This is one in a series of Advisory Notes that supplement the OECD/DAC Good Practice Guidance on Strategic Environmental Assessment (SEA) (OECD/DAC 2006). The focus of this Advisory Note is to show how Strategic Environmental Assessment (SEA) approaches can help mainstream adaptation to climate change into strategic planning. It is used to integrate considerations related to climate change into national development or sectoral management planning or policymaking processes.

Interview with Alan W. "Buck" Saunders, a pilot during World War II. He discusses joining the Army Air Corps, becoming an airplane mechanic, and going to flight school for pilot training. He was stationed in India and flew supplies into China over the Himalayas (known by pilots as "the Hump"). In China, he traded items such as jewelry or opium for information on Japanese troop placements in Burma. He also discusses his meetings with native Burmese and talks about later experiences he had after the war and during the Vietnam War.

He eventually was assigned as flight surgeon to the 19th Bomb Group and sent with them to Clark Field in the Philippines in October, 1941. After the Japanese invaded, D'Amore and elements of the 19th Bomb Group moved to Mindanao. After the surrender, D'Amore went with fellow prisoners of war to the Davao Internment Camp. Eventually, he was relocated to Cabanatuan where he spent 12 months before leaving aboard a hell ship for Omori Prison Camp in Japan. Upon being liberated after the war, D'Amore was sent to Okinawa, Manila and finally San Francisco. D'Amore also discusses the condition of the returning POWs.

This report provides an overview of health care services and disability compensation benefits available to Vietnam veterans, Children of Vietnam Era veterans, and non-Vietnam veterans exposed to herbicides. This is followed by a discussion of the recent litigation pertaining to Navy veterans of the Vietnam Era who served offshore and were never physically present on Vietnamese soil.

This report will examine each of these trade issues, discussing their main elements and exploring their implications for the 111th Congress. This will be followed by an analysis of key trends in bilateral trade to discern any potential sources of trade friction in the future.

Interview with Sharon "Tommie" Acierno, Vietnam War veteran, as part of the Tarrant County War Veterans Oral History Project. The interview includes Acierno's personal experiences about childhood, dropping out of high school and enlisting in the U.S. Army, basic and clerical training, working as drill sergeant at Ft. McClellan, struggling with alcoholism and post-traumatic stress disorder, and working with the Vietnam Veterans of America group. Acierno also discusses her coming out experience, volunteering for assignment to Vietnam, her clerical duties with a logistics unit at Long Binh, the camaraderie among gay and straight troops, her experiences with apathetic citizens and antiwar protesters upon return to the U.S., deciding to leave the Army and relocate to Dallas, her experience in the Veterans Administration psychiatric ward, and her opinions regarding the "Don't ask, don't tell" policy and the treatment of women in the military generally. The interview includes an appendix with photographs.
