Supplemental Security Income: Preliminary Observations on Children with Mental Impairments

Testimony issued by the Government Accountability Office with an abstract that begins "The Social Security Administration's (SSA) Supplemental Security Income (SSI) program provides cash benefits to eligible low-income disabled individuals, including children, as well as certain others. Children may generally qualify for SSI benefits if they meet certain financial requirements and are deemed to have a qualifying medically determinable physical or mental impairment of a specified duration or severity that results in a functional limitation. In 2010, SSA paid more than $9 billion to about 1.2 million disabled children. Over the past decade, the overall number of children receiving SSI benefits has continued to rise. In this statement, GAO discusses initial observations from its ongoing review and examines (1) the trends in the rate of children receiving SSI benefits due to mental impairments over the past decade; (2) the role that medical and nonmedical information, such as medication and school records, play in the initial determination of a child's medical eligibility; and (3) the steps SSA has taken to monitor the continued medical eligibility of these children. VA Philippines Office: Maintain Operations, but More Information Needed to Determine Future Presence

Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) operates a regional office in the Republic of the Philippines--the only one of its 57 regional offices that is located in a foreign country. Over the last two decades, Congress has periodically reauthorized the office for an average of 3 years each time. The Philippines was a U.S. territory prior to World War II and was granted independence in 1946. Congress authorized limited benefits for Filipino veterans who served under the command of the United States during the war, and authorized VA to operate a regional office to administer these benefits. In 1958, the office expanded to include an outpatient health clinic. VA estimates that about 18,000 Filipino WWII veterans were alive as of 2010, down from an estimated 452,000 in 1977. In light of this declining population eligible for benefits, maintaining the office may no longer be warranted at some point. Public Law 111-275 extended the authority for VA to operate this office until December 31, 2011, and directed GAO to submit this report. International Military Education and Training: Agencies Should Emphasize Human Rights Training and Improve Evaluations

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1976, the International Military Education and Training (IMET) program has provided education and training to foreign military personnel. The program's objectives include professionalizing military forces and increasing respect for democratic values and human rights. In 2010, Congress appropriated $108 million in IMET funding for more than 120 countries. The Department of State (State) and the Department of Defense (DOD) share responsibility for IMET. In response to a mandate in the conference report accompanying the Consolidated Appropriations Act of 2010, this report assesses (1) changes in the program from fiscal years 2000 to 2010, by funding levels, students trained, and recipient countries; (2) the program's provision of and emphasis on human rights training for its students; and (3) the extent to which State and DOD monitor IMET graduates and evaluate program effectiveness. GAO reviewed and analyzed agency funding, planning, and performance management documents, and interviewed U.S. officials in Washington, D.C., and overseas."

A publication issued by the Government Accountability Office with an abstract that begins "As one of the largest and most complex organizations in the world, the Department of Defense (DOD) faces many challenges in resolving its long-standing financial and related business operations and system problems. DOD is in the process of implementing modern multifunction enterprise resource planning (ERP) systems to replace many of its outdated legacy systems. The ERPs are intended to perform business-related tasks such as general ledger accounting and supply chain management. Modernizing DOD's business systems is a critical part of transforming the department's business operations, addressing high-risk areas, and providing more-accurate and reliable financial information to Congress on DOD's operations. The Panel requested that GAO provide its perspective on DOD's ERP implementation efforts and the impact implementation problems could have on DOD's efforts to improve financial management and be audit ready by fiscal year 2017. This statement is based on GAO's prior work, reports issued by the Department of Defense Inspector General (DOD IG), and GAO's ongoing oversight of selected DOD ERP efforts. Over the years, GAO has made numerous recommendations to improve the department's financial management operations."

A New Ensemble of Perturbed-Input-Parameter Simulations by the Community Atmosphere Model

Uncertainty quantification (UQ) is a fundamental challenge in the numerical simulation of Earth's weather and climate, and other complex systems. It entails much more than attaching defensible error bars to predictions: in particular it includes assessing low-probability but high-consequence events. To achieve these goals with models containing a large number of uncertain input parameters, structural uncertainties, etc., raw computational power is needed. An automated, self-adapting search of the possible model configurations is also useful. Our UQ initiative at the Lawrence Livermore National Laboratory has produced the most extensive set to date of simulations from the US Community Atmosphere Model. We are examining output from about 3,000 twelve-year climate simulations generated with a specialized UQ software framework, and assessing the model's accuracy as a function of 21 to 28 uncertain input parameter values. Most of the input parameters we vary are related to the boundary layer, clouds, and other sub-grid scale processes. Our simulations prescribe surface boundary conditions (sea surface temperatures and sea ice amounts) to match recent observations. Fully searching this 21+ dimensional space is impossible, but sensitivity and ranking algorithms can identify input parameters having relatively little effect on a variety of output fields, either individually or in nonlinear …

TARANTULA 2011 in JWL++

Using square zoning, the 2011 version of the kinetic package Tarantula matches cylinder data, cylinder dead zones, and cylinder failure with the same settings for the first time. The key is the use of maximum pressure rather than instantaneous pressure. Runs are at 40, 200 and 360 z/cm using JWL++ as the host model. The model also does run-to-detonation, thin-pulse initiation with a P-t curve and air gap crossing, all in cylindrical geometry. Two sizes of MSAD/LX-10/LX-17 snowballs work somewhat with these settings, but are too weak, so that divergent detonation is a challenge for the future. Butterfly meshes are considered but do not appear to solve the issue.

Shock timing on the National Ignition Facility: the first precision tuning series

Ignition implosions on the National Ignition Facility (NIF) [Lindl et al., Phys. Plasmas 11, 339 (2004)] are driven with a very carefully tailored sequence of four shock waves that must be timed to very high precision in order to keep the fuel on a low adiabat. The first series of precision tuning experiments on NIF have been performed. These experiments use optical diagnostics to directly measure the strength and timing of all four shocks inside the hohlraum-driven, cryogenic deuterium-filled capsule interior. The results of these experiments are presented demonstrating a significant decrease in the fuel adiabat over previously un-tuned implosions. The impact of the improved adiabat on fuel compression is confirmed in related deuterium-tritium (DT) layered capsule implosions by measurement of fuel areal density (rR), which show the highest fuel compression (rR {approx} 1.0 g/cm{sup 2}) measured to date.

Developing extensible lattice-Boltzmann simulationsfor general-purpose graphics-programming units

Lattice-Boltzmann methods are versatile numerical modeling techniques capable of reproducing a wide variety of fluid-mechanical behavior. These methods are well suited to parallel implementation, particularly on the single-instruction multiple data (SIMD) parallel processing environments found in computer graphics processing units (GPUs). Although more recent programming tools dramatically improve the ease with which GPU programs can be written, the programming environment still lacks the flexibility available to more traditional CPU programs. In particular, it may be difficult to develop modular and extensible programs that require variable on-device functionality with current GPU architectures. This paper describes a process of automatic code generation that overcomes these difficulties for lattice-Boltzmann simulations. It details the development of GPU-based modules for an extensible lattice-Boltzmann simulation package - LBHydra. The performance of the automatically generated code is compared to equivalent purpose written codes for both single-phase, multiple-phase, and multiple-component flows. The flexibility of the new method is demonstrated by simulating a rising, dissolving droplet in a porous medium with user generated lattice-Boltzmann models and subroutines.

The Enrico Fermi Atomic Power Plant, Unit 1 (Fermi 1) was a fast breeder reactor design that was cooled by sodium and operated at essentially atmospheric pressure. On May 10, 1963, the Atomic Energy Commission (AEC) granted an operating license, DPR-9, to the Power Reactor Development Company (PRDC), a consortium specifically formed to own and operate a nuclear reactor at the Fermi 1 site. The reactor was designed for a maximum capability of 430 megawatts (MW); however, the maximum reactor power with the first core loading (Core A) was 200 MW. The primary system was filled with sodium in December 1960 and criticality was achieved in August 1963. The reactor was tested at low power during the first couple years of operation. Power ascension testing above 1 MW commenced in December 1965 immediately following the receipt of a high-power operating license. In October 1966 during power ascension, zirconium plates at the bottom of the reactor vessel became loose and blocked sodium coolant flow to some fuel subassemblies. Two subassemblies started to melt and the reactor was manually shut down. No abnormal releases to the environment occurred.
