Physical properties of contaminated trichloroethylene and 1,1,1- trichloroethane

The specific gravity, volume change, dielectric constant, dissipation factor, boiling point, and nonvolatile residue carryover during distillation was measured for various contamination levels of rosin in trichloroethylene and 1,1,1-trichloroethane. Solvent stabilizers and the vapor pressure of solvents were examined. The effects of unknown contamination in solvents from manufacturing departments were measured. The theoretical effects of oil contamination on the boiling point are discussed. 18 refs., 15 figs., 13 tabs.

In July of 1988, Argonne National Laboratory management approved the restructuring of Computing Services into the Computing and Telecommunications Division, part of the Physical Research area of the Laboratory. One major area of the Computing and Telecommunications Division is Management Information Systems (MIS). A significant aspect of Management Information Systems' work is the development of proposals for new and enhanced administrative computing systems based on an analysis of informational needs. This document represent the outcome of the planning process for FY1991 through FY1993. The introduction of the FY1991 through FY1993 Long-Range Plan assesses the state of administrative computing at ANL and the implications of FY1991 funding recommendations. It includes a history of MIS planning for administrative data processing. This document discusses the strategy and goals which are an important part of administrative data processing plans for the Laboratory. It also describes the management guidelines established by the Administrative Data Processing Oversight Committee for the proposal and implementation of administrative computing systems. The DIII-D tokamak is being upgraded to allow for divertor biasing, baffling, and pumping experiments. This paper gives an overview of the new diagnostics added to DIII-D as part of this Advanced Divertor Program. They include tile current monitors, fast reciprocating Langmuir probes, a fixed probe array in the divertor, fast neutral pressure gauges, and H{sub {alpha}} measurements with TV cameras and fiber optics coupled to a high resolution spectrometer. 9 refs.

This calendar year 1989 annual report on environmental surveillance of the US Department of Energy's (DOE) Portsmouth Gaseous Diffusion Plant (PORTS) and its environs consists of two parts: the Summary, Discussion, and Conclusions (Part 1) and the Data Presentation (Part 2). The objectives of this report are the following: report 1989 monitoring data for the installation and its environs that may have been affected by operations on the plant site, provide reasonably detailed information about the plant site and plant operations, provide detailed information on input and assumptions used in all calculations, provide trend analyses (where appropriate) to indicate increases and decreases in environmental impact, and provide general information on plant quality assurance. Routine monitoring and sampling for radiation, radioactive materials, and chemical substances on and off the DOE site are used to document compliance with appropriate standards, to identify trends, to provide information for the public, and to contribute to general environmental knowledge. The surveillance program assists in fulfilling the DOE policy of protecting the public, employees, and environment from harm that could be caused by its activities and reducing negative environmental impacts to the greatest degree practicable. Prediction of release rates for a potential waste repository at Yucca Mountain

Nuclear waste may be placed in the potential repository at Yucca Mountain in waste packages. The waste will consist of spent fuel assemblies or consolidated fuel rods, as well as borosilicate glass in steel pour containers, each enclosed in sealed containers. Current design calls for the waste packages to be surrounded by an air gap. Although the waste package is generally not seen as the primary barrier for nuclear waste isolation, it must in fact meet specific regulatory requirements. The US Nuclear Regulatory Commission requires that the release rate of any radionuclide from the engineered barrier system following the containment period shall not exceed one part in 100,000 per year of the inventory of that radionuclide calculated to be present at 1000 years following permanent closure. For low-inventory radionuclides, those that constitute less than 0.1 percent of the calculated total curie inventory at 1000 years, the allowable annual release is a constant value, equal to 10{sup {minus}8} of the total curie inventory in the repository at 1000 years. Therefore it is necessary to calculate release rates for waste packages at Yucca Mountain. We calculate release rates for key radionuclides using analytic solutions presented in a companion report. Preliminary assessment of the impact of conceptual model uncertainty on site performance

The US Department of Energy is responsible for the design, construction, operation, and decommission of a site for the deep geologic disposal of high-level radioactive waste (HLW). This involves site characterization and the use of performance assessment to demonstrate compliance with regulations for HLW disposal from the US Environmental Protection Agency (EPA) and the US Nuclear Regulatory Commission. The EPA standard states that a performance assessment should consider the associated uncertainties involved in estimating cumulative release of radionuclides to the accessible environment. To date, the majority of the efforts in uncertainty analysis have been directed toward data and parameter uncertainty, whereas little effort has been made to treat model uncertainty. Model uncertainty includes conceptual model uncertainty, mathematical model uncertainty, and any uncertainties derived from implementing the mathematical model in a computer code. Currently there is no systematic approach that is designed to address the uncertainty in conceptual models. The purpose of this investigation is to take a first step at addressing conceptual model uncertainty. Pressure-dependent fragilities for piping components: Pilot study on Davis-Besse Nuclear Power Station

The capacities of four, low-pressure fluid systems to withstand pressures and temperatures above the design levels were established for the Davis-Besse Nuclear Power Station. The results will be used in evaluating the probability of plant damage from Interfacing System Loss of Coolant Accidents (ISLOCA) as part of the probabilistic risk assessment of the Davis-Besse nuclear power station undertaken by EG G Idaho, Inc. Included in this evaluation are the tanks, heat exchangers, filters, pumps, valves, and flanged connections for each system. The probabilities of failure, as a function of internal pressure, are evaluated as well as the variabilities associated with them. Leak rates or leak areas are estimated for the controlling modes of failure. The pressure capacities for the pipes and vessels are evaluated using limit-state analyses for the various failure modes considered. The capacities are dependent on several factors, including the material properties, modeling assumptions, and the postulated failure criteria. The failure modes for gasketed-flange connections, valves, and pumps do not lend themselves to evaluation by conventional structural mechanics techniques and evaluation must rely primarily on the results from ongoing gasket research test programs and available vendor information and test data. 21 refs., 7 figs., 52 tabs.

The 1990 Symposium on Inservice Testing of Pumps and Valves, jointly sponsored by the Board on Nuclear Codes and Standards of the American Society of Mechanical Engineers and by the Nuclear Regulatory Commission, provided a forum for the discussion of current programs and methods for inservice testing at nuclear power plants. The symposium also provided an opportunity to discuss the need to improve inservice testing in order to ensure the reliable performance of pumps and valves. The participation of industry representatives, regulators, and consultants resulted in the discussion of a broad spectrum of ideas and perspectives regarding the improvement of inservice testing of pumps and valves at nuclear power plants.

Proceedings of the workshop on the science of intense radioactive ion beams

This report contains the proceedings of a 2-1/2 day workshop on the Science of Intense Radioactive Ion Beams which was held at the Los Alamos National Laboratory on April 10--12, 1990. The workshop was attended by 105 people, representing 30 institutions from 10 countries. The thrust of the workshop was to develop the scientific opportunities which become possible with a new generation intense Radioactive Ion Beam (RIB) facility, currently being discussed within North America. The workshop was organized around five primary topics: (1) reaction physics; (2) nuclei far from stability/nuclear structure; (3) nuclear astrophysics; (4) atomic physics, material science, and applied research; and (5) facilities. Overview talks were presented on each of these topics, followed by 1-1/2 days of intense parallel working group sessions. The final half day of the workshop was devoted to the presentation and discussion of the working group summary reports, closing remarks and a discussion of future plans for this effort.

A fully licensed transportation system for Radioisotope Thermoelectric Generators and Light-Weight Radioisotope Heater Units is currently being designed and built. The system will comply with all applicable US Department of Transportation regulations without the use of a DOE Alternative.'' The US Department of Transportation has special double containment'' requirements for plutonium. The system packaging uses a doubly contained bell jar'' concept. A refrigerated trailer is used for cooling the high-heat payloads. The same packaging is used for both high- and low-heat payloads. Progress in Producing Megawatt Gyrotrons for ECR (Electron Cyclotron Resonance) Heating

Varian is carrying out the development of high-power, CW gyrotrons at frequencies ranging from 100--500 GHz for use in electron cyclotron resonance (ECR) heating of magnetically-confined plasma. Initial test vehicles at 140 GHz have utilized TE{sub 15,2,1} interaction cavities, and have been designed to generate short-pulse (up to 20 ms) power levels of 1 MW and up to 400 kW CW. Recently, short-pulse power levels of 940 kW at 35% efficiency have been obtained and average powers of 200 kW have been achieved at peak powers of 400 kW. Long-pulse testing is currently underway. Initial test have resulted in output levels of 400 kW for pulse durations of 380 ms. Design work on 110 GHz, 500 kW CW gyrotron oscillators has recently been completed and a prototype tube has been assembled and is currently being tested. The design of a 110 GHz, 1 MW CW gyrotron, using a novel output coupling approach, is nearly complete. Fabrication of the first 1 MW CW experimental tube is in progress.

Protective Action Evaluator for Chemical Emergencies: A user's manual (MS-DOS reg sign Version 1. 0)

The protective action evaluator for chemical emergencies (PAECE) is a package of computer programs developed to simulate an emergency response to airborne release of chemical agents. This user's manual documents the use of PAECE in the evaluation of chemical agent emergencies in areas potentially affected by the Chemical Stockpile Emergency Planning Program (CSEPP). This research documents the development and use of a method for the evaluation of protective action alternatives in conjunction with potential chemical agent emergencies. The user's manual highlights the development of the PAECE model, the selection of appropriate parameters to represent various scenarios, generate results and interpret them in the analysis of protective action alternatives during the planning and preparedness phases of the CSEPP. The PAECE model is designed to evaluate protective actions in the context of potential accidents, the emergency management systems required to implement protective actions, and the anticipated consequences for human receptors. The implications and uncertainties of the model are discussed to provide potential users with insight into the use, limitations, and uncertainties associated with evaluating the effectiveness of protective action alternatives.
