The Appalachian/Illinois Basin Directors is a group devoted to increasing communication among the state oil and gas regulatory agencies within the Appalachian and Illinois Basin producing region. The group is comprised of representatives from the oil and gas regulatory agencies from states in the basin (Attachment A). The directors met to discuss regulatory issues common to the area, organize workshops and seminars to meet the training needs of agencies dealing with the uniqueness of their producing region and perform other business pertinent to this area of oil and gas producing states. The emphasis of the coordinated work was a wide range of topics related to environmental compliance for natural gas and oil exploration and production.

In this paper, we will describe the modelling, measurement and construction of the stripline kickers for the Tevatron transverse dampers. We will show that the odd/even impedances calculated using Poisson gave very good results when compared to the measured odd/even impedances of a stripline prototype. Using the prototype, we will show how we had adjusted the launch impedance so that the reflection coefficient s<sub>11</sub> < -35 dB between 0 to 100 MHz. We will also show the final design of the kickers and point out the deficiencies of this design.

Thin-film photovoltaic partnership -- Apollo{reg{underscore}sign} thin film process development: Phase 1 Technical Report, May 1998--April 1999

The objective of this Phase 1 subcontract was to establish an efficient production plating system capable of depositing thin-film CdTe and CdS on substrates up to 0.55 m{sup 2}. This baseline would then be used to build on and extend deposition areas to 0.94 m{sup 2} in the next two phases. The following achievements have been demonstrated: {sm{underscore}bullet} Chemical-bath deposition of CdS and electrochemical deposition of CdTe was demonstrated on 0.55 m{sup 2} substrates. The films were characterized using optical and electrical techniques, to increase the understanding of the materials and aid in loss analysis. {sm{underscore}bullet} A stand-alone, prototype CdTe reaction tank was built and commissioned, allowing the BP Solar team to perform full-scale trials as part of this subcontract. {sm{underscore}bullet} BP Solar installed two outdoor systems for reliability and performance testing. {sm{underscore}bullet} The 2-kW, ground-mounted, grid-connected system contains seventy-two 0.43-m{sup 2} Apollo{reg{underscore}sign} module interconnects. {sm{underscore}bullet} Two modules have been supplied to NREL for evaluation on their Performance and Energy Rating Test bed (PERT) for kWh evaluation. {sm{underscore}bullet} BP Solar further characterized the process waste stream with the aim to close-loop the system. Currently, various pieces of equipment are being investigated for suitability of particle and total organic compound removal.

Thin-film photovoltaic partnership -- CIS-based thin film PV technology: Final technical report, September 1995--December 1998

Siemens Solar Industries (SSI) achieved outstanding progress toward NREL/DOE goals during this subcontract. The statistical process control methodology was applied, and it demonstrated process reproducibility and yields for a 10-cm {times} 10-cm substrate size baseline process. Based on an understanding of the importance of materials of construction and the physical layout for absorber formation reactors, SSI designed and built a replacement large-area reactor based on a more direct scale-up of the baseline reactor. While designing and building the new large-area reactor, SSI defined and demonstrated new package designs to combine 10-cm {times} 30-cm circuit plates into one package; this allowed SSI to deliver large-area prototype modules to NREL for evaluation, and to introduce the first CIS-based products--5-watt (ST5) and 10-watt (ST10) modules. After completion of the new large-area reactor, all processes were scaled to a 30-cm {times} 120-cm plate size. Subsequently, only large 30-cm {times} 120-cm circuit plates were fabricated for 30-cm {times} 120-cm prototype modules or, after cutting the large circuit plates into smaller circuit plates, for the two new CIS-based products. It would do so by requiring fees to be awarded automatically in cases to which it applied, instead of only when the government's position was not substantially justified.

The Robert T. Stafford Disaster Relief and Emergency Assistance Act authorizes the President to declare that an emergency or major disaster exists that overwhelms state and local resources. Legislation before the 106th Congress (H.R. 707 and S. 1691) would, among other matters, amend the Act to: (1) fund hazard mitigation projects designed to reduce future disaster losses; (2) add conditions to assistance; and (3) consolidate provisions governing the distribution of aid to disaster victims. This report compares provisions of the two bills, and will be updated as legislative action occurs.

On the Relationship Between Microstructure and Electrical and Hydraulic Properties of Sand-Clay Mixtures

A series of laboratory experiments were performed on saturated sand-clay mixtures, including electrical properties, permeability and porosity. Different mixtures and configurations of quartz sand and 0 to 10% Na-montmorillonite clay saturated with solutions of CaCl{sub 2} and deionized water were investigated. The electrical properties were dependent on clay content, fluid conductivity, and microstructure in a complex fashion. Two main regions of conduction exist: a region dominated by surface conduction and a region where the ionic strength of the saturating fluid controlled conduction. For low fluid conductivities, the sample geometry was found to greatly affect the magnitude of the surface conductance. The influence of the microstructural properties on the electrical properties was quantified by estimating formation factors, {Lambda}-parameters, and surface conductances. We suggest that high and low bounds on the expected surface and bulk conductance of natural systems can be derived from the measurements on these artificial configurations.

Portable X-Ray, K-Edge Heavy Metal Detector

The X-Ray, K-Edge Heavy Metal Detection System was designed and built by Ames Laboratory and the Center for Nondestructive Evaluation at Iowa State University. The system uses a C-frame inspection head with an X-ray tube mounted on one side of the frame and an imaging unit and a high purity germanium detector on the other side. the inspection head is portable and can be easily positioned around ventilation ducts and pipes up to 36 inches in diameter. Wide angle and narrow beam X-ray shots are used to identify the type of holdup material and the amount of the contaminant. Precise assay data can be obtained within minutes of the interrogation. A profile of the containerized holdup material and a permanent record of the measurement are immediately available.

When DOE funds were exhausted in March 1995, all Phase 2 activities were placed on hold. In February 1996 a detailed cost estimate was submitted to the DOE for completing the two remaining Phase 2 Multi Annular Swirl Burner (MASB) topping combustor test campaigns; in August 1996 release was received from FETC to proceed with the two campaigns to: (1) test the MASB at proposed demonstration plant full to minimum load operating conditions; (2) identify the lower oxygen limit of the MASB; (3) demonstrate natural gas to carbonizer fuel gas switching; and (4) demonstrate operation with ''low temperature'' compressor discharge air rather than high temperature ({approx} 1600 F) vitiated air. The 18 in. MASB was last tested at the University of Tennessee Space Institute (UTSI) in a high-oxygen configuration and must be redesigned/modified for low oxygen operation. A second-generation PFB combustion plant incorporating an MASB based topping combustor has been proposed for construction at the City of Lakeland's McIntosh Power Plant under the U.S. DOE Clean Coal V Demonstration Plant Program. Technology support for high-throughput processing of thin-film CdTe PV modules: Annual technical report, Phase 1, 1 April 1998--31 March 1999

This report describes work performed by First Solar, L.L.C., during Phase 1 of this 3-year subcontract. The research effort of this subcontract is divided into four areas: (1) process and equipment development, (2) efficiency improvement, (3) characterization and analysis, and (4) environmental, health, and safety. As part of the process development effort, the output of the pilot-production facility was increased. More than 6,200 8-ft{sup 2} CdS/CdTe plates were produced during Phase 1--more than double the total number produced prior to Phase 1. This increase in pilot-production rate was accomplished without a loss in the PV conversion efficiency: the average total-area AM1.5 efficiency of sub-modules produced during the reporting period was 6.4%. Several measurement techniques, such as large-area measurement of CdS thickness, were developed to aid process improvement, and the vapor-transport deposition method was refined. CdTe thickness uniformity and reproducibility were improved. From a population of more than 1,100 plates, the mean standard deviation within a plate was 7.3% and the standard deviation of individual-plate averages was 6.8%. As part of the efficiency-improvement task, research was done on devices with thin-CdS and buffer layers. Test Plan for Measuring Ventilation Rates and Combustible Gas Levels in TWRS Active Catch Tanks

The purpose of this sampling activity is to obtain data to support an initial evaluation of potential hazards due to the presence of combustible gas in catch tanks that are currently operated by the River Protection Project (RPP). Results of the hazard analysis will be used to support closure of the flammable gas unreviewed safety question for these facilities. The data collection will be conducted in accordance with the Tank Safety Screening Data Quality Objective (Dukelow et al. 1995). Combustible gas, ammonia, and organic vapor levels in the headspace of the catch tanks will be field-measured using hand-held instruments. If a combustible gas level measurement in a tank exceeds an established threshold, gas samples will he collected in SUMMA' canisters for more extensive laboratory analysis. In addition, ventilation rates of some catch tanks will be measured to evaluate removal of flammable gas by air flowing through the tanks. This test plan identifies the sample collection, laboratory analysis, quality assurance, and reporting objectives for this data collection effort. The plan also provides the procedures for field measurement of combustible gas concentrations and ventilation rates.

TNX GeoSiphon Cell (TGSC-1) Phase II Minimum Flushing Velocity Deployment/Demonstration Final Report

The TNX Area is a semi-works facility for the Savannah River Technology Center (SRTC), which is located one-quarter mile from the Savannah river at the Savannah River Site. As the result of TNX operation, groundwater contamination has occurred. The predominant contaminants detected in the flood plain downgradient from TNX are trichloroethylene (TCE) and nitrate.Treatability studies into the applicability of a groundwater remediation system combining GeoSiphon Cell and zero-valent iron technologies for treatment of the TCE-contaminated groundwater at TNX have been conducted. These treatability studies have been conducted by SRTC under the sponsorship of the Environmental Restoration Department.

Use of very-high-frequency plasmas to prepare a-Si:H-based triple-junction solar cells at high deposition rates: Annual technical status report, 11 March 1998--11 March 1999

This report describes work performed by Energy Conversion Devices, Inc. (ECD) during this phase of this subcontract. ECD researchers have made significant progress in advancing the very high frequency (VHF), high-rate technology. They demonstrated that 8.0% stable efficiencies can be achieved for a-Si:H cells whose i-layers are prepared at rates near 10 {angstrom}/s using the VHF technique. Presently, there is not a great difference in the performance of a-Si:H cells made using the VHF technique and i-layer deposition rates near 10 {angstrom}/s and that for cells made using the standard 13.56 MHz technique and rates near 1 {angstrom}/s in the same deposition system. In terms of the a-SiGe:H cells, researchers have completed a number of studies of devices with properties appropriate for middle-junction cells-that is, cells without Ag/ZnO back-reflectors having Voc values near 0.75V and Jsc values near 8.0 mA/cm{sup 2} when measured using AM1.5 light filtered using a 530-nm, low-band-pass filter. The stabilized proper ties for these cells prepared at i-layer rates near 10 {angstrom}/s are again similar to a-SiGe:H cells made using the same deposition hardware and the low-rate 13.56 MHz method. Coarsening in Multicomponent Multiphase Systems [Final Report, November 1, 1995--October 31, 1998]

The goal of the project was to extend the theory of particle coarsening, which is well established for binary systems, to the case of multicomponent and multiphase alloys. The theoretical approach involved three stages: (1) a mean field description based on the Lifshitz-Slyozov-Wagner (LSW) [1,2] formulation (recently published in Acta Mater. [3]), (2) an analytical description of coarsening valid at small volume fractions where the Marqusee and Ross [4] model was employed and (3) a numerical simulation of three phase coarsening where the boundary integral method of Akaiwa and Voorhees [5] was implemented. The main result of the mean field analysis can be stated as follows. The growth rate of a particle from a particular phase in a multiphase system is precisely the same as that derived for a single phase, multicomponent system. Also, it was found that the scaled particle size distribution for each phase in the system has exactly the same form as that originally derived by LSW. Since it neglects particle interactions, the mean field theory is clearly unrealistic and as such the formulation of coarsening in low volume fraction multiphase systems was undertaken.
