Degradation products of cellulosic materials (e.g., paper and wood products) can significantly influence the subsurface transport of metals and radionuclides. Codisposal of radionuclides with cellulosic materials in the E-Area slit trenches at the Savannah River Site (SRS) is, therefore, expected to influence nuclide fate and transport in the subsurface. Due to the complexities of these systems and the scarcity of site-specific data, the effects of cellulose waste loading and its subsequent influence on nuclide transport are not well established.

Photovoltaic and solar-thermal technologies in residential building codes, tackling building code requirements to overcome the impediments to applying new technologies

This report describes the building code requirements and impediments to applying photovoltaic (PV) and solar-thermal technologies in residential buildings (one- or two-family dwellings). It reviews six modern model building codes that represent the codes to be adopted by most locations in the coming years: International Residential Code, First Draft (IRC), International Energy Conservation Code (IECC), International Mechanical Code (IMC), International Plumbing Code (IPC), International Fuel Gas Code (IFGC), and National Electrical Code (NEC). The IRC may become the basis for many of the building codes in the United States after it is released in 2000, and it references the other codes that will also likely become applicable at that time. These codes are reviewed as they apply to photovoltaic systems in buildings and building-integrated photovoltaic systems and to active-solar domestic hot-water and space-heating systems. The first discussion is on general code issues that impact the s e technologies-for example, solar access and sustainability. Then, secondly, the discussion investigates the relationship of the technologies to the codes, providing examples, while keeping two major issues in mind: How do the codes treat these technologies as building components? and Do the IECC and other codes allow reasonable credit for the energy impacts of …

Report on the Study of Radiation Damage in Calcium Fluoride and Magnesium Fluoride Crystals for use in Excimer Laser Applications

A study was performed to investigate the effects of radiation damage in calcium fluoride and magnesium fluoride crystals caused by gamma rays and UV photons from excimer lasers. The purpose was to study and correlate the damage caused by these two different mechanisms in various types of material used for fabricating optical elements in high power excimer lasers and lens systems of lithography tools. These optical systems are easily damaged by the laser itself, and it is necessary to use only the most radiation resistant materials for certain key elements. It was found that a clear correlation exists between the, radiation induced damage caused by high energy gamma rays and that produced by UV photons from the excimer laser. This correlation allows a simple procedure to be developed to select the most radiation resistant material at the ingot level, which would be later used to fabricate various components of the optical system. This avoids incurring the additional cost of fabricating actual optical elements with material that would later be damaged under prolonged use. The result of this screening procedure can result in a considerable savings in the overall cost of the lens and laser system.

Clean Water Act Section 401: Background and Issues

Section 401 of the Clean Water Act requires that an applicant for a federal license or permit provide a certification that any discharges from the facility will comply with the Act, including water quality standard requirements. Disputes have arisen over the states' exercise of authority under Section 401. Until recently, much of the debate over the Section 401 certification issue has been between states and hydropower interests. A 1994 Supreme Court decision which upheld the states' authority in this area dismayed development and hydroelectric power interest groups. The dispute between states and industry groups was a legislative issue in the 104th Congress through an amendment to a House-passed Clean Water Act re-authorization bill; the Senate did not act on that bill.

Advanced thermal barrier coating system development. Technical progress report

The objectives of the program are to provide an improved TBC system with increased temperature capability and improved reliability relative to current state of the art TBC systems. The development of such a coating system is essential to the ATS engine meeting its objectives. The base program consists of three phases: Phase 1: Program Planning--Complete; Phase 2: Development; Phase 3: Selected Specimen--Bench Test. Work is currently being performed in Phase 2 of the program. In Phase 2, process improvements will be married with new bond coat and ceramic materials systems to provide improvements over currently available TBC systems. Coating reliability will be further improved with the development of an improved lifing model and NDE techniques. This will be accomplished by conducting the following program tasks: II.1 Process Modeling; II.2 Bond Coat Development; II.3 Analytical Lifing Model; II.4 Process Development; II.5 NDE, Maintenance and Repair; II.6 New TBC Concepts. A brief summary of progress made in each of these 6 areas is given.

Implications of Berthlot`s descriptive of associative reactions

Berthelot`s equation, k{sub {infinity}}(T) = A{sub {infinity}} exp (-Dk{sub B}T), provides a good description of the high-pressure rate coefficient for associative reactions such as CH{sub 3} + CH{sub 3}, CH{sub 3} + OH, and CH{sub 3} + H. The parameter D may be used to characterize an effective temperature-dependent barrier, {Delta}E{sub eff} = Dk{sub B}{sup 2}T{sup 2}, which is due to the internal energy, i.e. rotational and vibrational energy, or the centrifugal barrier of the associating species. The parameter A{sub {infinity}} may be identified as the rate coefficient for association when the species approach one another with zero translational and internal energy. A microcanonical rate expression is given which may be used to directly compare experimental results with theoretical calculations. In addition, this approach suggests that the Arrhenius expression for the high-pressure rate coefficient for dissociation should contain both the change of enthalpy of the reaction and this effective barrier.

D0 Silicon Upgrade: ASME Code and Pressure Calculations for Liquid Nitrogen Subcooler

Included in this engineering note are three separate calculation divisions. The first calculations are the determination of the required thickness of the LN{sub 2} subcooler flat head according to ASME code. This section includes Appendix A-C. The minimum plate thickness determined was 0.563 in. The actual thickness chosen in fabrication was a 3/4-inch plate milled to 0.594-inch at the bolt circle. Along with the plate thickness, this section calculates the required reinforcement area at the top plate penetrations. It was found that a 1/4-inch fillet weld at each penetration was adequate. The next set of calculations were done to prove that the subcooler internal pressure will always be less than 15 psig and therefore will not be classified as a pressure vessel. The subcooler is always open to a vent pipe. Appendix D calculations show that the vent pipe has a capacity of 1042 lbs/hr if 15 psig is present at the subcooler. It goes on to show that the inlet piping would at that flow rate, see a pressure drop of 104 psig. The maximum supply pressure of the LN{sub 2} storage dewar is 50 psig. Low-level waste vitrification phase 1 vendor test sample analysis data

A multi-phase program was initiated in 1994 to test commercially available melter technologies for the vitrification of the low-level waste (LLW) stream from defense wastes stored in underground tanks at the Hanford Site in southeastern Washington State. Phase 1 of the melter demonstration tests was performed in vendor test facilities using simulated LLW and was completed during FY-1995. Test samples taken during Phase 1 testing were analyzed by independent laboratories who reported the analyses results to Westinghouse Hanford Company for integration and evaluation. The reported analytical results were integrated into an electronic data base using Microsoft Excel*5.0. This report documents this data base as of the end of FY-1995, and is supplemental to the Phase 1 LLW melter testing summary report, WHC-SD-WM-ER-498, revision 0.
