The report also discusses the procedure for "words taken down" and other mechanisms used in the House for enforcing these standards. Design package test weights for fuel retrieval system (OCRWM)

This is a design package that documents the development of test weights used in the Spent Nuclear Fuels subproject Fuel Retrieval System. The K Basins Spent Nuclear Fuel (SNF) project consists of the safe retrieval, preparation, and repackaging of the spent fuel stored at the K East (KE) and K West (KW) Basins for interim safe storage in the Canister Storage Building (CSB). Multi-Canister Overpack (MCO) scrap baskets and fuel baskets will be loaded and weighed under water. The equipment used to weigh the loaded fuel baskets requires daily calibration checks, using test weights traceable to National Institute of Standards Testing (NIST) standards. The test weights have been designated as OCRWM related in accordance with HNF-SD-SNF-RF'T-007 (McCormack).

The Appalachian/Illinois Basin Directors is a group devoted to increasing communication among the state oil and gas regulatory agencies within the Appalachian and Illinois Basin producing region. The group is comprised of representatives from the oil and gas regulatory agencies from states in the basin (Attachment A). The directors met to discuss regulatory issues common to the area, organize workshops and seminars to meet the training needs of agencies dealing with the uniqueness of their producing region and perform other business pertinent to this area of oil and gas producing states. The emphasis of the coordinated work was a wide range of topics related to environmental compliance for natural gas and oil exploration and production.

Extending PVSCAN to meet the market needs for high-speed, large-area scanning

PVSCAN is a versatile instrument that has many applications in the PV industry, including high-speed mapping of material and cell parameters such as defect density, reflectance, and LBIC response. Recently, the PV community has been interested in acquiring this instrument for material and cell analyses and for process monitoring. This paper explores various issues that arise in developing a commercial instrument such as PVSCAN. Emphasis is on the technical details of the ability to scan fast and the detrimental effects this fast scan can have on the image quality of various material/cell parameters.

Feasibility of re-melting NORM-contaminated scrap metal

Naturally occurring radioactive materials (NORM) sometimes accumulate inside pieces of equipment associated with oil and gas production and processing activities. Typically, the NORM accumulates when radium that is present in solution in produced water precipitates out in scale and sludge deposits. Scrap equipment containing residual quantities of these NORM-bearing scales and sludges can present a waste management problem if the radium concentrations exceed regulatory limits or activate the alarms on radiation screening devices installed at most scrap metal recycling facilities. Although NORM-contaminated scrap metal currently is not disposed of by re-melting, this form of recycling could present a viable disposition option for this waste stream. Studies indicate that re-melting NORM-contaminated scrap metal is a viable recycling option from a risk-based perspective. However, a myriad of economic, regulatory, and policy issues have caused the recyclers to turn away virtually all radioactive scrap metal. Until these issues can be resolved, re-melting of the petroleum industry's NORM-impacted scrap metal is unlikely to be a widespread practice. This paper summarizes the issues associated with re-melting radioactive scrap so that the petroleum industry and its regulators will understand the obstacles. Grain boundary structures in La{sub 2/3}Ca{sub 1/3}MnO{sub 3} thin films

As with many other oxide-based compounds that exhibit electronic behavior, structural defects have a strong influence on the electronic properties of the CMR manganites. In this work, the authors have studied the effect of grain boundaries on the transport properties and on the local orientation of magnetization. Thin films of the perovskite-related La{sub 2/3}Ca{sub 1/3}MnO{sub 3} compound were deposited onto bicrystal substrates using pulsed laser deposition. Transport measurements showed some enhancement of magnetoresistance across the grain boundary. The structure of the boundary was evaluated by electron microscopy. In contrast with the highly meandering boundaries typically observed in bicrystals of high temperature superconductors, the boundaries in these films are relatively straight and well defined. However, magneto-optical imaging showed that the local magnetization was oriented out of the plane at the grain boundary while it was oriented within the plane in the grains on either side. This coordinated reorientation of local magnetization near the grain boundary leads to enhanced magnetoresistance across the boundary in low fields.

Inclusive jet production and subjets at the Tevatron

The D0 and CDF proton-antiproton collider experiments at the Tevatron accumulated large samples of high energy jet production data during Run I (1992- 1996). Presented here are measurements of the central inclusive jet cross section at center-of-mass energies of 1800 and 630 GeV (by the D0 and CDF experiments) and a forward ( |{eta}| < 1.5) inclusive cross section measurement by the D0 experiment at 1800 GeV. Cross sections are compared to next-to-leading order QCD predictions with recent parton distribution functions. Also included is a measure of subjet multiplicity in jets produced at 1800 GeV using a successive combination type of jet algorithm.

Irradiation-assisted stress corrosion cracking of model austenitic stainless steel.

Slow-strain-rate tensile (SSRT) tests were conducted on model austenitic stainless steel (SS) alloys that were irradiated at 289 C in He. After irradiation to {approx}0.3 x 10{sup 21} n {center_dot} cm{sup 2} and {approx} 0.9 x 10{sup 21} n {center_dot} cm{sup -2} (E &gt; 1 MeV), significant heat-to-heat variations in the degree of intergranular and transgranular stress corrosion cracking (IGSCC and TGSCC) were observed. At {approx}0.3 x 10{sup 21} n {center_dot} cm{sup -2}, a high-purity heat of Type 316L SS that contains a very low concentration of Si exhibited the highest susceptibility to IGSCC. In unirradiated state, Types 304 and 304L SS did not exhibit a systematic effect of Si content on alloy strength. However, at {approx}0.3 x 10{sup 21} n {center_dot} cm{sup -2}, yield and maximum strengths decreased significantly as Si content was increased to &gt;0.9 wt.%. Among alloys that contain low concentrations of C and N, ductility and resistance to TGSCC and IGSCC were significantly greater for alloys with &gt;0.9 wt.% Si than for alloys with &lt;0.47 wt.% Si. Initial data at {approx}0.9 x 10{sup 21} n {center_dot} cm{sup -2} were also consistent with the beneficial effect of high Si content. This indicates that to delay onset of …

Long-term stability of the APS storage ring

The Advanced Photon Source (APS), a third-generation synchrotrons light source, was commissioned in 1995 at Argonne ''National Laboratory and has been fully-operational for beamline users since 1997. The APS storage ring can accommodate up to 68 user beamlines; about 70% of the available beamlines are currently in use by various collaborative access teams (CATS). The 7-GeV synchrotrons light source produces light in the soft to hard x-ray range that is used for research in such areas as x-ray instrumentation; material, chemical and atomic sciences; biology; and geo/soil/ environmental sciences. For the successful operation of an x-ray light source such as the Advanced Photon Source, the long-term stability of the concrete floor supporting the beam components and user beamlines is crucial. Settlements impact the orbit and location of the x-ray source points as well as the position of the x-ray beamlines. This paper compares the results of two successive resurveys of the APS accelerator components performed in 1995 and 1998.

Magnetic x-ray measurements using the elliptical multipole wiggler

The EMW at the BESSRC beam lines at the APS provides high photon flux at high energies with the capability of producing circular polarization on axis. The authors observe a high degree of circularly polarized x-rays at such energies. The polarization and frequency tunability of the elliptical multipole wiggler (EMW) is an ideal source for many magnetic measurements from X-ray Magnetic Circular Dichroism (XMCD) to Compton scattering experiments. They performed Compton scattering measurements to determine the polarization and photon flux at the sample as a function of the deflection parameters K{sub y} and K{sub x}. They used for their measurements a Si (220) Laue monochromator providing simultaneous photon energies at 50 keV, 100 keV and 150 keV. Magnetic Compton Profiles were determined by either switching the magnet polarity or the photon helicity. The results obtained using Fe(110) single crystals were very similar.
