The 9/11 Commission and a National Counterterrorism Center: Issues and Options for Congress

This report examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role, (3) NCTC restricted to an operational planning role, and (4) status quo plus-viewing the newly forming collected entity as a pilot potential NCTC. As one of its 41 recommendations, the 9/11 Commission recommended the creation of a National Counterterroism Center (NCTC).

9/11 Terrorism: Global Economic Costs

The 9/11 attacks were part of Al Qaeda’s strategy to disrupt Western economies and impose both direct and secondary costs on the United States and other nations. The immediate costs were the physical damage, loss of lives and earnings, slower world economic growth, and capital losses on stock markets. Indirect costs include higher insurance and shipping fees, diversion of time and resources away from enhancing productivity to protecting and insuring property, public loss of confidence, and reduced demand for travel and tourism. In a broader sense, the 9/11 attacks led to the invasions and occupations of Afghanistan and Iraq (and the Global War on Terrorism) and perhaps emboldened terrorists to attack in Bali, Spain, Morocco, and Saudi Arabia. A policy question for Congress is how to evaluate the costs and benefits of further spending to counter terrorism and its economic impact.

10 MMBt/Hr AFBC Commercial Demonstration Cedar Lane Farms

The objective of this project was to demonstrate and promote the commercialization of coal-fired atmospheric fluidized bed combustion (AFBC) systems, with limestone addition for SO2 emissions control and a baghouse for particulate emissions control. This AFBC system was targeted for small scale industrial-commercial-institutional space and process heat applications in the 4-40 MMBtu/hr size range. A cost effective and environmentally acceptable AFBC technology in this size range could displace a considerable amount of heating gas and oil with coal, while resulting in significant total cost savings to the owner/operators.

16,000-rpm Interior Permanent Magnet Reluctance Machine with Brushless Field Excitation

The reluctance interior permanent magnet (RIPM) motor is currently used by many leading auto manufacturers for hybrid vehicles. The power density for this type of motor is high compared with that of induction motors and switched reluctance motors. The primary drawback of the RIPM motor is the permanent magnet (PM) because during high-speed operation, the fixed PM produces a huge back electromotive force (emf) that must be reduced before the current will pass through the stator windings. This reduction in back-emf is accomplished with a significant direct-axis (d-axis) demagnetization current, which opposes the PM's flux to reduce the flux seen by the stator wires. This may lower the power factor and efficiency of the motor and raise the requirement on the alternate current (ac) power supply; consequently, bigger inverter switching components, thicker motor winding conductors, and heavier cables are required. The direct current (dc) link capacitor is also affected when it must accommodate heavier harmonic currents. It is commonly agreed that, for synchronous machines, the power factor can be optimized by varying the field excitation to minimize the current. 24-Channel Geophone Array for Horizontal or Vertical Boreholes: Final Report

Improved ground-imaging capabilities have enormous potential to increase energy, environmental, and economic benefits by improving exploration accuracy and reducing energy consumption during the mining cycle. Seismic tomography has been used successfully to monitor and evaluate geologic conditions ahead of a mining face. A primary limitation to existing seismic tomography, however, is the placement of sensors. The goal of this project is to develop an array of 24 seismic sensors capable of being mounted in either a vertical or horizontal borehole. Development of this technology reduces energy usage in excavation, transportation, ventilation, and processing phases of the mining operation because less waste is mined and the mining cycle suffers fewer interruptions. This new technology benefits all types of mines, including metal/nonmetal, coal, and quarrying. The primary research tasks focused on sensor placement method, sensor housing and clamping design, and cabling and connector selection. An initial design is described in the report. Following assembly, a prototype was tested in the laboratory as well as at a surface stone quarry. Data analysis and tool performance were used for subsequent design modifications. 100-D Area In Situ Redox Treatability Test for Chromate-Contaminated Groundwater

A treatability test was conducted for the In Situ Redox Manipulation (ISRM) technology at the 100 D Area of the U. S. Department of Energy's Hanford Site. The target contaminant was dissolved chromate in groundwater. The ISRM technology creates a permeable subsurface treatment zone to reduce mobile chromate in groundwater to an insoluble form. The ISRM permeable treatment zone is created by reducing ferric iron to ferrous iron within the aquifer sediments, which is accomplished by injecting aqueous sodium dithionite into the aquifer and then withdrawing the reaction products. The goal of the treatability test was to create a linear ISRM barrier by injecting sodium dithionite into five wells. Well installation and site characterization activities began in spring 1997; the first dithionite injection took place in September 1997. The results of this first injection were monitored through the spring of 1998. The remaining four dithionite injections were carried out in May through July of 1998.These five injections created a reduced zone in the Hanford unconfined aquifer approximately 150 feet in length (perpendicular to groundwater flow) and 50 feet wide. 1999 Annual Cathodic Protection Survey Report for PFP

This cathodic protection (CP) report documents the results of the 1999 annual CP survey of the underground piping within PFP property. An annual survey of CP systems is required by Washington Administrative Code (WAC). A spreadsheet to document the 1999 annual survey polarization data is included in this report. Graphs are included to trend the cathodic voltages and the polarization voltages at each test station on PFP property. The trending spans from 1994 to 1999. Graphs are also included to trend voltage and amperage outputs of each rectifier during the annual surveys. During the annual survey, resistance testing between the underground piping was conducted at each test station. The testing showed that all piping (with test leads into the test stations) was continuous with every pipe represented in the test stations. The resistance data is not documented in this report but can be accessed in work package 22-99-01003. During the annual survey, the wiring configurations of anode junction boxes AJB(R45-1) and AJB(45-1) were documented. The sketches can be accessed from the JCS work record of work package 22-99-01003. Analysis, conclusions, and recommendations of the 1999 annual CP survey results are included in this report.

oak-B202--During the summer of 1999, 12 students from Rochester-area high schools participated in the Laboratory for Laser Energetics' Summer High School Research Program. The goal of this program is to excite a group of high school students about careers in the areas of science and technology by exposing them to research in a state-of-the-art environment. Too often, students are exposed to ''research'' only through classroom laboratories that have prescribed procedures and predictable results. In LLE's summer program, the students experience all of the trials, tribulations, and rewards of scientific research. By participating in research in a real environment, the students often become more enthusiastic about careers in science and technology. In addition, LLE gains from the contributions of the many highly talented students who are attracted to the program. The students spent most of their time working on their individual research projects with members of LLE's technical staff. The projects were related to current research activities at LLE and covered a broad range of areas of interest including laser modeling, diagnostic development, chemistry, liquid crystal devices, and opacity data visualization. 2000 Census: Better Productivity Data Needed for Future Planning and Budgeting

A letter report issued by the General Accounting Office with an abstract that begins "Nonresponse follow-up was the most expensive and labor-intensive of all Census 2000 operations. The Census Bureau spent $1.2 billion and used more than 500,000 enumerators to obtain census information from 42 million nonresponding households in less than 10 weeks. Because of this colossal workload, even small variations in productivity had significant cost implications. Workload and enumerator productivity have historically been two of the largest drivers of census costs, and the Bureau developed its budget model for the 2000 Census using key assumptions about these two variables. Nationally, enumerators completed their nonresponse follow-up workload at a rate of 1.04 housing units per hour--slightly exceeding the Bureau's expected rate of 1.03 housing units per hour. Productivity varied for the four primary types of local census offices, ranging from 0.90 housing units per hour in inner-city and urban areas to 1.10 cases per hour in rural areas. In refining the data, the Bureau corrected what it considered to be the most significant discrepancy--a misclassification of some employees' time charges that overstated the number of hours worked by nonresponse follow-up enumerators and understated enumerator production rates."
