This Addendum establishes a new family of content envelopes consisting of small quantities of radioactive materials. These content envelopes and specific packing configurations are shown to be subcritical. However, the dose rates of some payloads must be measured and shown to comply with applicable radiation limits. Authorization for shipment of the content envelop requires acceptance of this Addendum by the DOE-HQ certifying official as a supplement to the 9977 SARP Revision 2 and DOE-HQ�s subsequent revision of the CoC Revision 10 (which is based on SARP Addendum 2 and SARP Addendum 4) to authorize the additional content envelope. The Small Gram Quantity Content Envelopes and packing configurations will be incorporated in the next revision of the 9977 SARP.

Decay Heat Calculations for PWR and BWR Assemblies Fueled with Uranium and Plutonium Mixed Oxide Fuel using SCALE

In currently operating commercial nuclear power plants (NPP), there are two main types of nuclear fuel, low enriched uranium (LEU) fuel, and mixed-oxide uranium-plutonium (MOX) fuel. The LEU fuel is made of pure uranium dioxide (UO{sub 2} or UOX) and has been the fuel of choice in commercial light water reactors (LWRs) for a number of years. Naturally occurring uranium contains a mixture of different uranium isotopes, primarily, {sup 235}U and {sup 238}U. {sup 235}U is a fissile isotope, and will readily undergo a fission reaction upon interaction with a thermal neutron. {sup 235}U has an isotopic concentration of 0.71% in naturally occurring uranium. For most reactors to maintain a fission chain reaction, the natural isotopic concentration of {sup 235}U must be increased (enriched) to a level greater than 0.71%. Modern nuclear reactor fuel assemblies contain a number of fuel pins potentially having different {sup 235}U enrichments varying from {approx}2.0% to {approx}5% enriched in {sup 235}U. Currently in the United States (US), all commercial nuclear power plants use UO{sub 2} fuel. EVALUATION OF POTENTIAL ELUANTS FOR NON-ACID ELUTION OF CESIUM FROM SPHERICAL RESORCINOL-FORMALDEHYDE RESIN

Ion Exchange column loading and elution of cesium from spherical resorcinol-formaldehyde resin have been conducted for two potential non-acid eluants -(NH{sub 4}){sub 2}CO{sub 3} and CH{sub 3}COONH{sub 4}. The results revealed encouraging cesium elution performance. 100% elution was achieved in at most 22 hours ({approx}28 bed volumes) of elution. Elution performance was fairly high at 6 hours ({approx}8 bed volumes) of elution for some of the eluants and also practically comparable to the benchmark acid eluant (HNO{sub 3}). Hence, it is quite possible 100% percent elution will be closer to the 6th hour than the 22nd hour. Elution is generally enhanced by increasing the concentration and pH of the eluants, and combining the eluants.

DEVELOPMENT OF AN APPROACH TO MODELING LOADING AND ELUTION OF SPHERICAL RESORCINOL FORMALDEHYDE ION-EXCHANGE RESIN

The current strategy for removal of cesium from the Hanford waste stream is ion-exchange using spherical Resorcinol-Formaldehyde (sRF) resin. The original resin of choice was granular SuperLig 644 resin and during testing of this resin several operational issues were identified. For example, the granular material had a high angle of internal friction resulting in fragmentation of resin particles along its edges during cycling and adverse hydraulic performance. Efforts to replace SuperLig 644 were undertaken and one candidate was the granular Resorcinol-Formaldehyde (RF) resin where experience with this cation exchanger dates back to the late 1940's. To minimize hydraulic concerns a spherical version of RF was developed and several different chemically produced batches were created. The 5E-370/641 batch of sRF was selected and for the last decade numerous studies have been performed (e.g., batch contact tests, column loading and elution tests). The Waste Treatment Plant (WTP) flowsheet shows that the aqueous phase waste stream will have a wide range of ionic concentrations (e.g., during the loading step 0-3 M free OH, 5+ M Na, 0-1 M K, 0-3 M NO{sub 3}). Improved Electrodes and Electrolytes for Dye-Based Solar Cells

The most important factor in limiting the stability of dye-sensitized solar cells is the use of volatile liquid solvents in the electrolytes, which causes leakage during extended operation especially at elevated temperatures. This, together with the necessary complex sealing of the cells, seriously hampers the industrial-scale manufacturing and commercialization feasibilities of DSSCs. The objective of this program was to bring about a significant improvement in the performance and longevity of dye-based solar cells leading to commercialization. This had been studied in two ways first through development of low volatility solid, gel or liquid electrolytes, second through design and fabrication of TiO2 sculptured thin film electrodes.

Extended Operations of the Pratt & Whitney Rocketdyne Pilot-Scale Compact Reformer Year 6 - Activity 3.2 - Development of a National Center for Hydrogen Technology

U.S. and global demand for hydrogen is large and growing for use in the production of chemicals, materials, foods, pharmaceuticals, and fuels (including some low-carbon biofuels). Conventional hydrogen production technologies are expensive, have sizeable space requirements, and are large carbon dioxide emitters. A novel sorbent-based hydrogen production technology is being developed and advanced toward field demonstration that promises smaller size, greater efficiency, lower costs, and reduced to no net carbon dioxide emissions compared to conventional hydrogen production technology. Development efforts at the pilot scale have addressed materials compatibility, hot-gas filtration, and high-temperature solids transport and metering, among other issues, and have provided the basis for a preliminary process design with associated economics. The process was able to achieve a 93% hydrogen purity on a purge gasfree basis directly out of the pilot unit prior to downstream purification.

Life Pure Fusion Target Designs: Status and Prospects

Analysis and radiation-hydrodynamics simulations for expected high-gain fusion target performance on a demonstration 1-GWe Laser Inertial Fusion Energy (LIFE) power plant are presented. The required laser energy driver is 2.2 MJ at a 0.351-{mu}m wavelength, and a fusion target gain greater than 60 at a repetition rate of 16 Hz is the design goal for economic and commercial attractiveness. A scaling-law analysis is developed to benchmark the design parameter space for hohlraum-driven central hot-spot ignition. A suite of integrated hohlraum simulations is presented to test the modeling assumptions and provide a basis for near-term experimental resolution of the key physics uncertainties on the National Ignition Facility.

COMPUTER MODELING OF HIGH-LEVEL WASTE GLASS TEMPERATURES WITHIN DWPF CANISTERS DURING POURING AND COOL DOWN

This report describes the results of a computer simulation study to predict the temperature of the glass at any location inside a DWPF canister during pouring and subsequent cooling. These simulations are an integral part of a larger research focus aimed at developing methods to predict, evaluate, and ultimately suppress nepheline formation in HLW glasses. That larger research focus is centered on holistically understanding nepheline formation in HLW glass by exploring the fundamental thermal and chemical driving forces for nepheline crystallization with respect to realistic processing conditions. Through experimental work, the goal is to integrate nepheline crystallization potential in HLW glass with processing capability to ultimately optimize waste loading and throughput while maintaining an acceptable product with respect to durability. The results of this study indicated severe temperature gradients and prolonged temperature dwell times exist throughout different locations in the canister and that the time and temperatures that HLW glass is subjected to during processing is a function of pour rate. The simulations indicate that crystallization driving forces are not uniform throughout the glass volume in a DWPF (or DWPF-like) canister and illustrate the importance of considering overall kinetics (chemical and thermal driving forces) of nepheline formation when developing methods …

Targeting Net Zero Energy at Fort Carson: Assessment and Recommendations

The U.S. Army's Fort Carson installation was selected to serve as a prototype for net zero energy assessment and planning. NREL performed the comprehensive assessment to appraise the potential of Fort Carson to achieve net zero energy status through energy efficiency, renewable energy, and electric vehicle integration. This report summarizes the results of the assessment and provides energy recommendations. This study is part of a larger cross-laboratory effort that also includes an assessment of renewable opportunities at seven other DoD Front Range installations, a microgrid design for Fort Carson critical loads and an assessment of regulatory and market-based barriers to a regional secure smart grid.

RACORO aerosol data processing

The RACORO aerosol data (cloud condensation nuclei (CCN), condensation nuclei (CN) and aerosol size distributions) need further processing to be useful for model evaluation (e.g., GCM droplet nucleation parameterizations) and other investigations. These tasks include: (1) Identification and flagging of 'splash' contaminated Twin Otter aerosol data. (2) Calculation of actual supersaturation (SS) values in the two CCN columns flown on the Twin Otter. (3) Interpolation of CCN spectra from SGP and Twin Otter to 0.2% SS. (4) Process data for spatial variability studies. (5) Provide calculated light scattering from measured aerosol size distributions. Below we first briefly describe the measurements and then describe the results of several data processing tasks that which have been completed, paving the way for the scientific analyses for which the campaign was designed. The end result of this research will be several aerosol data sets which can be used to achieve some of the goals of the RACORO mission including the enhanced understanding of cloud-aerosol interactions and improved cloud simulations in climate models.
