Agricultural Exports: Technical Barriers to Trade

Technical barriers to trade (TBTs) are widely divergent measures that countries use to regulate rnarkets, protect their consumers, and preserve natural resources, but which can also discriminate against imports in favor of domestic products. Most TBTs in agriculture are sanitary and phytosanitary (SPS) measures designed to protect humans, animals, and plants from contaminants, diseases, and pests. In the wake of new trade agreements aimed at reducing tariffs, import quotas, and other trade barriers, TBTs have become more prominent concerns for agricultural exporters and policymakers.

A FORTRAN subroutine for the calculation of the ac electrical conductivity in two-temperature, strongly coupled, overdense plasma is presented. The routine is the result of a model calculation based on classical transport theory with application to plasmas created by the interaction of short pulse lasers and solids. The formulation is analytic and the routine is self-contained.

Applications of Micellar Enzymology to Clean Coal Technology

This project is designed to develop methods for precombustion coal remediation by implementing recent advances in enzyme biochemistry. The novel approach of this study is incorporation of hydrophilic oxidative enzymes in reverse micelles in an organic solvent. Enzymes from commercial sources or microbial extracts are being investigated for their capacity to remove organic sulfur from coal by oxidation of the sulfur groups, splitting of C-S bonds and loss of sulfur as sulfuric acid (Figure 1). Dibenzothiophene (DBT) and ethylphenylsulfide (EPS) are serving as models of organic sulfur-containing components of coal in initial studies. A goal of this project is to define a reverse micelle system that optimizes the catalytic activity of enzymes toward desulfurization of model compounds and ultimately coal samples. 12 refs., 2 figs., 7 tabs.

The overall objective of the project is to develop and optimize a two-stage fermentation process for the conversion of coal derived synthesis gas in an mixture of alcohols. The goals include the development of superior strains with high product tolerance and productivity, optimization of process conditions for high volumetric productivity and product concentrations, integration and optimization of two stage syngas fermentation, evaluation of bioreactor configurations for enhanced mass transfer, evaluation of syngas conversion by a culture of Butyribacterium methyltrophicum and Clostridium acetobutylicum, development of a membrane based pervaporation system for in situ removal of alcohols, and development of a process for reduction of carbon and electron loss. The specific goals for year one (September 1992 - September 1993) were (1) development of a project work plan, (2) development of superior CO-utilizing strains, (3) optimization of process conditions for conversion of synthesis gas to a mixture of acids in a continuously stirred reactor (CSTR), (4) evaluation of different bioreactor configurations for maximization of mass transfer of synthesis gas, (5) development of a membrane based pervaporation system, and (6) reduction of carbon and electron loss via H{sub 2}CO{sub 2} fermentation. Experimentation and progress toward these goals are described in this report.

Compact tokamak reactors part 2 (numerical results)

The authors describe a numerical optimization scheme for fusion reactors. The particular application described is to find the smallest copper coil spherical tokamak, although the numerical scheme is sufficiently general to allow many other problems to be solved. The solution to the steady state energy balance is found by first selecting the fixed variables. The range of all remaining variables is then selected, except for the temperature. Within the specified ranges, the temperature which satisfies the power balance is then found. Tests are applied to determine that remaining constraints are satisfied, and the acceptable results then stored. Results are presented for a range of auxiliary current drive efficiencies and different scaling relationships; for the range of variables chosen the machine encompassing volume increases or remains approximately unchanged as the aspect ratio is reduced.

Continuous reduction of uranium tetrafluoride

Operation of a pilot-scale system for continuous metallothermic reduction of uranium tetrafluoride (UF{sub 4} or green salt) has been initiated. This activity is in support of the development of a cost- effective process to produce uranium-iron (U-Fe) alloy feed for the Uranium-Atomic Vapor Laser Isotope Separation (U-AVLIS) program. To date, five runs have been made to reduce green salt (UF{sub 4}) with magnesium. During this quarter, three runs were made to perfect the feeding system, examine feed rates, and determine the need for a crust breaker/stirrer. No material was drawn off in any of the runs; both product metal and by-product salt were allowed to accumulate in the reactor.

Desalination with carbon aerogel electrodes

An electrically regenerated electrosorption process known as carbon aerogel CDI was developed for continuously removing ionic impurities from aqueous streams. A salt solution flows in a channel formed by pairs of parallel carbon aerogel electrodes. Each electrode has a very high BET surface area and very low resistivity. After polarization, anions and cations are removed from electrolyte by the electric field and electrosorbed onto the carbon aerogel. The solution is thus separated into two streams, brine and water. Based on this, carbon aerogel CDI appears to be an energy-efficient alternative to evaporation, electrodialysis, and reverse osmosis. The energy required by this process is about QV/2, plus losses. Estimated energy requirement for sea water desalination is 18-27 Wh gal{sup -1}, depending on cell voltage and flow rate. The requirement for brackish water desalination is less, 1.2-2.5 Wh gal{sup -1} at 1600 ppM. This is assuming that stored electrical energy is reclaimed during regeneration.

Determining how magnetic helicity injection really works. Annual progress report

Magnetic helicity injection is the essential process underlying both spheromak formation and helicity injection toroidal current drive in tokamaks (e.g., HIT and NSTX). The dynamical details of the helicity injection process are poorly understood because existing models avoid a dynamic description. In particular, Taylor relaxation, the main model motivating helicity injection efforts, is an argument that predicts the state to which a turbulent magnetic configuration relaxes after all dynamics are over. The goal of the Caltech experiment is to investigate the actual dynamics and topological evolution associated with relaxation and so determine how helicity injection really works. Although the global relaxation model (i.e., Taylor model) typically invokes axisymmetry, simple physical arguments (Cowling`s theorem) show that the detailed dynamics must involve topologically complex, non-axisymmetric processes. Development of a telemetric heat stress monitor. Final report

Hazardous-materials workers and firefighters wear clothing that protects them from external hazards, but the sealed environment of a protective suit makes its wearer susceptible to heat stress. A prototype of the Telemetric Heat Stress Monitor (THSM) was developed at LANL to warn workers, and personnel monitoring the workers, of incipient heat stress by detecting the workers` elevated temperatures and heart rates. The purpose of this CRADA was to transfer the information and technology from LANL to the industrial partner, and to assist in the further development of a commercial THSM product. The THSM is the first extensive telemetric physiological monitor to be developed; previous monitors used wires between the sensors and the recording and display equipment. Developing a reliable, small, battery-powered, inexpensive telemetry system to share the RF spectrum with today`s proliferating wireless devices was a significant technical accomplishment.

The U.S. Department of Defense (DOD), through the Interagency Agreement with the U.S. Department of Energy (DOE), has initiated a three-phase program with the Consortium for Coal-Water Mixture Technology, with the aim of decreasing DOD`s reliance on imported oil by increasing its use of coal. The program is being conducted as a cooperative agreement between the Consortium and DOE. Activities this reporting period are summarized by phase. During this reporting period, preparation of the Phase I final report continued. Work on Phase II focused on emissions reductions, coal beneficiation/preparation studies, and economic analyses of coal use. Emissions reductions investigations included initiating a study to identify appropriate SO{sub 2} and NO{sub x} control technologies for coal-fired industrial boilers. In addition, work started on the design of a ceramic filtering device for installation on the demonstration boiler. The ceramic filter device will be used to demonstrate a more compact and efficient filtering device for retrofit applications. Coal preparation and utilization activities, and the economic analysis were completed and work focused on preparing the final report. Effects of catalytic mineral matter on CO/CO sub 2 ratio, temperature and burning time for char combustion

The temperature of a char particle burning in an oxygen containing atmosphere is the product of a strongly coupled balance between particle size and physical properties, heat transfer from the particle, surface reactivity, CO/CO{sub 2} ratio and gas phase diffusion in the surrounding boundary layer and within the particle. CO{sub 2}/CO ratios can be strongly influenced by catalytic material in the carbon and by the char temperature. In this program we are measuring the CO{sub 2}/CO ratio for both catalyzed and uncatalyzed chars over a wide range of temperature. These results will then be used to develop predictive models for char temperature and burning rates. The electrodynamic balance has been successfully used to make such measurements for single 200 {mu}m spherocarb particles. This work has been previously reported (progress reports 1 and 2). The electrodynamic balance has been rebuilt to improve its performance including: (1) Better control of gas flow and composition, (2) High pressure operation capability, (3) Advanced imaging system for size measurement and position determination (4) Capability of high and low temperature measurement, (5) Better position control, (6) Fast computation and memory facilities, (7) Better laser power control. The Energy Technology Division provides materials and engineering technology support to a wide range of programs important to the US Department of Energy. As shown on the preceding page, the Division is organized into ten sections, five with concentrations in the materials area and five in engineering technology. Materials expertise includes fabrication, mechanical properties, corrosion, friction and lubrication, and irradiation effects. Our major engineering strengths are in heat and mass flow, sensors and instrumentation, nondestructive testing, transportation, and electromechanics and superconductivity applications. The Division Safety Coordinator, Environmental Compliance Officers, Quality Assurance Representative, Financial Administrator, and Communication Coordinator report directly to the Division Director. The Division Director is personally responsible for cultural diversity and is a member of the Laboratory-wide Cultural Diversity Advisory Committee. The Division's capabilities are generally applied to issues associated with energy production, transportation, utilization or conservation, or with environmental issues linked to energy. As shown in the organization chart on the next page, the Division reports administratively to the Associate Laboratory Director (ALD) for Energy and Environmental Science and Technology (EEST) through the General Manager for Environmental and Industrial Technologies.
