2006 SITE ENVIRONMENTAL REPORT

Each year, Brookhaven National Laboratory (BNL) prepares an annual Site Environmental Report (SER) in accordance with DOE Order 231.1A, Environment, Safety and Health Reporting of the U.S. Department of Energy. The report is written to inform the public, regulators, employees, and other stakeholders of BNL's environmental performance during the calendar year in review. The SER summarizes environmental data; environmental management performance; compliance with applicable DOE, federal, state, and local regulations; and compliance, restoration, and surveillance monitoring program performance. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. The report is available in print and as a downloadable file on the BNL web page at http://www.bnl.gov/ewms/ser/. A summary of the SER is also prepared each year to provide a general overview of the report, and is distributed with a CD of the full report.

3D CFD Model of a Tubular Porous-Metal Supported Solid Oxide Electrolysis Cell

Currently there is strong interest in the large-scale production of hydrogen as an energy carrier for the non-electrical market [1, 2, and 3]. High-temperature nuclear reactors have the potential for substantially increasing the efficiency of hydrogen production from water splitting, with no consumption of fossil fuels, no production of greenhouse gases, and no other forms of air pollution. A high-temperature advanced nuclear reactor coupled with a high-efficiency high-temperature electrolyzer could achieve a competitive thermal-to-hydrogen conversion efficiency of 45 to 55%. A research program is under way at the INL to simultaneously address the research and scale-up issues associated with the implementation of solid-oxide electrolysis cell technology for hydrogen production from steam. The future SOEC market includes the 1200MW GEN4 reactor which has projected 40-50% efficiency, 400 tones H2 production per day (at 5kg H2/car/300 mile day this corresponds to 80,000 cars/day). DOE is planning for 26GW of nuclear hydrogen production by 2025.

Addendum to NuMI shielding assessment

The original safety assessment and the Safety Envelope for the NuMI beam line corresponds to 400 kW of beam power. The Main Injector is currently capable of and approved for producing 500 kW of beam power2. However, operation of the NuMI beam line at 400 kW of power brings up the possibility of an occasional excursion above 400 kW due to better than usual tuning in one of the machines upstream of the NuMI beam line. An excursion above the DOE approved Safety Envelope will constitute a safety violation. The purpose of this addendum is to evaluate the radiological issues and modifications required to operate the NuMI beam line at 500 kW. This upgrade will allow 400 kW operations with a reasonable safety margin. Configuration of the NuMI beam line, boundaries, safety system and the methodologies used for the calculations are as described in the original NuMI SAD. While most of the calculations presented in the original shielding assessment were based on Monte Carlo simulations, which were based on the design geometries, most of the results presented in this addendum are based on the measurements conducted by the AD ES&H radiation safety group.

Alloys for advanced steam turbines--Oxidation behavior

Advanced or ultra supercritical (USC) steam power plants offer the promise of higher efficiencies and lower emissions. Current goals of the U.S. Department of Energy (DOE) include power generation from coal at 60% efficiency, which would require steam temperatures of up to 760°C. Current research on the oxidation of candidate materials for advanced steam turbines is presented with a focus on a methodology for estimating chromium evaporation rates from protective chromia scales. The high velocities and pressures of advanced steam turbines lead to evaporation predictions as high as 5 × 10-8 kg m-2s-1 of CrO2(OH)2(g) at 760°C and 34.5 MPa. This is equivalent to 0.077 mm per year of solid Cr loss.

Alternative Liquid Fuels Simulation Model (AltSim).

The Alternative Liquid Fuels Simulation Model (AltSim) is a high-level dynamic simulation model which calculates and compares the production costs, carbon dioxide emissions, and energy balances of several alternative liquid transportation fuels. These fuels include: corn ethanol, cellulosic ethanol, biodiesel, and diesels derived from natural gas (gas to liquid, or GTL) and coal (coal to liquid, or CTL). AltSim allows for comprehensive sensitivity analyses on capital costs, operation and maintenance costs, renewable and fossil fuel feedstock costs, feedstock conversion efficiency, financial assumptions, tax credits, CO{sub 2} taxes, and plant capacity factor. This paper summarizes the preliminary results from the model. For the base cases, CTL and cellulosic ethanol are the least cost fuel options, at $1.60 and $1.71 per gallon, respectively. Base case assumptions do not include tax or other credits. This compares to a $2.35/gallon production cost of gasoline at September, 2007 crude oil prices ($80.57/barrel). On an energy content basis, the CTL is the low cost alternative, at $12.90/MMBtu, compared to $22.47/MMBtu for cellulosic ethanol. In terms of carbon dioxide emissions, a typical vehicle fueled with cellulosic ethanol will release 0.48 tons CO{sub 2} per year, compared to 13.23 tons per year for coal to liquid.

Analyzing signatures of aerosol-cloud interactions from satelliteretrievals and the GISS GCM to constrain the aerosol indirecteffect

Evidence of aerosol-cloud interactions are evaluated using satellite data from MODIS, CERES, AMSR-E, reanalysis data from NCEP and data from the NASA Goddard Institute for Space Studies climate model. We evaluate a series of model simulations: (1) Exp N- aerosol direct radiative effects; (2) Exp C- Like Exp N but with aerosol effects on liquid-phase cumulus and stratus clouds; (3) Exp CN- Like Exp C but with model wind fields nudged to reanalysis data. Comparison between satellite-retrieved data and model simulations for June to August 2002, over the Atlantic Ocean indicate the following: a negative correlation between aerosol optical thickness (AOT) and cloud droplet effective radius (R{sub eff}) for all cases and satellite data, except for Exp N; a weak but negative correlation between liquid water path (LWP) and AOT for MODIS and CERES; and a robust increase in cloud cover with AOT for both MODIS and CERES. In all simulations, there is a positive correlation between AOT and both cloud cover and LWP (except in the case of LWP-AOT for Exp CN).
