North Korean Ballistic Missile Threat to the United States (open access)

North Korean Ballistic Missile Threat to the United States

This report updates recent information concerning, specifically, North Korea’s long-range ballistic missile program. On July 4-5, 2006, North Korea test-launched seven ballistic missiles, including a new Taepo Dong 2 that failed soon after launch. Apparently successful shorter-range missile tests included some combination of SCUDs and No Dongs. More recently, North Korea conducted an underground nuclear test and said it would deploy nuclear weapons on their ballistic missiles, although there is no evidence they are doing so.

Military Base Closures: A Historical Review from 1988 to 1995 (open access)

Military Base Closures: A Historical Review from 1988 to 1995

This report discusses a concerted effort to close unneeded military bases as part of wide-ranging efforts during the 1980s and 1990s to balance the budget. This effort had been supported by a broad consensus that, among the approximately 3,800 military bases (1990 est.) in the United States, many could be closed without significant detrimental effect to national security. While most analysts agreed that the department of Defense's (DOD's) base structure was larger than necessary to meet the department's needs, there were differences concerning which, if any, additional bases should be closed, at what speed, and what criteria should be used for making those decisions.

Immigration Legislation and Issues in the 106th Congress (open access)

Immigration Legislation and Issues in the 106th Congress

In the months approaching China's resumption of sovereignty over Hong Kong on July 1, 1997, policy analysts are trying to assess how the territory will fare under Chinese rule. The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implications for Taiwan. But given the political situation, the American ability to affect the course of events in Hong Kong seems marginal unless the U.S. decides to confront Beijing more directly. Developments in U.S.-China relations in 1994-1995 suggest Washington might be hesitant to do so.
