Solar Schools Assessment and Implementation Project: Financing Options for Solar Installations on K-12 Schools

This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. Halo Formation And Emittance Growth of Positron Beams in Plasmas

An ultrarelativistic 28.5 GeV, 700-{micro}m-long positron bunch is focused near the entrance of a 1.4-m-long plasma with a density n{sub e} between {approx}10{sup 13} and {approx}5 x 10{sup 14} cm{sup -3}. Partial neutralization of the bunch space charge by the mobile plasma electrons results in a reduction in transverse size by a factor of {approx}3 in the high emittance plane of the beam {approx}1 m downstream from the plasma exit. As n{sub e} increases, the formation of a beam halo containing {approx}40% of the total charge is observed, indicating that the plasma focusing force is nonlinear. Numerical simulations confirm these observations. The bunch with an incoming transverse size ratio of {approx}3 and emittance ratio of {approx}5 suffers emittance growth and exits the plasma with approximately equal sizes and emittances.

Navistar and ORNL established this CRADA to develop diesel engine aftertreatment configurations and control strategies that could meet emissions regulations while maintaining or improving vehicle efficiency. The early years of the project focused on reducing the fuel penalty associated with lean NOx trap (LNT), also known as NOx adsorber catalyst regeneration and desulfation. While Navistar pursued engine-based (in-cylinder) approaches to LNT regeneration, complementary experiments at ORNL focused on in-exhaust fuel injection. ORNL developed a PC-based controller for transient electronic control of EGR valve position, intake throttle position, and actuation of fuel injectors in the exhaust system of a Navistar engine installed at Oak Ridge. Aftertreatment systems consisting of different diesel oxidation catalysts (DOCs) in conjunction with a diesel particle filter and LNT were evaluated under quasi-steady-state conditions. Hydrocarbon (HC) species were measured at multiple locations in the exhaust system with Gas chromatograph mass spectrometry (GC-MS) and Fourier transform infrared (FTIR) spectroscopy. Under full-load, rated speed conditions, injection of fuel upstream of the DOC reduced the fuel penalty for a given level of NOx reduction by 10-20%. GC-MS showed that fuel compounds were 'cracked' into smaller hydrocarbon species over the DOC, particularly light alkenes. GC-MS analysis of HC species entering and …

Algaeventure Systems (AVS) has previously demonstrated an innovative technology for dewatering algae slurries that dramatically reduces energy consumption by utilizing surface physics and capillary action. Funded by a $6M ARPA-E award, transforming the original Harvesting, Dewatering and Drying (HDD) prototype machine into a commercially viable technology has required significant attention to material performance, integration of sensors and control systems, and especially addressing scaling issues that would allow processing extreme volumes of algal cultivation media/slurry. Decoupling the harvesting, dewatering and drying processes, and addressing the rate limiting steps for each of the individual steps has allowed for the development individual technologies that may be tailored to the specific needs of various cultivation systems. The primary performance metric used by AVS to assess the economic viability of its Solid-Liquid Separation (SLS) dewatering technology is algae mass production rate as a function of power consumption (cost), cake solids/moisture content, and solids capture efficiency. An associated secondary performance metric is algae mass loading rate which is dependent on hydraulic loading rate, area-specific hydraulic processing capacity (gpm/in2), filter:capillary belt contact area, and influent algae concentration. Large Synoptic Survey Telescope: From Science Drivers to Reference Design

In the history of astronomy, major advances in our understanding of the Universe have come from dramatic improvements in our ability to accurately measure astronomical quantities. Aided by rapid progress in information technology, current sky surveys are changing the way we view and study the Universe. Next-generation surveys will maintain this revolutionary progress. We focus here on the most ambitious survey currently planned in the visible band, the Large Synoptic Survey Telescope (LSST). LSST will have unique survey capability in the faint time domain. The LSST design is driven by four main science themes: constraining dark energy and dark matter, taking an inventory of the Solar System, exploring the transient optical sky, and mapping the Milky Way. It will be a large, wide-field ground-based system designed to obtain multiple images covering the sky that is visible from Cerro Pachon in Northern Chile. The current baseline design, with an 8.4 m (6.5 m effective) primary mirror, a 9.6 deg{sup 2} field of view, and a 3,200 Megapixel camera, will allow about 10,000 square degrees of sky to be covered using pairs of 15-second exposures in two photometric bands every three nights on average. A New Ensemble of Perturbed-Input-Parameter Simulations by the Community Atmosphere Model

Uncertainty quantification (UQ) is a fundamental challenge in the numerical simulation of Earth's weather and climate, and other complex systems. It entails much more than attaching defensible error bars to predictions: in particular it includes assessing low-probability but high-consequence events. To achieve these goals with models containing a large number of uncertain input parameters, structural uncertainties, etc., raw computational power is needed. An automated, self-adapting search of the possible model configurations is also useful. Our UQ initiative at the Lawrence Livermore National Laboratory has produced the most extensive set to date of simulations from the US Community Atmosphere Model. We are examining output from about 3,000 twelve-year climate simulations generated with a specialized UQ software framework, and assessing the model's accuracy as a function of 21 to 28 uncertain input parameter values. Most of the input parameters we vary are related to the boundary layer, clouds, and other sub-grid scale processes. Our simulations prescribe surface boundary conditions (sea surface temperatures and sea ice amounts) to match recent observations. Fully searching this 21+ dimensional space is impossible, but sensitivity and ranking algorithms can identify input parameters having relatively little effect on a variety of output fields, either individually or in nonlinear …

Structural Design of a Horizontal-Axis Tidal Current Turbine Composite Blade

This paper describes the structural design of a tidal composite blade. The structural design is preceded by two steps: hydrodynamic design and determination of extreme loads. The hydrodynamic design provides the chord and twist distributions along the blade length that result in optimal performance of the tidal turbine over its lifetime. The extreme loads, i.e. the extreme flap and edgewise loads that the blade would likely encounter over its lifetime, are associated with extreme tidal flow conditions and are obtained using a computational fluid dynamics (CFD) software. Given the blade external shape and the extreme loads, we use a laminate-theory-based structural design to determine the optimal layout of composite laminas such that the ultimate-strength and buckling-resistance criteria are satisfied at all points in the blade. The structural design approach allows for arbitrary specification of the chord, twist, and airfoil geometry along the blade and an arbitrary number of shear webs. In addition, certain fabrication criteria are imposed, for example, each composite laminate must be an integral multiple of its constituent ply thickness. Iraq liquid radioactive waste tanks maintenance and monitoring program plan.

The purpose of this report is to develop a project management plan for maintaining and monitoring liquid radioactive waste tanks at Iraq's Al-Tuwaitha Nuclear Research Center. Based on information from several sources, the Al-Tuwaitha site has approximately 30 waste tanks that contain varying amounts of liquid or sludge radioactive waste. All of the tanks have been non-operational for over 20 years and most have limited characterization. The program plan embodied in this document provides guidance on conducting radiological surveys, posting radiation control areas and controlling access, performing tank hazard assessments to remove debris and gain access, and conducting routine tank inspections. This program plan provides general advice on how to sample and characterize tank contents, and how to prioritize tanks for soil sampling and borehole monitoring.

Wakefield Calculations for the LCLS in Multbunch Operation

Normally the Linac Coherent Light Source (LCLS) operates in single-bunch mode, sending a bunch of up to 250 pC charge at 120 Hz through the linac and the undulator, and the resulting FEL radiation into one of the experimental hutches. With two bunches per rf pulse, each pulse could feed either two experiments or one experiment in a pump-probe type configuration. Two-bunch FEL operation has already been briefly tested at the LCLS, and works reasonably well, although not yet routinely. In this report we study the longitudinal and transverse long-range (bunch-to-bunch) wakefields of the linacs and their effects on LCLS performance in two-bunch mode, which is initially the most likely scenario. The longitudinal wake changes the average energy at the second bunch, and the transverse wake misaligns the second bunch (in transverse phase space) in the presence of e.g. transverse injection jitter or quad misalignments. Finally, we extend the study to consider the LCLS with trains of up to 20 bunches per rf pulse. This independent review is the conclusion arrived at from data collection, document reviews, interviews and deliberation from December 2010 through April 2011 and the technical potential of Hydrogen Production Cost Estimate Using Biomass Gasification. The Panel reviewed the current H2A case (Version 2.12, Case 01D) for hydrogen production via biomass gasification and identified four principal components of hydrogen levelized cost: CapEx; feedstock costs; project financing structure; efficiency/hydrogen yield. The panel reexamined the assumptions around these components and arrived at new estimates and approaches that better reflect the current technology and business environments.

A Distributed Electrochemistry Modeling Tool for Simulating SOFC Performance and Degradation

This report presents a distributed electrochemistry (DEC) model capable of investigating the electrochemistry and local conditions with the SOFC MEA based on the local microstructure and multi-physics. The DEC model can calculate the global current-voltage (I-V) performance of the cell as determined by the spatially varying local conditions through the thickness of the electrodes and electrolyte. The simulation tool is able to investigate the electrochemical performance based on characteristics of the electrode microstructure, such as particle size, pore size, electrolyte and electrode phase volume fractions, and triple-phase-boundary length. It can also investigate performance as affected by fuel and oxidant gas flow distributions and other environmental/experimental conditions such as temperature and fuel gas composition. The long-term objective for the DEC modeling tool is to investigate factors that cause electrode degradation and the decay of SOFC performance which decrease longevity.

RADIATION DOSE ASSESSMENT FOR THE BIOTA OF TERRESTRIAL ECOSYSTEMS IN THE SHORELINE ZONE OF THE CHERNOBYL NUCLEAR POWER PLANT COOLING POND

Radiation exposure of the biota in the shoreline area of the Chernobyl Nuclear Power Plant Cooling Pond was assessed to evaluate radiological consequences from the decommissioning of the Cooling Pond. The article addresses studies of radioactive contamination of the terrestrial faunal complex and radionuclide concentration ratios in bodies of small birds, small mammals, amphibians, and reptiles living in the area. The data were used to calculate doses to biota using the ERICA Tool software. Doses from {sup 90}Sr and {sup 137}Cs were calculated using the default parameters of the ERICA Tool and were shown to be consistent with biota doses calculated from the field data. However, the ERICA dose calculations for plutonium isotopes were much higher (2-5 times for small mammals and 10-14 times for birds) than the doses calculated using the experimental data. Currently, the total doses for the terrestrial biota do not exceed maximum recommended levels. However, if the Cooling Pond is allowed to drawdown naturally and the contaminants of the bottom sediments are exposed and enter the biological cycle, the calculated doses to biota may exceed the maximum recommended values. The project was completed along the lines of the original proposal, with additional elements arising as new results were obtained. The originally proposed three thrusts were expanded to include an additional, fourth one. (i) The e#11;ffects of stochastic perturbations on climate models have been examined at the fundamental level by using the theory of deterministic and random dynamical systems, in both #12;nite and in#12;nite dimensions. (ii) The theoretical results have been implemented #12;first on a delay-diff#11;erential equation (DDE) model of the El-Nino/Southern-Oscillation (ENSO) phenomenon. (iii) More detailed, physical aspects of model robustness have been considered, as proposed, within the stripped-down ICTP-AGCM (formerly SPEEDY) climate model. This aspect of the research has been complemented by both observational and intermediate-model aspects of mid-latitude and tropical climate. (iv) An additional thrust of the research relied on new and unexpected results of (i) and involved reduced-modeling strategies and associated prediction aspects have been tested within the team's empirical model reduction (EMR) framework. Finally, more detailed, physical aspects have been considered within the stripped-down SPEEDY climate model. Fast neutron environments.

The goal of this LDRD project is to develop a rapid first-order experimental procedure for the testing of advanced cladding materials that may be considered for generation IV nuclear reactors. In order to investigate this, a technique was developed to expose the coupons of potential materials to high displacement damage at elevated temperatures to simulate the neutron environment expected in Generation IV reactors. This was completed through a high temperature high-energy heavy-ion implantation. The mechanical properties of the ion irradiated region were tested by either micropillar compression or nanoindentation to determine the local properties, as a function of the implantation dose and exposure temperature. In order to directly compare the microstructural evolution and property degradation from the accelerated testing and classical neutron testing, 316L, 409, and 420 stainless steels were tested. In addition, two sets of diffusion couples from 316L and HT9 stainless steels with various refractory metals. This study has shown that if the ion irradiation size scale is taken into consideration when developing and analyzing the mechanical property data, significant insight into the structural properties of the potential cladding materials can be gained in about a week.

The temperature of exhaust gases from fuel-fired industrial processes depends mainly on the process temperature and the waste heat recovery method. Figure 1 shows the heat lost in exhaust gases at various exhaust gas temperatures and percentages of excess air. Energy from gases exhausted from higher temperature processes (primary processes) can be recovered and used for lower temperature processes (secondary processes). One example is to generate steam using waste heat boilers for the fluid heaters used in petroleum crude processing. In addition, many companies install heat exchangers on the exhaust stacks of furnaces and ovens to produce hot water or to generate hot air for space heating.
