Site Specific Metal Criteria Developed Using Kentucky Division of Water Procedures

Alternative limits for Cu, Ni, Pb, and Zn were developed for treated wastewater from four outfalls at a Gaseous Diffusion Plant. Guidance from the Kentucky Division of Water (KDOW) was used to (1) estimate the toxicity of the effluents using water fleas (Ceriodaphnia dubia) and fathead minnow (Pimephales promelas) larvae; (2) determine total recoverable and dissolved concentrations of Cu, Pb, Ni, and Zn ; (3) calculate ratios of dissolved metal (DM) to total recoverable metal (TRM); and (4) assess chemical characteristics of the effluents. Three effluent samples from each outfall were collected during each of six test periods; thus, a total of 18 samples from each outfall were evaluated for toxicity, DM and TRM. Subsamples were analyzed for alkalinity, hardness, pH, conductivity, and total suspended solids. Short-term (6 or 7 d), static renewal toxicity tests were conducted according to EPA methodology. Ceriodaphnia reproduction was reduced in one test of effluent from Outfall A , and effluent from Outfall B was acutely toxic to both test species during one test. However, the toxicity was not related to the metals present in the effluents. Of the 18 samples from each outfall, more than 65% of the metal concentrations were estimated quantities. With …

Alfven-wave particle interaction in finite-dimensional self-consistent field model

A low-dimensional Hamiltonian model is derived for the acceleration of ions in finite amplitude Alfven waves in a finite pressure plasma sheet. The reduced low-dimensional wave-particle Hamiltonian is useful for describing the reaction of the accelerated ions on the wave amplitudes and phases through the self-consistent fields within the envelope approximation. As an example, the authors show for a single Alfven wave in the central plasma sheet of the Earth`s geotail, modeled by the linear pinch geometry called the Harris sheet, the time variation of the wave amplitude during the acceleration of fast protons.

Basic Data Report for Drillholes on the H-19 Hydropad (Waste Isolation Pilot Plant--WIPP)

Seven holes were drilled and wells (H-19b0, H-19b2, H-19b3, H-19b4, H-19b5, H-19b6, and H-19b7) were constructed on the H-19 hydropad to conduct field activities in support of the Culebra Transport Program. These wells were drilled and completed on the Waste Isolation Pilot Plant (WIPP) site during February to September 1995. An eighth hole, H-19b1, was drilled but had to be abandoned before the target depth was reached because of adverse hole conditions. The geologic units penetrated at the H-19 location include surficial deposits of Holocene age, rocks from the Dockum Group of Upper Triassic age, the Dewey Lake Redbeds, and Rustler Formation of the Permian age. The Rustler Formation has been further divided into five informal members which include the Forty-niner Member, Magenta Member, Tamarisk Member, Culebra Dolomite Member, and an unnamed lower member. The Rustler Formation, particularly the Culebra Dolomite Member, is considered critical for hydrologic site characterization. The Culebra is the most transmissive saturated unit above the WIPP repository and, as such, is considered to be the most likely pathway for radionuclide transport to the accessible environment in the unlikely event the repository is breached. Complete Method for E{sub bd} Correction by Series Resistance Characterization

We have developed a semi-automated method for determining the series resistance profiles of dot capacitors and for obtaining corrected oxide fields at breakdown. This method is based upon a least-squares-fit of IV data obtained from a voltage-ramp test to the Fowler-Nordheim leakage model. The profiles provide insight into the general characteristics of series resistance. Certain features of the profiles can be associated with charge trapping and the onset of oxide breakdown.

ABSTRACT We discuss an approach to effectively control a large swarm of autonomous, robotic vehicles, as they per- form a search and tag operation. In particular, the robotic agents are to find the source of a chemical plume. The robotic agents work together through dis- tributed sensing and cooperative control. Distributed sensing is achieved through each agent sampling and sharing his information with others. Cooperative con- trol h accomplished by each agent u-sing its neighbors information to determine an update strategy. INTRODUCTION There is currently considerable interest in expanding the role of robotic vehicles in surveillance and inspec- tion; searching, following and t aggir-g and locating and identifying targets. In particular, researchers are beginning to focus on using small autonomous robotic vehicles for these tasks. This focus has been brought about largely because of the many recent advances in microelectronics and sensors, which include small, low power, CCD cameras; small microprocessors with ex- panded capabilities; autonomous navigation systems using GPS; and severrd types of small sensors. Emission estimates for air pollution transport models.

The results of studies of energy consumption and emission inventories in Asia are discussed. These data primarily reflect emissions from fuel combustion (both biofuels and fossil fuels) and were collected to determine emissions of acid-deposition precursors (SO{sub 2} and NO{sub x}) and greenhouse gases (CO{sub 2} CO, CH{sub 4}, and NMHC) appropriate to RAINS-Asia regions. Current work is focusing on black carbon (soot), volatile organic compounds, and ammonia.

Engineering assessment of CO{sub 2} recovery, transport, and utilization.

The need to establish benchmarks for available power-generating cycles having reduced atmospheric emissions of CO{sub 2} served as the basis for this study. Innovative process technologies need this benchmark so they can be appreciated in their proper perspective. An oxygen-blown KRW coal-gasification plant producing hydrogen, electricity, and supercritical-CO{sub 2}, was studied in a full-energy cycle analysis extending from the coal mine to the final destination of the gaseous product streams. A location in the mid-western US 100 mi from Old Ben No.26 mine was chosen. Three parallel gasifier trains, each capable of providing 42% of the plant's 413.5 MW nominal capacity use 3,845 tons/day of Illinois No.6 coal from this mine. The plant produces a net 52 MW of power and 131 MMscf/day of 99.999% purity hydrogen which is sent 62 mi by pipeline at 34 bars. The plant also produces 112 MMscf/day of supercritical-CO{sub 2} at 143 bars, which is sequestered in enhanced oil recovery operations 310 mi away.

A low-neutron background slow-positron source.

The addition of a thermionic rf gun [1] and a photocathode rf gun will allow the Advanced Photon Source (APS) linear accelerator (linac) [2] [3] to become a free-electron laser (FEL) driver [4]. As the FEL project progresses, the existing high-charge DC thermionic gun will no longer be critical to APS operation and could be used to generate high-energy or low-energy electrons to drive a slow-positron source. We investigated possibilities to create a useful low-energy source that could operate semi-independently and would have a low neutron background.

Micromachined Systems-on-a-Chip: Infrastructure, Technology and Applications

A review is made of the infrastructure, technology and capabilities of Sandia National Laboratories for the development of micromechanical systems that have potential space applications. By incorporating advanced fabrication processes, such as chemical mechanical polishing, and several mechanical polysilicon levels, the range' of rrticromechanical systems that can be fabricated in these technologies is virtually limitless. Representative applications include a micro- engine driven mirror, and a micromachined lock. Using a novel integrated MEM!YCMOS technology, a six degree-of-freedom accelerometer/gyroscope system has been designed by researchers at U.C. Berkeley and fabricated on the same silicon chip as the CMOS control circuits to produce an integrated micro-navigational unit.

Our results revealed that in the GaN/AIGaN MQWS, plasma heating strongly effects the carrier distribution between the confined and unconfined band-to-band and fke excitonic transitions [7]. In the MQW sample under low the unconfined states as determined from the band structure. sample under high Lxc, we varied the excitation intensity by one order of magnitude from 0.110 to IO. The carrier density is estimated to be about N=1012/cm2 (at UC= 0.1 Io) to 1013/cm2 (at 1=== l.). We plotted the PL spectra for four representative excitation fimction of injected carrier density N (open squares). The ratio starts at a value of about 18% for N=1012/cm2 (& = O. lb), and reaches a value over 64 `XO for N=1013/cm2 (& = regions is a loss to optical gain. A Theory Institute on ''Differentiation of Computational Approximations to Functions'' was held at Argonne National Laboratory on May 18--20, 1998. The institute was organized by Christian Bischof and Paul Hovland of the Mathematics and Computer Science Division at Argonne National Laboratory. The Theory Institute brought together 38 researchers from the US, Great Britain, France, and Germany. Mathematicians, computer scientists, physicists, and engineers from diverse disciplines discussed advances in automatic differentiation (AD) theory and software and described benefits from applying AD methods in application areas. These areas include fluid mechanics, structural engineering, optimization, meteorology, and computational mathematics for the solution of ordinary differential equations (ODEs) or differential algebraic equations (DAEs). This meeting was the fourth workshop dedicated to automatic differentiation. Earlier meetings were the 1991 SIAM conference in Breckenridge, Colorado; the first Argonne Theory Institute on computational differentiation in 1993; and the 1996 SIAM conference in Santa Fe, New Mexico. AD methods can be used whenever gradient information or higher-order derivative information must be computed. The problem is defined by a computer program (without gradient information) that is able to compute numerical values of some output variables for a given set of input variables. Privatized services are being procured to vitrify low-activity tank wastes for eventual disposalin a shallow subsurface facility at the Hanford Site. Over 500,000 metric tons of low-activitywaste glass will be generated, which is among the largest volumes of waste within the U.S.Department of Energy (DOE) complex and is one of the largest inventories of long-livedradionuclides planned for disposal in a low-level waste facility. Before immobilized waste canbe disposed, DOE must approve a"performance assessment," which is a document that describesthe impacts of the disposal facility on public health and environmental resources. Because therelease rate of radionuclides from the glass waste form is a key factor determining these impacts,a sound scientific basis for determining their long-term release rates must be developed if thisdisposal action is to be accepted by regulatory agencies, stakeholders, and the public. In part, thescientific basis is determined from a sound testing strategy.The foundation of the proposed testing strategy is a well accepted mechanistic model that isbeing used to calculate the glass corrosion behavior over the geologic time scales required forperformance assessment. This sampling and analysis plan (SAP) identifies characterization objectives pertaining to sample collection, laboratory analytical evaluation, and reporting requirements for push mode core samples from tank 241-SY-101 (SY-101). It is written in accordance with Data Quality Objective to Support Resolution of the Flammable Gas Safety Issue (Bauer 1998), Low Activity Waste Feed Data Quality Objectives (Wiemers and Miller 1997 and DOE 1998), Data Quality Objectives for TWRS Privatization Phase I: Confirm Tank T is an Appropriate Feed Source for Low-Activity Waste Feed Batch X (Certa 1998), and the Tank Safety Screening Data Quality Objective (Dukelow et al. 1995). The Tank Characterization Technical Sampling Basis document (Brown et al. 1998) indicates that these issues apply to tank SY-101 for this sampling event. Brown et al. also identifies high-level waste, regulatory, pretreatment and disposal issues as applicable issues for this tank. However, these issues will not be addressed via this sampling event.

This paper describes the Training, Research, Isotope, General Atomics (TRIGA) spent nuclear fuel (SNF) examination performed by technical personnel from the Idaho National Engineering and Environmental Laboratory (INEEL) at the Bandung and Yogyakarta research reactor facilities in Indonesia. The examination was required before the SNF would be accepted for transportation to and storage at the INEEL. This paper delineates the Initial Preparations prior to the Indonesian foreign research reactor (FRR) fuel examination. The technical basis for the examination, the TRIGA SNF Acceptance Criteria, and the physical condition required for transportation, receipt and storage of the TRIGA SNF at the INEEL is explained. In addition to the initial preparations, preparation descriptions of the Work Plan For TRIGA Fuel Examination, the Underwater Examination Equipment used, and personnel Examination Team Training are included. Finally, the Fuel Examination and Results of the aluminum and stainless steel clad TRIGA fuel examination have been summarized. Lessons learned from all the activities completed to date is provided in an addendum. D0 Cryogenic System Superconducting Solenoid Platform I/O

The Dzero detector is scheduled for a major upgrade between 1996 and 1999. This note describes the specifications and configuration of the physical Input/Output devices and instrumentation of the 2 Tesla Superconducting Solenoid. The Solenoid and the VLPC cryostats both reside on the detector platform and are cooled by the Dzero Helium Refrigerator. The cryogenic process control s for these two components will be an extension of the TI565 programmable logic controller system used for other Dzero cryogenic controls. Two Input/Output Bases will be installed on the Dzero detector platform near the cryo corner. These I/O bases will handle all the sensor input and process control output devices from the Solenoid and VLPC cryostats. Having the I/O bases installed on the detector platform makes the connecting cabl ing to the platform much easier . All the instruments are wired directly to the I/O base. The bases have only one communications network cabl e that must be routed off the platform to the South side of the Dzero building.

Extraction studies. Final report, May 6, 1996--September 30, 1997

During the first week of this effort, an Alpkem RFA-300 4-channel automated chemical analyzer was transferred to the basement of building 42 at TA-46 for the purpose of performing extraction studies. Initially, this instrumentation was applied to soil samples known to contain DNA. Using the SFA (Segmented Flow Analysis) technique, several fluidic systems were evaluated to perform on-line filtration of several varieties of soil obtained from Cheryl Kuske and Kaysie Banton (TA-43, Bldg. 1). Progress reports were issued monthly beginning May 15, 1996. Early in 1997 there was a shift from the conventional 2-phase system (aqueous + air) to a 3-phase system (oil + aqueous + air) to drastically reduce sample size and reagent consumption. Computer animation was recorded on videotape for presentations. The time remaining on the subcontract was devoted to setting up existing equipment to incorporate the 3rd phase (a special fluorocarbon oil obtained from DuPont).

Stabilization of in-tank residuals and external-tank soil contamination: FY 1997 interim report

This interim report evaluates various ways to stabilize decommissioned waste tanks and contaminated soils at the AX Tank Farm as part of a preliminary evaluation of end-state options for the Hanford tanks. Five technical areas were considered: (1) emplacement of smart grouts and/or other materials, (2) injection of chemical-getters into contaminated soils surrounding tanks (soil mixing), (3) emplacement of grout barriers under and around the tanks, (4) the use of engineered barriers over the tanks, and (5) the explicit recognition that natural attenuation processes do occur. Research topics are identified in support of key areas of technical uncertainty, in each of the five technical areas. Detailed cost/benefit analyses of the recommended technologies are not provided in this evaluation, performed by Sandia National Laboratories, Albuquerque, New Mexico.

Status of the TRIGA shipments to the INEEL from Asia

This paper will report on preparations being made for returning Training, Research, Isotope, General Atomics (TRIGA) foreign research reactor (FRR) spent fuel from South Korea and Indonesia to the Idaho National Engineering and Environmental Laboratory (INEEL). The roles of US Department of Energy, INEEL, and NAC International in implementing a safe shipment are provided. Special preparations necessitated by making a shipment through a west coast port of the US to the INEEL will be explained. The institutional planning and actions needed to meet the unique political and operational environment for making a shipment from Asia to INEEL will be discussed. Facility preparation at both the INEEL and the FRRs is discussed. Cask analysis needed to properly characterize the various TRIGA configurations, compositions, and enrichments is discussed. Shipping preparations will include an explanation of the integrated team of spent fuel transportation specialists, and shipping resources needed to retrieve the fuel from foreign research reactor sites and deliver it to the INEEL.

This paper reports the activities underway by the US Department of Energy (DOE) for returning Training, Research, Isotope, General Atomics (TRIGA) spent nuclear fuel (SNF) from foreign research reactors (FRR) in four European countries to the Idaho National Engineering and Environmental Laboratory (INEEL). Those countries are Germany, Italy, Romania, and Slovenia. This is part of the ``Nuclear Weapons Nonproliferation Policy`` of returning research reactor SNF containing uranium enriched in the US. This paper describes the results of a pre-assessment trip in September, 1997, to these countries, including: history of the reactors and research being performed; inventory of TRIGA SNF; fuel types (stainless steel, aluminum, or Incoloy) and enrichments; and each country`s plans for returning their TRIGA SNF to the INEEL.
