A Model-Independent Search for the decay B->l nu gamma

The authors present a search for the radiative leptonic decay B{sup +} {yields} {ell}{sup +}{nu}{sub {ell}}{gamma}, where {ell} = e, {mu}, using a data sample of 465 million B{bar B} pairs collected by the BABAR experiment. In this analysis, they fully reconstruct the hadronic decay of one of the B mesons in {Upsilon}(4S) {yields} B{sup +}B{sup -} decays, then search for evidence of B{sup +} {yields} {ell}{sup +}{nu}{sub {ell}}{gamma} in the rest of the event. They observe no significant evidence of signal decays and report model-independent branching fraction upper limits of {Beta}(B{sup +} {yields} e{sup +}{nu}{sub e}{gamma}) < 17 x 10{sup -6}, {Beta}(B{sup +} {yields} {mu}{sup +}{nu}{sub {mu}}{gamma}) < 24 x 10{sup -6}, and {Beta}(B{sup +} {yields} {ell}{sup +}{nu}{sub {ell}}{gamma}) < 15.6 x 10{sup -6} ({ell} = e or {mu}), all at the 90% confidence level.

Highly Quantitative Electrochemical Characterization of Non-Aqueous Electrolytes & Solid Electrolyte Interphases

The methods to measure solid electrolyte interphase (SEI) electrochemical properties and SEI formation capability of non-aqueous electrolyte solutions are not adequately addressed in the literature. And yet, there is a strong demand in new electrolyte generations that promote stabilized SEIs and have an influence to resolve safety, calendar life and other limitations of Li-ion batteries. To fill this gap, in situ electrochemical approach with new descriptive criteria for highly quantitative characterization of SEI and electrolytes is proposed. These criteria are: SEI formation capacity, SEI corrosion rate, SEI maintenance rate, and SEI kinetic stability. These criteria are associated with battery parameters like irreversible capacity, self-discharge, shelf-life, power, etc. Therefore, they are especially useful for electrolyte development and standard fast screening, allowing a skillful approach to narrow down the search for the best electrolyte. The characterization protocol also allows retrieving information on interfacial resistance for SEI layers and the electrochemical window of electrolytes, the other important metrics of characterization. The method validation was done on electrolyte blends containing phosphazenes, developed at Idaho National Laboratory, as 1.2M LiPF6 [80 % EC-MEC (2:8) (v/v) + 20% Phosphazene variety] (v/v), which were targeted for safer electrolyte variations.

Lands With Wilderness Characteristics, Resource Management Plan Constraints, and Land Exchanges: Cross-Jurisdictional Management and Impacts on Unconventional Fuel Development in Utah’S Uinta Basin

Utah is rich in oil shale and oil sands resources. Chief among the challenges facing prospective unconventional fuel developers is the ability to access these resources. Access is heavily dependent upon land ownership and applicable management requirements. Understanding constraints on resource access and the prospect of consolidating resource holdings across a fragmented management landscape is critical to understanding the role Utah’s unconventional fuel resources may play in our nation’s energy policy. This Topical Report explains the historic roots of the “crazy quilt” of western land ownership, how current controversies over management of federal public land with wilderness character could impact access to unconventional fuels resources, and how land exchanges could improve management efficiency. Upon admission to the Union, the State of Utah received the right to title to more than one-ninth of all land within the newly formed state. This land is held in trust to support public schools and institutions, and is managed to generate revenue for trust beneficiaries. State trust lands are scattered across the state in mostly discontinuous 640-acre parcels, many of which are surrounded by federal land and too small to develop on their own. 1) How the project adds to the education of engineering students in the area of vehicle electrification: This project created and implemented a significant interdisciplinary curriculum in HEV engineering that includes courses focused on the major components (engines, battery cells, e‐machines, and power electronics). The new curriculum, rather uniquely, features two new classes and two new labs that emphasize a vehicle level integration of a hybrid electric powertrain that parallels the vehicle development process used by the OEMs ‐ commercial grade software is used to design a hybrid electric vehicle, hardware‐in‐the‐loop testing is performed on each component until the entire powertrain is optimized, the calibration is flashed to a vehicle, ride‐and‐drives are executed including on board data acquisition. In addition, nine existing courses were modified by adding HEV material to the courses. 2) The educational effectiveness and economic feasibility of the new curriculum: The new courses are offered at both the undergraduate and graduate levels. They are listed across the college in mechanical, chemical, electrical, and materials science and engineering. They are offered both on campus and to distance learning students. Survival and Passage of Yearling Chinook Salmon and Steelhead at The Dalles Dam, Spring 2011 - FINAL REPORT

The study reported herein was conducted by the Pacific Northwest National Laboratory (PNNL) and the University of Washington (UW) for the U.S. Army Corps of Engineers, Portland District (USACE). The PNNL and UW project managers were Drs. Thomas J. Carlson and John R. Skalski, respectively. The USACE technical lead was Mr. Brad Eppard. The study was designed to estimate dam passage survival and other performance measures at The Dalles Dam as stipulated by the 2008 Federal Columbia River Power System Biological Opinion (BiOp) and the 2008 Columbia Basin Fish Accords. The study is being documented in two types of reports: compliance and technical. A compliance report is delivered within 6 months of the completion of the field season and focuses on results of the performance metrics outlined in the 2008 BiOp and Fish Accords. A technical report is produced within the 18 months after field work, providing comprehensive documentation of a given study and results on route-specific survival estimates and fish passage distributions, which are not included in compliance reports. This technical report concerns the 2011 acoustic telemetry study at The Dalles Dam.

Energy Storage/Conservation and Carbon Emissions Reduction Demonstration Project

The U.S. Department of Energy (DOE) awarded the Center for Transportation and the Environment (CTE) federal assistance for the management of a project to develop and test a prototype flywheel-­‐based energy recovery and storage system in partnership with Test Devices, Inc. (TDI). TDI specializes in the testing of jet engine and power generation turbines, which uses a great deal of electrical power for long periods of time. In fact, in 2007, the company consumed 3,498,500 kW-­‐hr of electricity in their operations, which is equivalent to the electricity of 328 households. For this project, CTE and TDI developed and tested a prototype flywheel-­‐based energy recovery and storage system. This technology is being developed at TDI’s facilities to capture and reuse the energy necessary for the company’s core process. The new technology and equipment is expected to save approximately 80% of the energy used in the TDI process, reducing total annual consumption of power by approximately 60%, saving approximately two million kilowatt-­‐hours annually. Additionally, the energy recycling system will allow TDI and other end users to lower their peak power demand and reduce associated utility demand charges. EVALUATION OF THE IMPACT OF THIN POURS ON SALTSTONE PROPERTIES

The proposed Saltstone Disposal Unit 6 (SDU6) is a larger structure than the SDU4 cells and larger than the disposal units (SDU2, SDU3, and SDU5) currently in use or under construction. The additional capacity provided by SDU6 is desired to reduce life cycle costs and support site accelerated closure goals. The larger size of the planned SDU6 could result in saltstone being placed in thinner lifts as the unit is filled. This study was performed to determine whether thinner layers of saltstone negatively impact the performance of the waste form. A larger number of cold joints could potentially result in increased drying, salt deposition, and surface oxidation. A matrix of samples was prepared to simulate thin pours ranging from 0.5 to 6 inches thick. Each sample was cured for at least 28 days prior to further characterization. Leachability results showed that there is no obvious impact of the number of grout layers on the Leachability Index values for Na and NO{sub 3}. The concentrations of Cr, NO{sub 2}, and C{sub 2}O{sub 4} were below detection limits for all of the leachates. No attempt was made to evaluate the oxidation of these samples since no measureable Cr was leached, although this …

New generation of standalone LED driver platforms developed, which are more efficient These LED Drivers are more efficient (≥90%), smaller in size ( 0.15 in3/watt), lower in cost ( 12 cents/watt in high volumes in millions of units). And these products are very reliable having an operating life of over 50,000 hours. This technology will enable growth of LED light sources in the use. This will also help in energy saving and reducing total life cycle cost of LED units. Two topologies selected for next generation of LED drivers: 1) Value engineered single stage Flyback topology. This is suitable for low powered LED drivers up to 50W power. 2) Two stage boost power factor correction (PFC) plus LLC half bridge platform for higher powers. This topology is suitable for 40W to 300W LED drivers. Three new product platforms were developed to cover a wide range of LED drivers: 1) 120V 40W LED driver, 2) Intellivolt 75W LED driver, & 3) Intellivolt 150W LED driver. These are standalone LED drivers for rugged outdoor lighting applications. Based on these platforms number of products are developed and successfully introduced in the market place meeting key performance, size and cost goals.

The project conducted under DOE contract DE‐EE0002649 is defined as the Advanced, High Power, Next Scale, Wave Energy Converter. The overall project is split into a seven‐stage, gated development program. The work conducted under the DOE contract is OPT Stage Gate III work and a portion of Stage Gate IV work of the seven stage product development process. The project effort includes Full Concept Design & Prototype Assembly Testing building on our existing PowerBuoy� technology to deliver a device with much increased power delivery. Scaling‐up from 150kW to 500kW power generating capacity required changes in the PowerBuoy design that addressed cost reduction and mass manufacturing by implementing a Design for Manufacturing (DFM) approach. The design changes also focused on reducing PowerBuoy Installation, Operation and Maintenance (IO&M) costs which are essential to reducing the overall cost of energy. In this design, changes to the core PowerBuoy technology were implemented to increase capability and reduce both CAPEX and OPEX costs. OPT conceptually envisaged moving from a floating structure to a seabed structure. The design change from a floating structure to seabed structure would provide the implementation of stroke‐ unlimited Power Take‐Off (PTO) which has a potential to provide significant power delivery improvement …

Carbon-Type Analysis and Comparison of Original and Reblended FACE Diesel Fuels (FACE 2, FACE 4, and FACE 7)

This report summarizes the carbon-type analysis from 1H and 13C{1H} nuclear magnetic resonance spectroscopy (NMR) of Fuels for Advanced Combustion Engines (FACE) diesel blends, FD-2B, FD 4B, and FD-7B, and makes comparison of the new blends with the original FACE diesel blends, FD 2A, FD 4A, and FD-7A, respectively. Generally, FD-2A and FD-2B are more similar than the A and B blends of FD-4 and FD-7. The aromatic carbon content is roughly equivalent, although the new FACE blends have decreased monoaromatic content and increased di- and tri-cycloaromatic content, as well as a higher overall aromatic content, than the original FACE blends. The aromatic components of the new FACE blends generally have a higher alkyl substitution with longer alkyl substituents. The naphthenic and paraffinic contents remained relatively consistent. Based on aliphatic methyl and methylene carbon ratios, cetane numbers for FD-2A and -2B, and FD-7A and -7B are predicted to be consistent, while the cetane number for FD-4B is predicted to be higher than FD-4A. Overall, the new FACE fuel blends are fairly consistent with the original FACE fuel blends, but there are observable differences. Achieving Very High Efficiency and Net Zero Energy in an Existing Home in a Hot-Humid Climate: Long-Term Utility and Monitoring Data (Revised)

This study summarizes the first six months of detailed data collected on a single family home that experienced a series of retrofits targeting reductions in energy use. The project was designed to develop data on how envelope modifications and renewable measures can result in considerable energy reductions and potentially net zero energy for an existing home. Originally published in February 2012, this revised version of the report contains further research conducted on the Parker residence. Key updates include one full year of additional data, an analysis of cooling performance of the mini-split heat pump, an evaluation of room-to-room temperature distribution, and an evaluation of plug-in automobile charging performance, electricity consumption, and load shape.

Contaminants of the bismuth phosphate process as signifiers of nuclear reprocessing history.

Reagents used in spent nuclear fuel recycling impart unique contaminant patterns into the product stream of the process. Efforts are underway at Pacific Northwest National Laboratory to characterize and understand the relationship between these patterns and the process that created them. A main challenge to this effort, recycling processes that were employed at the Hanford site from 1944-1989 have been retired for decades. This precludes direct measurements of the contaminant patterns that propagate within product streams of these facilities. In the absence of any operating recycling facilities at Hanford, we have taken a multipronged approach to cataloging contaminants of U.S. reprocessing activities using: (1) historical records summarizing contaminants within the final Pu metal button product of these facilities; (2) samples of opportunity that represent intermediate products of these processes; and (3) lab-scale experiments and model simulations designed to replicate contaminant patterns at each stage of nuclear fuel reprocessing. This report provides a summary of the progress and results from Fiscal Year (April 1, 2010-September 30) 2011.

Evidence for an excess of B to D(*) Tau Nu decays (open access)

Evidence for an excess of B to D(*) Tau Nu decays

Based on the full BABAR data sample, we report improved measurements of the ratios R(D{sup (*)}) = {Beta}({bar B} {yields} D{sup (*)} {tau}{sup -}{bar {nu}}{sub {tau}})/{Beta}({bar B} {yields} D{sup (*)} {ell}{sup -}{bar {nu}}{sub {ell}}), where {ell} is either e or {mu}. These ratios are sensitive to new physics contributions in the form of a charged Higgs boson. We measure R(D) = 0.440 {+-} 0.058 {+-} 0.042 and R(D*) = 0.332 {+-} 0.024 {+-} 0.018, which exceed the Standard Model expectations by 2.0{sigma} and 2.7{sigma}, respectively. Taken together, our results disagree with these expectations at the 3.4{sigma} level. This excess cannot be explained by a charged Higgs boson in the type II two-Higgs-doublet model. We also report the observation of the decay {bar B} {yields} D{tau}{sup -} {bar {nu}}{sub {tau}}, with a significance of 6.8{sigma}.
