Whole arm obstacle avoidance for teleoperated robots
This paper describes a collision avoidance system using Whole Arm Proximity (WHAP) sensors on a PUMA 560 robot arm. The capacitance-based sensors generate electric fields which can completely encompass the robot arm and detect obstacles as they approach from any direction. The directional obstacle information gathered by the WHAP sensors together with the sensor geometry and robot configuration is used to scale the commanded joint velocities of the robot. A linearized relationship between the WHAP sensor reading and the distance from the obstacle allows direct transformation of perturbations in VHAP readings to perturbations in joint velocities. The VHAP reading is used to directly reduce the component of the command input velocity along the normal axis of the sensor, allowing graceful reductions in speed as the arm approaches the obstacle. By scaling only the component of the velocity vector in the,direction of the nearest obstacles, the control system restricts motion in the direction of obstacles while permitting unconstrained motion in other directions.

Why is the open-circuit voltage of crystalline Si solar cells so critically dependent on emitter- and base-doping?
This paper discusses the critical dependence of the open-circuit voltage (VOC) of crystalline Si solar cells on the emitter and base doping levels. Contrary to conventional models that try to ascribe VOC-limitations to (independent) bulk and surface recombination losses, the authors suggest, as the dominant mechanism, the formation of a compensated ``buffer layer'' that is formed as phosphorus is diffused into the p-type (boron-doped) base. The only purpose of the base doping is to optimize the buffer layer. Their calculations show that this model makes the achievement of high VOC and good carrier collection (JSC, FF) interdependent. Sanyo's ``HIT'' solar cells are an example of a different method to implement this buffer layer concept for crystalline Si solar cells. The general principle for a VOC-enhancing buffer layer relies on using materials with high lifetimes and low carrier mobilities that are capable of reducing surface or junction recombination by reducing the flow of carriers into this loss-pathway.

Wildlife Impact Assessment : Bonneville, McNary, The Dalles, and John Day Projects.
The Habitat Evaluation Procedures (HEP) were used to evaluate pre- and post-construction habitat conditions of the US Army Corps of Engineers Bonneville project in Oregon and Washington. The project directly impacted 20,749 acres of wildlife habitat. Seven evaluation species were selected with losses and gains expressed in Habitat Units (HU's). One HU is equivalent to 1 acre of prime habitat. The evaluation estimated a gain of 2671 HU's of lesser scaup wintering habitat. Losses of 4300 HU's of great blue heron habitat, 2443 HU's of Canada goose habitat, 2767 HU's of spotted sandpiper habitat, 163 HU's of yellow warbler habitat, 1022 HU's black-capped chickadee habitat, and 1622 HU's of mink habitat occurred as a result of the project. This amounts to a total combined loss of 12,317 HU's. 18 refs., 1 fig., 4 tabs.
