generation, transmission, and distribution; oil and gas refining; and water treatment and distribution. The disruption of control systems could have a significant impact on public health and safety, which makes securing them a national priority. GAO was asked to testify on portions of its report on control systems security being released today. This testimony summarizes the cyber threats, vulnerabilities, and the potential impact of attacks on control systems; identifies private sector initiatives; and assesses the adequacy of public sector initiatives to strengthen the cyber security of control systems. To address these objectives, GAO met with federal and private sector officials to identify risks, initiatives, and challenges. GAO also compared agency plans to best practices for securing critical infrastructures."

Department of Homeland Security: Risk Assessment and Enhanced Oversight Needed to Manage Reliance on Contractors

Testimony issued by the Government Accountability Office with an abstract that begins "In fiscal year 2005, the Department of Homeland Security (DHS) obligated $1.2 billion to procure four types of professional and management support services. While contracting for such services can help DHS meet its needs, using contractors to provide services that closely support inherently governmental functions increases the risk of government decisions being influenced by, rather than independent from, contractor judgments. This testimony summarizes our September 2007 report to this Committee and others and focuses on (1) the types of professional and management support services DHS has contracted for and the circumstances that drove its contracting decisions, and (2) DHS's consideration and management of risk when contracting for such services. GAO analyzed 117 statements of work and 9 case studies in detail for selected contracts awarded in fiscal year 2005 by the Coast Guard, the Office of Procurement Operations, and the Transportation Security Administration."

Project owners have expressed concern that HUD has chronically made late housing assistance payments in recent years, potentially compromising owners' ability to pay operating expenses, make mortgage payments, or set aside funds for repairs. This testimony, based primarily on a report issued in 2005, discusses the timeliness of HUD's monthly housing assistance payments, the factors that affected payment timeliness, and the effects of delayed payments on project owners."

Digital Television Transition: Preliminary Information on Progress of the DTV Transition

Testimony issued by the Government Accountability Office with an abstract that begins "On February 17, 2009, federal law requires all full-power television stations in the United States to cease analog broadcasting, enabling the government to reclaim valuable spectrum that the broadcasters currently use for analog broadcasts. This change, often referred to as the digital television (DTV) transition, requires action by broadcasters and consumers to ensure broadcast television signals are still available and viewable. The National Telecommunications and Information Administration (NTIA) created a program to subsidize consumers' purchases of digital-to-analog converter boxes. This testimony provides preliminary information on (1) the progress made by federal entities, and others, to facilitate the transition, (2) the progress in the education of consumers about the transition, (3) the progress made in implementing the converter box subsidy program, (4) technical issues of the transition, and (5) future GAO work on the progress of the DTV transition. GAO interviewed officials with the Federal Communications Commission (FCC) and NTIA. Further, GAO interviewed a wide variety of industry and other stakeholders involved with the transition, including members of the DTV Transition Coalition--a group of public and private stakeholders, and experts on strategic communications. To this end,this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. In this work we apply graph theoretic tools to provide aclose bound on a frontier relating the number of line outages in a gridto the power disrupted by the outages. This frontier describes theboundary of a space relating the possible severity of a disturbance interms of power disruption, from zero to some maximum on the boundary, tothe number line outages involved in the event. We present the usefulnessof this analysis with a complete analysis of a 30 bus system, and presentresults for larger systems.

Collaborative Research: Dynamics of Electrostatic Solitary Waves and their Effects on Current Layers

The contents of this final report require explanation, as the report cannot be written in a manner consistent with the usual guidelines for a final scientific technical report. The original PI on this grant was Professor Paul Kintner who passed away November 16, 2010. I, Charles E. Seyler, was asked by the Director of the School of Electrical and Computer Engineering to take over the grant last May and try to fulfill its obligations to the PIs at the lead institution (UNH). I have worked with Professor Kintner over the years and have published joint papers with him on the subject of this grant. Consequently, I was in the best position to carry out the remainder of the grant obligations at Cornell. When the grant was transferred to me, I immediately contacted the PI, Li-Jen Chen, and asked about the obligations of the Cornell collaboration and what plans Professor Kintner had made had done previously to meet them. I also offered my assistance in the way of contributing to the project in a way that my background would allow. Analysis of Slice Transverse Emittance Evolution ina Photocathode RF Gun

The slice transverse emittance of an electron beam is of critical significance for an x-ray FEL. In a photocathode RF gun, the slice transverse emittance is not only determined by the emission process, but also influenced strongly by the non-linear space charge effect. In this paper, we study the slice transverse emittance evolution in a photocathode RF gun using a simple model that includes effects of RF acceleration, focusing, and space charge force. The results are compared with IMPACT-T space charge simulations and may be used to understand the development of the slice emittance in an RF gun.

Phase Stability under Irradiation of Precipitates and Solid Solutions in Model ALloys and in ODS Alloys Relevant for Gen IV

The overall objective of this program is to investigate the irradiation-altered phase stability of oxide precipitates in ODS steels and of model alloy solid solutions of associated systems. This information can be used to determine whether the favorable mechanical propertiies of these steels are maintained under irradiation, thus addressing one of the main materials research issues for this class of steels as identified by the GenIV working groups. The research program will also create fundamental understanding of the irradiation precipitation/dissolution problem by studying a "model" system in which the variables can be controlled and their effects understood individually.

Cosmic Ray Electron Science with GLAST

Cosmic ray electrons at high energy carry information about their sources, their diffusion in local magnetic fields and their interactions with the photon fields through which they travel. The spectrum of the particles is affected by inverse Compton losses and synchrotron losses, the rates of which are proportional to the square of the particle's energy making the spectra very steep. However, GLAST will be able to make unique and very high statistics measurements of electrons from {approx}20 to {approx}700 GeV that will allow us to search for anisotropies in arrival direction and spectral features associated with some dark matter candidates. Complementary information on electrons of still higher energy will be required to see effects of possible individual cosmic ray sources.

Evaluation of Oil-Industry Stimulation Practices for Engineered Geothermal Systems

Geothermal energy extraction is typically achieved by use of long open-hole intervals in an attempt to connect the well with the greatest possible rock mass. This presents a problem for the development of Enhanced (Engineered) Geothermal Systems (EGS), owing to the challenge of obtaining uniform stimulation throughout the open-hole interval. Fluids are often injected in only a fraction of that interval, reducing heat transfer efficiency and increasing energy cost. Pinnacle Technologies, Inc. and GeothermEx, Inc. evaluated a variety of techniques and methods that are commonly used for hydraulic fracturing of oil and gas wells to increase and evaluate stimulation effectiveness in EGS wells. Headed by Leen Weijers, formerly Manager of Technical Development at Pinnacle Technologies, Inc., the project ran from August 1, 2004 to July 31, 2006 in two one-year periods to address the following tasks and milestones: 1) Analyze stimulation results from the closest oil-field equivalents for EGS applications in the United States (e.g., the Barnett Shale in North Texas) (section 3 on page 8). Pinnacle Technologies, Inc. has collected fracture growth data from thousands of stimulations (section 3.1 on page 12). Interview with Ealy Boyd, Korean War veteran, as part of the Tarrant County War Veterans Oral History Project. The interview includes Boyd's personal experiences about childhood and education, enlisting in the U.S. Air Force, basic training in San Antonio and his assignment to Laredo Air Base, Texas, and encounters with North Korean POWs. Additionally, Boyd discusses his deployment to Korea as a vehicle operator with the Fifth Motor Transport Squadron, assignments at various bases, his shift into vehicle maintenance MOS, then into maintenance and storage of nuclear warheads, and finally into aircraft maintenance, his civilian career with Lockheed Martin, political work for Reps. Martin Frost, Preston Geren, and Jim Wright, as well as with State Senator Mike Moncrief. The interview includes an appendix with a photograph.
