Combating Terrorism: Considerations for Investing Resources in Chemical and Biological Preparedness

Testimony issued by the General Accounting Office with an abstract that begins "Since the attacks against the World Trade Center and the Pentagon, the terrorist threat has risen to the top of the national agenda. Preparing for all possible contingencies is impractical, so a risk management approach should be used. This would include a threat assessment to determine which chemical or biological agents are of greatest concern. The federal government has various programs to prepare for and respond to chemical and biological terrorism, including response teams, support laboratories, training and equipment programs, and research efforts. Evaluations of chemical and biological preparedness have identified several problems and their solutions. Congress faces competing demands for spending as it seeks to invest resources to better prepare our nation for chemical and biological terrorism. Given the uncertainty of the chemical and biological threat, Congress may want to initially invest resources in efforts with broad applicability rather than in those that are applicable to a specific type of chemical or biological attack."

These building blocks include clearly delineated roles and responsibilities, policies and procedures that effectively balance competing priorities, effective internal and external communication and coordination, and computer systems that provide accurate and timely information. Until these element are in place, it will be difficult to enforce the nation's immigration laws effectively."

USCG has made progress in developing the system and was ready to deploy a minimum level of functionality in November 2001. However, USCG faces significant challenges and risks in several areas, including managing system requirements and user expectations, testing the system, moving to an operational system, and managing program risks."

Unsaturated Zone Flow Patterns and Analysis

This Analysis/Model Report (AMR) documents the development of an expected-case model for unsaturated zone (UZ) flow and transport that will be described in terms of the representativeness of models of the natural system. The expected-case model will provide an evaluation of the effectiveness of the natural barriers, assess the impact of conservatism in the Total System Performance Assessment (TSPA), and support the development of further models and analyses for public confidence building. The present models used in ''Total System Performance Assessment for the Site Recommendation'' (Civilian Radioactive Waste Management System Management and Operating Contractor (CRWMS M&O) 2000 [1532461]) underestimate the natural-barrier performance because of conservative assumptions and parameters and do not adequately address uncertainty and alternative models. The development of an expected case model for the UZ natural barrier addresses issues regarding flow-pattern analysis and modeling that had previously been treated conservatively. This is in line with the Repository Safety Strategy (RSS) philosophy of treating conservatively those aspects of the UZ flow and transport system that are not important for achieving regulatory dose (CRWMS M&O 2000 [153246], Section 1.1.1). Application Software Structure Enables NIF Operations

The NIF Integrated Computer Control System (ICCS) application software uses a set of service frameworks that assures uniform behavior spanning the front-end processors (FEPs) and supervisor programs. This uniformity is visible both in the way each program employs shared services and in the flexibility it affords for attaching graphical user interfaces (GUIs). Uniformity of structure across applications is desired for the benefit of programmers who will be maintaining the many programs that constitute the ICCS. In this paper, the framework components that have the greatest impact on the application structure are discussed.

Oral History Interview with Floyd Loomis, October 17, 2001

The National Museum of the Pacific War presents an interview with Floyd Loomis. Loomis joined the Navy in March of 1940. He served as Fireman Second-Class aboard the USS West Virginia (BB-48) and deployed to Pearl Harbor. He then transferred to the USS New Orleans (CA-32). They were moored in Pearl Harbor when the Japanese attacked. In February of 1942, he was transferred to Treasure Island, in California, placing a converted yacht into commission. They completed patrol missions between Diamond Head and Barber’s Point in Hawaii. He later went aboard USS Mamo YT-325, a yard tugboat, towing barges around Johnston Island and Midway Island. Loomis was discharged in 1946.
