Coast Guard: Action Needed as Approved Deepwater Program Remains Unachievable

A publication issued by the Government Accountability Office with an abstract that begins "This testimony discusses our recent work on the Coast Guard's Deepwater acquisition, which represents the majority of the Coast Guard's efforts to recapitalize its fleet of vessels and aircraft. This statement is based on our July 28, 2011, report, Coast Guard: Action Needed as Approved Deepwater Program Remains Unachievable. This report discusses areas in which the Coast Guard has strengthened its acquisition management capabilities but also emphasizes actions the Coast Guard needs to take to address the cost growth, schedule delays, and capability shortfalls that have made the approved Deepwater Program unachievable. Today's climate of rapidly building fiscal pressures underscores the importance of assessing priorities--from a Coast Guard-wide perspective--so that more realistic budgets can be submitted to Congress. Such a step would help alleviate what has become a pattern of churn in revising program baselines when unrealistic planned funding does not materialize, which contributes to schedule delays and can lead to other issues such as unhealthy competition for funding. Medicare Part D: Instances of Questionable Access to Prescription Drugs

A publication issued by the Government Accountability Office with an abstract that begins "This testimony discusses the results of our investigation of fraud and prescription drug abuse in Medicare Part D. Prescription drug abuse is a serious and growing public health problem. According to the Centers for Disease Control and Prevention, drug overdoses, including those from prescription drugs, are the second leading cause of deaths from unintentional injuries in the United States, exceeded only by motor vehicle fatalities. Unlike addiction to heroin and other drugs that have no accepted medical use, addiction to some controlled substances can be unknowingly financed by insurance companies and public programs, such as Medicare Part D. This statement today summarizes our report, describing indications of doctor shopping in the Medicare Part D program for 14 categories of frequently abused prescription drugs. The objectives of the forensic audit and related investigation were to (1) determine the extent to which Medicare beneficiaries obtained frequently abused drugs from multiple prescribers, (2) identify examples of doctor shopping activity, and (3) determine the actions taken by the Centers for Medicaid & Medicare Services (CMS) to limit access to drugs for known abusers."

Testimony issued by the Government Accountability Office with an abstract that begins "The Dodd-Frank Wall Street Reform and Consumer Protection Act directed GAO to conduct a one-time audit of the emergency loan programs and other assistance authorized by the Board of Governors of the Federal Reserve System (Federal Reserve Board) during the recent financial crisis. This testimony summarizes the results of GAO's July 2011 report (GAO-11-696) examining the emergency actions taken by the Federal Reserve Board from December 1, 2007, through July 21, 2010. For these actions, where relevant, this statement addresses (1) accounting and financial reporting internal controls; (2) the use, selection, and payment of vendors; (3) management of conflicts of interest; (4) policies in place to secure loan repayment; and (5) the treatment of program participants. To meet these objectives, GAO reviewed program documentation, analyzed program data, and interviewed officials from the Federal Reserve Board and Reserve Banks (Federal Reserve System)."

Monosodium titanate (MST) for use in the Actinide Removal Process (ARP) must be qualified and verified in advance. A single qualification sample for each batch of material is sent to SRNL for analysis, as well as a statistical sampling of verification samples. The Harrell Industries Lot No.071311 qualification and 12 verification samples met all the requirements in the specification indicating the material is acceptable for use in the process.

Transient evolution of a photon gas in the nonlinear QED vacuum

Thermally induced vacuum polarization stemming from QED radiative corrections to the electromagnetic field equations is studied. The physical behavior of thermal radiation, in the nonlinear QED vacuum first described by Heisenberg and Euler, is a problem of some theoretical importance in view of its relation to the cosmic microwave background (CMB), early universe evolution, and Hawking-Unruh radiation. The questions of evolution toward equilibrium, stability, and invariance of thermal radiation under such conditions are of great interest. Our analysis presents novel aspects associated with photon-photon scattering in a photon gas in the framework of quantum kinetic theory. Within the context of the Euler-Heisenberg theory, we show that a homogeneous, isotropic photon gas with arbitrary spectral distribution function evolves toward an equilibrium state with a Bose-Einstein distribution. The transient evolution toward equilibrium of a gas of photons undergoing photon-photon scattering is studied in detail via the Boltzmann transport equation.

Many others in the fusion energy and advanced scientific computing communities participated in the development of this plan. The core planning team is grateful for their important contributions. This summary is meant as a quick overview the Fusion Simulation Program's (FSP's) purpose and intentions. There are several additional documents referenced within this one and all are supplemental or flow down from this Program Plan. The overall science goal of the DOE Office of Fusion Energy Sciences (FES) Fusion Simulation Program (FSP) is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in International Thermonuclear Experimental Reactor (ITER) research and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. REACTIONS OF SODIUM PEROXIDE WITH COMPONENTS OF LEGACY PLUTONIUM MATERIALS

Plutonium oxide (PuO{sub 2}) calcined at >900 C resists dissolution in nitric acid (HNO{sub 3})-potassium fluoride (KF) solutions, a common method for their dissolution. The Savannah River National Laboratory (SRNL) has developed an alternate method for large samples of PuO{sub 2}-bearing materials using sodium peroxide (Na{sub 2}O{sub 2}) fusion as a pretreatment. The products of the reaction between Na{sub 2}O{sub 2} and PuO{sub 2} have been reported in the literature. As part of the SRNL development effort, additional data about the reaction between Na{sub 2}O{sub 2} and PuO{sub 2} were required. Also needed were data concerning the reaction of Na{sub 2}O{sub 2} with other components that may be present in the feed materials. Sodium peroxide was reacted with aluminum metal (Al), beryllium metal (Be), graphite, potassium chloride (KCl), magnesium chloride (MgCl{sub 2}), and calcium chloride (CaCl{sub 2}). The paper reports and discusses the reaction products of these and related compounds with Na{sub 2}O{sub 2}.

Complete genome sequence of Tolumonas auensis type strain (TA 4T)

Tolumonas auensis (Fischer-Romero et al. 1996) is currently the only validly named species of the genus Tolumonas in the family Aeromonadaceae. The strain is of interest because of its ability to produce toluene from phenylalanine and other phenyl precursors, as well as phenol from tyrosine. This is of interest because toluene is normally considered to be a tracer of anthropogenic pollution in lakes, but T. auensis represents a biogenic source of toluene. Other than Aeromonas hydrophila subsp. hydrophila, T. auensis strain TA 4T is the only other member in the family Aeromonadaceae with a completely sequenced type-strain genome. The 3,471,292-bp chromosome with a total of 3,288 protein-coding and 116 RNA genes was sequenced as part of the DOE Joint Genome Institute Program JBEI 2008.

Atmospheric Pressure Plasma CVD of Amorphous Hydrogenated Silicon Carbonitride (a-SiCN:H) Films Using Triethylsilane and Nitrogen

Amorphous hydrogenated silicon carbonitride (a-SiCN:H) thin films are synthesized by atmospheric pressure plasma enhanced chemical vapor (AP-PECVD) deposition using the Surfx Atomflow{trademark} 250D APPJ source with triethylsilane (HSiEt{sub 3}, TES) and nitrogen as the precursor and the reactive gases, respectively. The effect of the substrate temperature (T{sub s}) on the growth characteristics and the properties of a-SiCN:H films was evaluated. The properties of the films were investigated via scanning electron microscopy (SEM), atomic force microscopy (AFM) for surface morphological analyses, Fourier transform infrared spectroscopy (FTIR), and X-ray photoelectron spectroscopy (XPS) for chemical and compositional analyses; spectroscopic ellipsometry for optical properties and thickness determination and nanoindentation to determine the mechanical properties of the a-SiCN:H films. Films deposited at low T{sub s} depict organic like features, while the films deposited at high T{sub s} depict ceramic like features. FTIR and XPS studies reveal that an increases in T{sub s} helps in the elimination of organic moieties and incorporation of nitrogen in the film. Films deposited at T{sub s} of 425 C have an index of refraction (n) of 1.84 and hardness (H) of 14.8 GPa. A decrease in the deposition rate between T{sub s} of 25 and 250 C and increase in …

Transcript of an oral interview with John A. Reulet. Reulet graduated from high school in 1940, went to a trade school studying to be a machinist, became a government inspector (ammunition plant), and went into the Navy in May 1943 after he was drafted. After boot camp in San Diego, he went to San Francisco where he was put on a troop ship which went to New Caledonia. At New Caledonia, he went to gunnery school part of the time and assigned to an LCI gun boat which had already seen action so they had a lot of maintenance to do. From there, four of the boats (23, 70, 68? and probably 67) went to Tulagi. According to Reulet, these LCI gunboats were designed to protect the UDT men. The gunboats supported the invasion of Treasury Island and Bougainville. After Bouganville, they took the 23 boat to Australia for repairs (dry dock) and then came back to Tulagi. They supported the invasion of Green Island next. Reulet had a hospital stay there after getting infected with coral. From there, they went to New Guniea, New Hollandia and then Morotai.
