The retrofit of Dunkirk Steam Station to fire biomass fuels is an important part of the Consortium's goal--demonstrating the viability of commercial scale willow energy crop production and conversion to power. The goal for th biomass facilities at Dunkirk is to reliably cofire a combination of wood wastes and willow biomass with coal at approximately 20% by heat input.

During this time period, the PhD student working on this project, Mr. X. Yang, graduated and has obtained employment with Michelin Tire Company in their research and development laboratory. A new MS student, Mr. Surya Vadlamani, is now working on the project. The work conducted in this time period will form part of Mr. Vadlamani�s MS thesis. Also during the current time period, a no-cost extension was obtained for the project, which will allow Mr. Vadlamani to complete the research work required for the MS degree in chemical engineering. Since Mr. Vadlamani was new to the project and in order to provide appropriate training, it was necessary to conduct some experimental work in the same ranges as performed earlier by Mr. Yang in order to provide continuity and insure duplication of the experimental data. The new data obtained by Mr. Vadlamani agree well in general with the earlier data obtained by Mr. Yang and extend the earlier data to a higher temperature range. Specifically, during this time period, uptake experiments were performed at temperatures from 25 0 C to 300 o C for the adsorptive diffusion of quinoline in cyclohexane and mineral oil onto alumina catalyst pellets. Experimental Test of the Sweet-Parker Model of Magnetic Reconnection

We report a quantitative experimental test of the Sweet-Parker model of magnetic reconnection in a controlled laboratory plasma. It is found that the observed reconnection rate cannot be explained by the Sweet-Parker model unless the model is generalized to incorporate compressibility, downstream pressure, and the effective resistivity. The latter is significantly enhanced over its classical values in the collisionless limit.

Fissile material disposition program final immobilization form assessment and recommendation

Lawrence Livermore National Laboratory (LLNL), in its role as the lead laboratory for the development of plutonium immobilization technologies for the Department of Energy`s Office of Fissile Materials Disposition (MD), has been requested by MD to recommend an immobilization technology for the disposition of surplus weapons- usable plutonium. The recommendation and supporting documentation was requested to be provided by September 1, 1997. This report addresses the choice between glass and ceramic technologies for immobilizing plutonium using the can-in-canister approach. Its purpose is to provide a comparative evaluation of the two candidate technologies and to recommend a form based on technical considerations.

The objectives of this task as described in Statement of Work have been met and the documents required as Deliverables have been prepared and submitted to the requester. Specifically, a document titled ``The MCLIB Library: Monte Carlo Simulation of Neutron Scattering Instruments,`` revised September 23, 1997, includes documentation of new standards, code revisions and additions, and some improved efficiency due to improved optimization strategies. The procedures for user implementation of new optical devices, and information on using the package and reading and viewing the output have also been included. Second, a new document entitled ``MCLIB Element Definitions and Help`` was written and revised through the duration of the task, to supply the needed input to group CIC-15 for the purpose of integrating the MCLIB package with a web-based user interface. Finally, an application of the package was presented and a (successful) demonstration of the new user interface was given at a workshop at Argonne National Laboratory, August 24--26, 1997, as described in the modification to the Statement of Work.

The objective of this project is to develop environmentally sound and cost-effective remediation techniques for crude oil contaminated soils. By providing a guidance manual to oil and gas operators, the Ohio Division of Oil and Gas regulatory authority hopes to reduce remediation costs while improving voluntary compliance with soil clean-up requirements. This shall be accomplished by conducting a series of field tests to define the optimum range for nutrient and organic enhancement to biologically remediate soils contaminated with brines and crude oil having a wide rage of viscosity.

A multi-year project plan for the Organic Safety Project has been developed with the objective of resolving the organic safety issues associated with the High Level Waste (HLW) in Hanford`s single-shell tanks (SSTS) and double-shell tanks (DSTs). The objective of the Organic Safety Project is to ensure safe interim storage until retrieval for pretreatment and disposal operations begins, and to resolve the organic safety issues by September 2001. Since the initial identification of organics as a tank waste safety issue, progress has been made in understanding the specific aspects of organic waste combustibility, and in developing and implementing activities to resolve the organic safety issues.

It includes: an overview of Hanford-wide solid waste to be managed by the SW Program; program- level and waste class-specific estimates; background information on waste sources; and Li comparisons with previous forecasts and with other national data sources. The focus of this web site is on low- level mixed waste (LLMW), and transuranic waste (both non-mixed and mixed) (TRU(M)). Some details on low-level waste and hazardous waste are also provided. Currently, this site is reporting data current as of 9/96. The data represent a life cycle forecast covering all reported activities from FY97 through the end of each program`s life cycle.

This is the Tank Waste Remediation System (TWRS) Functions and Requirements Document derived from the TWRS Technical Baseline. The document consists of several text sections that provide the purpose, scope, background information, and an explanation of how this document assists the application of Systems Engineering to the TWRS. The primary functions identified in the TWRS Functions and Requirements Document are identified in Figure 4.1 (Section 4.0) Currently, this document is part of the overall effort to develop the TWRS Functional Requirements Baseline, and contains the functions and requirements needed to properly define the top three TWRS function levels. TWRS Technical Baseline information (RDD-100 database) included in the appendices of the attached document contain the TWRS functions, requirements, and architecture necessary to define the TWRS Functional Requirements Baseline. Document organization and user directions are provided in the introductory text. This document will continue to be modified during the TWRS life-cycle.

A 2D fluid model of the DC planar magnetron cathode

This model finds the plasma density distribution, n(x,y), and the positive electrical potential, {phi}{sub {infinity}}, between the surface of a planar magnetron cathode and a distant, uniform plasma. The intended application is for parameter studies of gas discharges in the range of 1--100 mTorr, which are often used as sputtering sources. The primary results are formulas which show how the spatial variation of the magnetic field, B(x,y), shapes the plasma density and influences the potential, as well as determining the magnitude of the magnetron current parallel to the cathode surface.

The raw calculations are attached as Appendix A. The calculations provide the analysis of the heat transferred while the LN{sub 2} subcooler is in use. In order to achieve an acceptable conclusion, the assumption of a fully developed thermal boundary layer was made. The hot fluid or the fluid condensing on the inside surface will determine the rate of heat transfer because A{sub o} = A{sub i} and h{sub o}A{sub o} >> h{sub i}A{sub i}. The conclusion drawn is to use a 1/2-inch OD copper tube wound approximately 8 times about an 8-inch diameter circle. There are also calculations concerning the size of the nitrogen supply and subcooler vent. The maximum mass flow rate was determined as 52.5 g/s and the sizing of the nitrogen supply and subcooler vent should be chosen accordingly.
