This report examines the impact of biotechnology in several industries including pharmaceuticals, chemicals, agriculture and hazardous waste clean-up.

This special report, the second of our neuroscience series, discusses the field of neural grafting into the brain and spinal cord to treat neurological disorders. It describes the technology of neural grafting, the neurological conditions that it may be used to treat, and the patient populations that are affected. Also, the legal and ethical issues raised by the development of neural grafting techniques are discussed. The report includes a range of options for congressional action related to the Federal funding of transplantation research using human fetal tissue, the adequacy of existing Federal laws and regulations regarding the use of human fetal tissue, and the role of the Federal Government in guiding the development and promoting the safety and efficacy of neural grafting procedures.

The report evaluates medical waste issues in the broader context of a waste management policy for the Nation. Waste reduction and recycling options for medical waste management, as well as incineration and non-incineration treatment alternatives are examined.

This report describes the issues associated with genetic monitoring and screening in the workplace. It examines the technologies used, analyzes the legal framework for the use of such tests, assesses the ethical issues inherent in the use of these tools in the workplace setting, describes how genetic information is conveyed by a genetic counselor, and, based on an OTA survey of 1,500 U.S. companies and the largest unions, evaluates the current and future use of genetic monitoring and screening in the workplace.

This paper reviews various possibilities of using non-reusable injection technologies for reducing HIV transmission among injecting drug users in the United States. It does not put forth the redesign of injection equipment as a policy option for congressional consideration; it merely examines some of the implications of a proposal put forth by some health experts.

This paper presents results from a 1991 OTA survey of 431 genetic counselors and nurse geneticists. It was conducted to better understand the environment in which the average genetic counselor or nurse in genetics works, to describe the infrastructure and tools available to these professionals, to assess the state of practice in the provision of cystic fibrosis (CF) carrier screening, and to evaluate their attitudes regarding CF carrier screening.

This background paper describes results from a 1991 OTA survey of U.S. health insurers’ attitudes toward genetic tests and genetic information— both how they currently view information from various sources (e.g., genetic tests, other medical tests, or family histories) in underwriting decisions and how they might reimburse consumers for genetic tests. It also reports data on the role health insurers expect genetic tests and genetic information will play in their business practices over the coming decade.

This report examines the changes that have taken place in world oil markets and the U.S. economy since 1984 and provides revised estimates of the technical oil replacement potential that might be attained in the event of a severe and long lasting cutoff of imported oil. The report presents a variety of policy options that could help accelerate the adoption of oil replacement technologies in preparation for, or in response to, a severe supply disruption, or as part of a long-term national policy to reduce import vulnerability y.
