A letter report issued by the General Accounting Office with an abstract that begins "The accuracy of the 2000 decennial census depends in part on the proper functioning of 10 interrelated information systems, one of which is the Census Bureau's headquarters (HQ) processing system. The HQ processing system consists of 48 applications, all developed internally by the Bureau, that support various census operations, such as updating address files, creating a file of census responses, and preparing data for tabulation and dissemination. GAO found that the Bureau lacks effective, mature software and system development processes to control development of its HQ processing system applications."

Acceleration and Compression of Charged Particle Bunches Using Counter-Propagating Laser Beams

The nonlinear interaction between counter-propagating laser beams in a plasma results in the generation of large (enhanced) plasma wakes. The two beams need to be slightly detuned in frequency, and one of them has to be ultra-short (shorter than a plasma period). Thus produced wakes have a phase velocity close to the speed of light and can be used for acceleration and compression of charged bunches. The physical mechanism responsible for the enhanced wake generation is qualitatively described and compared with the conventional laser wakefield mechanism. The authors also demonstrate that, depending on the sign of the frequency difference between the lasers, the enhanced wake can be used as a ``snow-plow'' to accelerate and compress either positively or negatively charged bunches. This ability can be utilized in an electron-positron injector.

Acceptance Test Plan for Fourth-Generation Hanford Corrosion Probe Tree Assembly

This Acceptance Test Procedure (ATP) will document the satisfactory operation of the corrosion probe tree assembly. This ATP will be performed by the manufacturer prior to delivery to the site. The objective of this procedure is to demonstrate and document the acceptance of the corrosion probe tree assembly. The test will consist of a pressure test to verify leak tightness of the probe tree body, a continuity test of the probe tree wiring, a test of the high level detector wiring, and a test of the operation of the Type K thermocouples.

Advanced Waveform Simulation for Seismic Monitoring Events

This quarter, we have focused on several tasks: (1) Building a high-quality catalog of earthquake source parameters for the Middle East and East Asia. In East Asia, we computed source parameters using the CAP method for a set of events studied by Herrman et al., (MRR, 2006) using a complete waveform technique. Results indicated excellent agreement with the moment magnitudes in the range 3.5 -5.5. Below magnitude 3.5 the scatter increases. For events with more than 2-3 observations at different azimuths, we found good agreement of focal mechanisms. Depths were generally consistent, although differences of up to 10 km were found. These results suggest that CAP modeling provides estimates of source parameters at least as reliable as complete waveform modeling techniques. However, East Asia and the Yellow Sea Korean Paraplatform (YSKP) region studied are relatively laterally homogeneous and may not benefit from the CAP method’s flexibility to shift waveform segments to account for path-dependent model errors. A more challenging region to study is the Middle East where strong variations in sedimentary basin, crustal thickness and crustal and mantle seismic velocities greatly impact regional wave propagation. The FY04 LLNL study of Z-IFE [1] proposed and evaluated a design that deviated from SNL's previous baseline design. The FY04 study included analyses of shock mitigation, stress in the first wall, neutronics and systems studies. In FY05, the subject of this report, we build on our work and the theme of last year. Our emphasis continues to be on alternatives that hold promise of considerable improvements in design and economics compared to the base-line design. Our key results are summarized here.

Analysis of Slice Transverse Emittance Evolution ina Photocathode RF Gun

The slice transverse emittance of an electron beam is of critical significance for an x-ray FEL. In a photocathode RF gun, the slice transverse emittance is not only determined by the emission process, but also influenced strongly by the non-linear space charge effect. In this paper, we study the slice transverse emittance evolution in a photocathode RF gun using a simple model that includes effects of RF acceleration, focusing, and space charge force. The results are compared with IMPACT-T space charge simulations and may be used to understand the development of the slice emittance in an RF gun.

Analytical and Experimental Investigation of Mixing in Large Passive Containment Volumes

This final report details results from the past three years of the three-year UC Berkeley NEER investigation of mixing phenomena in large-scale passive reactor containments. We have completed all of our three-year deliverables specified in our proposal, as summarized for each deliverable in the body of this report, except for the experiments of steam condensation in the presence of noncondensable gas. We have particularly exiting results from the experiments studying the mixing in large insulated containment with a vertical cooling plate. These experiments now have shown why augmentation has been observed in wall-condensation experiments due to the momentum of the steam break-flow entering large volumes. More importantly, we also have shown that the forced-jet augmentation can be predicted using relatively simple correlations, and that it is independent of the break diameter and depends only on the break flow orientation, location, and momentum. This suggests that we will now be able to take credit for this augmentation in reactor safety analysis, improving safety margins for containment structures. We have finished the version 1 of 1-D Lagrangian flow and heat transfer code BMIX++.
