VA Community Living Centers: Actions Needed to Better Manage Risks to Veterans' Quality of Life and Care

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) annually provides care to more than 46,000 elderly and disabled veterans in 132 VA-operated nursing homes, called community living centers (CLC). After media reports of problems with the care delivered to veterans in CLCs, VA contracted with the Long Term Care Institute, Inc. (LTCI), a nonprofit organization that surveys nursing homes, to conduct in-depth reviews of CLCs in 2007-2008 and again in 2010-2011. GAO was asked to evaluate VA's approach to managing veterans' quality of care and quality of life in CLCs. This report examines (1) VA's response to and resolution of LTCI-identified deficiencies and (2) information VA collects about the quality of care and quality of life in CLCs and how VA uses it to identify and manage risks. To do this work, GAO interviewed officials from VA headquarters, examined all 116 2007-2008 and 67 2010-2011 LTCI reviews, and analyzed 50 CLCs' corrective action plans for 2007-2008 and 23 such plans for 2010-2011."

Military Training: DOD's Report on the Sustainability of Training Ranges Meets Annual Reporting Requirements but Could Be Improved

Correspondence issued by the Government Accountability Office with an abstract that begins "Realistic training ranges are one of the most valued assets the military has in preparing its personnel for their missions. Realistic training requires access to areas and environments that closely match the locations where the military may face combat or complex situations. International events, changes in strategy, force structure, base closures, and population growth are increasing the challenges the military faces in training its personnel to be prepared to defend the nation. Moreover, the military services report that they have increasingly lost training range capabilities because of factors such as encroachment. To respond to these challenges and increase the sustainability of military ranges, the Department of Defense (DOD) has launched a number of efforts aimed at preserving training ranges while also minimizing adverse environmental effects of training activities. A letter report issued by the Government Accountability Office with an abstract that begins "Events surrounding the 2007 financial crisis raised questions about the governance of the 12 Federal Reserve Banks (Reserve Banks), particularly the boards of directors' roles in activities related to supervision and regulation. The Dodd-Frank Wall Street Reform and Consumer Protection Act required GAO to review the governance of the Reserve Banks. This report (1) analyzes the level of diversity on the boards of directors and assesses the extent to which the process of identifying possible directors and appointing them results in diversity on the boards, (2) evaluates the effectiveness of policies and practices for identifying and managing conflicts of interest for Reserve Bank directors, and (3) compares Reserve Bank governance practices with the practices of selected organizations."

Requirements for Defining Utility Drive Cycles: An Exploratory Analysis of Grid Frequency Regulation Data for Establishing Battery Performance Testing Standards

Battery testing procedures are important for understanding battery performance, including degradation over the life of the battery. Standards are important to provide clear rules and uniformity to an industry. The work described in this report addresses the need for standard battery testing procedures that reflect real-world applications of energy storage systems to provide regulation services to grid operators. This work was motivated by the need to develop Vehicle-to-Grid (V2G) testing procedures, or V2G drive cycles. Likewise, the stationary energy storage community is equally interested in standardized testing protocols that reflect real-world grid applications for providing regulation services. As the first of several steps toward standardizing battery testing cycles, this work focused on a statistical analysis of frequency regulation signals from the Pennsylvania-New Jersey-Maryland Interconnect with the goal to identify patterns in the regulation signal that would be representative of the entire signal as a typical regulation data set. Results from an extensive time-series analysis are discussed, and the results are explained from both the statistical and the battery-testing perspectives. The results then are interpreted in the context of defining a small set of V2G drive cycles for standardization, offering some recommendations for the next steps toward standardizing testing protocols.

Bulk power system reliability is of critical importance to the electricity sector. Complete and accurate information on events affecting the bulk power system is essential for assessing trends and efforts to maintain or improve reliability. Yet, current sources of this information were not designed with these uses in mind. They were designed, instead, to support real-time emergency notification to industry and government first-responders. This paper reviews information currently collected by both industry and government sources for this purpose and assesses factors that might affect their usefulness in supporting the academic literature that has relied upon them to draw conclusions about the reliability of the US electric power system.

Hohlraum Designs for High Velocity Implosions on NIF

In this paper, we compare experimental shock and capsule trajectories to design calculations using the radiation-hydrodynamics code HYDRA. The measured trajectories from surrogate ignition targets are consistent with reducing the x-ray flux on the capsule by about 85%. A new method of extracting the radiation temperature as seen by the capsule from x-ray intensity and image data shows that about half of the apparent 15% flux deficit in the data with respect to the simulations can be explained by HYDRA overestimating the x-ray flux on the capsule. The National Ignition Campaign (NIC) point-design target is designed to reach a peak fuel-layer velocity of 370 km/s by ablating 90% of its plastic (CH) ablator. The 192-beam National Ignition Facility laser drives a gold hohlraum to a radiation temperature (T{sub RAD}) of 300 eV with a 20 ns-long, 420 TW, 1.3 MJ laser pulse. The hohlraum x-rays couple to the CH ablator in order to apply the required pressure to the outside of the capsule. In this paper, we compare experimental measurements of the hohlraum T{sub RAD} and the implosion trajectory with design calculations using the code hydra. Energy Efficient Removal of Volatile Organic Compounds (VOCs) and Organic Hazardous Air Pollutants (o-HAPs) from Industrial Waste Streams by Direct Electron Oxidation

This research program investigated and quantified the capability of direct electron beam destruction of volatile organic compounds and organic hazardous air pollutants in model industrial waste streams and calculated the energy savings that would be realized by the widespread adoption of the technology over traditional pollution control methods. Specifically, this research determined the quantity of electron beam dose required to remove 19 of the most important non-halogenated air pollutants from waste streams and constructed a technical and economic model for the implementation of the technology in key industries including petroleum refining, organic & solvent chemical production, food & beverage production, and forest & paper products manufacturing. Energy savings of 75 - 90% and green house gas reductions of 66 - 95% were calculated for the target market segments.
