This analysis was performed to investigate the potential for damage from an eccentric accidental drop onto the standard storage tube, overpack tube, service station, or sample/weld station. The BTeV Trigger System

BTeV is a dedicated beauty and charm experiment proposed for the Fer- milab Tevatron. The broad physics program envisaged for BTeV requires a trigger that is efficient for a wide variety of heavy-quark decays, includ- ing those to all-hadronic final states. To achieve this, we plan to trigger on evidence of detached vertices at the very first trigger level, taking ad- vantage of fast-readout pixel detectors to facilitate fast pattern recognition. Simulations show that 100-to-1 rejection of light-quark background events can be achieved at Level 1 using specialized trackfinding hardware, and that an additional factor of 10 to 100 in data reduction can be achieved using general-purpose-processor farms at Levels 2 and 3. This is adequate to allow data-taking at luminosities in excess of 2 x 10<sup>32</sup> cm<sup>-2</sup>s<sup>-1</sup>.

CBI/NAFTA Parity Proposals: A Comparison

The tariff and quota treatment of U.S. imports from Mexico under the North American Free Trade Agreement has resulted in a distinct and increasing competitive disadvantage for imports from the beneficiary countries of the Caribbean Basin Economic Recovery Act (CBERA). To eliminate this disadvantage, proposals have been made to extend to imports from Caribbean Basin countries preferential treatment equivalent to that accorded imports of identical goods from Mexico. This report compares the provisions of four such proposals: Title I of H.R. 984, Title I of S. 371, H.R. 1834, and S. 1389.

Development and Design of a User Interface for a Computer Automated Heating, Ventilation, and Air Conditioning System

A user interface is created to monitor and operate the heating, ventilation, and air conditioning system. The interface is networked to the system's programmable logic controller. The controller maintains automated control of the system. The user through the interface is able to see the status of the system and override or adjust the automatic control features. The interface is programmed to show digital readouts of system equipment as well as visual queues of system operational statuses. It also provides information for system design and component interaction. The interface is made easier to read by simple designs, color coordination, and graphics. Fermi National Accelerator Laboratory (Fermi lab) conducts high energy particle physics research. Part of this research involves collision experiments with protons, and anti-protons. These interactions are contained within one of two massive detectors along Fermilab's largest particle accelerator the Tevatron. The D-Zero Assembly Building houses one of these detectors. At this time detector systems are being upgraded for a second experiment run, titled Run II. Unlike the previous run, systems at D-Zero must be computer automated so operators do not have to continually monitor and adjust these systems during the run. Estimating root-zone moisture and evapotranspiration with AVHRR data[Advanced Very High Resolution Radiometer]

The parameterized subgrid-scale surface fluxes (PASS) model uses satellite data and limited surface observations to infer root-zone available moisture content and evapotranspiration rate with moderate spatial resolution over extended terrestrial areas. The ultimate goal of this work is to produce estimates of water loss by evapotranspiration, for application in hydrological models. The major advantage to the method is that it can be applied to areas having diverse surface characteristics where direct surface flux measurements either do not exist or are not feasible and where meteorological data are available from only a limited number of ground stations. The emphasis of this work with the PASS model is on improving (1) methods of using satellite remote sensing data to derive the essential parameters for individual types of surfaces over large areas, (2) algorithms for describing the interactions of near-surface atmospheric conditions with surface processes, and (3) algorithms for computing surface energy and water vapor flux at a scale close to the size of a satellite-derived image pixel. The heavy hybrid spectrum from NRQCD and the Born-Oppenheimer approximation

The spectrum of heavy-quark hybrids is studied in the leading Born-Oppenheimer (LBO) approximation and using leading-order NRQCD simulations with an improved gluon action on anisotropic lattices. The masses of four hybrid states are obtained from our simulations for lattice spacings 0.1 fm and 0.2 fm and are compared to the LBO predictions obtained using previously-determined glue-excited static potentials. The consistency of results from the two approaches reveals a compelling physical picture for heavy-quark hybrid states.

Milestone Report for High NA Optics Development International Sematech Project L1TH 112 Milestone4a: Specification Package for the Polished Mirror Substrate M1

The key task in initiating the fabrication of mirror substrates for the new High NA Camera is in preparing the specification package that details the substrate geometry and the specifications for the optical surface. This specification package has been completed for substrate M1, and the vendor has begun optical fabrication. In addition, mounting hardware has been designed and fabricated, and substrates have been bonded to the kinematic mounts. The design of the secondary substrate, M2, is underway, but will depend upon details of the PO Box actuation system and space constraints. Sufficient details of the M2 design to enable the vendor to procure material will be determined during October, while the final details of the mounting surfaces will be completed prior to the end of Q4 1999. The geometry of the Ml substrate is compatible with our planned approach for fixturing the optic within the PO Box and within metrology tools. The completion of this specification package required detailed consideration of: the mounting approach within the PO Box, degrees of actuation required for PO Box alignment, space constraints imposed by the vendor's metrology, requirements for LLNL metrology, and datum definitions needed for mechanical assembly of the PO Box. New developments in photdectection in particle physics and nuclear physics

Photodetectors are widely used in particle and nuclear physics research. Since the beginning of the modern era of photoelectric transducers in the late 1930�s, many types of devices have been developed and exploited for physics research. New performance requirements arising in physics experiments have often provided very interesting technological drivers for industry. New ideas for photo-detection are rapidly adapted by the physics community to enable more powerful experimental capabilities. This report gives a sampling of new developments in photodetection for physics research in the period since the first conference in this series, Beaune 96. Representative examples of advances in vacuum devices, solid-state devices and gaseous photodetectors are described including, where appropriate, an indication of areas where technological improvements are needed or expected.
