This publication is part of a series of UNDP-sponsored studies that present methods, tools and good practices to map corruption risks, develop strategies and sustain partnerships to address challenges and tackle corruption in the education, health and water sectors. They complement UNDP’s MDG Acceleration Framework (MAF), which has been endorsed by the UN Development Group and enables governments and development partners, within established national processes, to identify and systematically prioritize the bottlenecks to progress toward achieving the MDGs, and then devise strategies to overcome them. The studies bring together UNDP’s efforts to support countries to develop frameworks to accelerate their efforts to meet the MDGs as well as successfully meet the commitments of the UN Convention against corruption.

This report presents findings from a review of the service activities of informal private water vendors in Dar es Salaam. Tanzania’s capital is a rapidly growing city, and around 70% of the population lacks proper housing and lives in informal settlements. Large parts of the city remain unserved by the water utility and many of those who have access to the piped network suffer from intermittent supply. As a result, small-scale private water vendors provide an essential service for many, in particular low-income households in the city.

A publication issued by the Government Accountability Office with an abstract that begins "For many years, GAO has reported that weaknesses in information security can lead to serious consequences--such as intrusions by malicious individuals, compromised networks, and the theft of sensitive information including personally identifiable information--and has identified information security as a governmentwide high-risk area. The Federal Information Security Management Act of 2002 (FISMA) established information security program, evaluation, and annual reporting requirements for federal agencies. The act requires the Office of Management and Budget (OMB) to oversee and report to Congress on agency information security policies and practices, including agencies' compliance with FISMA. FISMA also requires that GAO periodically report to Congress on (1) the adequacy and effectiveness of agencies' information security policies and practices and (2) agencies' implementation of FISMA requirements. To do this, GAO analyzed information security-related reports and data from 24 major federal agencies, their inspectors general, OMB, and GAO."

This statement is based on our July 28, 2011, report, Coast Guard: Action Needed as Approved Deepwater Program Remains Unachievable. This report discusses areas in which the Coast Guard has strengthened its acquisition management capabilities but also emphasizes actions the Coast Guard needs to take to address the cost growth, schedule delays, and capability shortfalls that have made the approved Deepwater Program unachievable. Today's climate of rapidly building fiscal pressures underscores the importance of assessing priorities--from a Coast Guard-wide perspective--so that more realistic budgets can be submitted to Congress. Such a step would help alleviate what has become a pattern of churn in revising program baselines when unrealistic planned funding does not materialize, which contributes to schedule delays and can lead to other issues such as unhealthy competition for funding. Testimony issued by the Government Accountability Office with an abstract that begins "The Dodd-Frank Wall Street Reform and Consumer Protection Act directed GAO to conduct a one-time audit of the emergency loan programs and other assistance authorized by the Board of Governors of the Federal Reserve System (Federal Reserve Board) during the recent financial crisis. This testimony summarizes the results of GAO's July 2011 report (GAO-11-696) examining the emergency actions taken by the Federal Reserve Board from December 1, 2007, through July 21, 2010. For these actions, where relevant, this statement addresses (1) accounting and financial reporting internal controls; (2) the use, selection, and payment of vendors; (3) management of conflicts of interest; (4) policies in place to secure loan repayment; and (5) the treatment of program participants. To meet these objectives, GAO reviewed program documentation, analyzed program data, and interviewed officials from the Federal Reserve Board and Reserve Banks (Federal Reserve System)."

A publication issued by the Government Accountability Office with an abstract that begins "This testimony discusses the results of our investigation of fraud and prescription drug abuse in Medicare Part D. Prescription drug abuse is a serious and growing public health problem. According to the Centers for Disease Control and Prevention, drug overdoses, including those from prescription drugs, are the second leading cause of deaths from unintentional injuries in the United States, exceeded only by motor vehicle fatalities. Unlike addiction to heroin and other drugs that have no accepted medical use, addiction to some controlled substances can be unknowingly financed by insurance companies and public programs, such as Medicare Part D. This statement today summarizes our report, describing indications of doctor shopping in the Medicare Part D program for 14 categories of frequently abused prescription drugs. The objectives of the forensic audit and related investigation were to (1) determine the extent to which Medicare beneficiaries obtained frequently abused drugs from multiple prescribers, (2) identify examples of doctor shopping activity, and (3) determine the actions taken by the Centers for Medicaid & Medicare Services (CMS) to limit access to drugs for known abusers."

Transcript of an oral interview with John A. Reulet. Reulet graduated from high school in 1940, went to a trade school studying to be a machinist, became a government inspector (ammunition plant), and went into the Navy in May 1943 after he was drafted. After boot camp in San Diego, he went to San Francisco where he was put on a troop ship which went to New Caledonia. At New Caledonia, he went to gunnery school part of the time and assigned to an LCI gun boat which had already seen action so they had a lot of maintenance to do. From there, four of the boats (23, 70, 68? and probably 67) went to Tulagi. According to Reulet, these LCI gunboats were designed to protect the UDT men. The gunboats supported the invasion of Treasury Island and Bougainville. After Bouganville, they took the 23 boat to Australia for repairs (dry dock) and then came back to Tulagi. They supported the invasion of Green Island next. Reulet had a hospital stay there after getting infected with coral. From there, they went to New Guniea, New Hollandia and then Morotai. This summary is meant as a quick overview the Fusion Simulation Program's (FSP's) purpose and intentions. There are several additional documents referenced within this one and all are supplemental or flow down from this Program Plan. The overall science goal of the DOE Office of Fusion Energy Sciences (FES) Fusion Simulation Program (FSP) is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in International Thermonuclear Experimental Reactor (ITER) research and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. A publication issued by the Government Accountability Office with an abstract that begins "This testimony discusses the current progress toward implementing the Next Generation Air Transportation System (NextGen). NextGen will impact nearly every aspect of air transportation and will transform the way in which the air transportation system operates today. It will do so, in part, by (1) using satellite-based surveillance as opposed to ground-based radars, (2) using performance-based navigation instead of cumbersome step-by-step procedures, (3) replacing routine voice communications with data transmissions, and (4) organizing and merging the disjointed data that pilots, controllers, airports, airlines, and others currently rely on to operate the system. The Federal Aviation Administration (FAA) has been planning and developing NextGen since 2003, and is now implementing near-term (through 2012) and mid-term (through 2018) capabilities. Over the years, concerns have been raised by the Congress and other stakeholders that despite years of effort and billions of dollars spent, FAA has not made sufficient progress in deploying systems and producing benefits. In past reports, we have made a number of recommendations to FAA to address delays in development and acquisitions, improve its processes, and focus on accountability and performance. The National Museum of the Pacific War presents an oral interview with Roy Peters. Peters joined the Navy in February 1944 and was trained as a motor machinist mate. He was sent to USS LSM-96. Peters describes the machinery he worked on and his usual duties. He describes an incident when the enlisted men in the engine room repainted pipes to fool a new officer and the disciplinary action that followed. Peters mentions unloading equipment at Okinawa and seeing a merchant ship get hit by a torpedo. He discusses how his ship was used to haul ammunition and fight fires caused by kamikaze attacks. Peters describes being sent to China at the end of the war and being transferred to LC(FF)-789. He was discharged in May 1946.

A publication issued by the Government Accountability Office with an abstract that begins "The Internal Revenue Service's (IRS) Business Systems Modernization (BSM) program is a multi-billion dollar, high-risk, highly complex effort that involves the development and delivery of a number of modernized systems that are intended to replace the agency's aging business and tax processing systems. As required, IRS submitted its fiscal year 2011 expenditure plan in May 2011 to the House and Senate appropriations committees, requesting approximately $352 million from the BSM account. In response to a mandate, GAO's objectives in reviewing the expenditure plan were to (1) determine whether it satisfies the applicable statutory conditions, (2) determine IRS's progress in implementing prior expenditure plan review recommendations, and (3) provide additional observations about the plan and the BSM program. To accomplish the objectives, GAO analyzed the plan, reviewed related documentation, and interviewed IRS officials."

A publication issued by the Government Accountability Office with an abstract that begins "In a May 2011 testimony before this subcommittee (GAO-11-572T), based on a March 2011 report (GAO-11-250), GAO highlighted challenges for the Federal Recovery Coordination Program (FRCP), developed by the Departments of Defense (DOD) and Veterans Affairs (VA) to assist some of the most severely wounded, ill, and injured servicemembers, veterans, and their families. Specifically, GAO reported on challenges in FRCP enrollment, staffing needs, caseloads, and placement locations. GAO also cited challenges faced by the FRCP when coordinating with other VA and DOD programs, including DOD's Recovery Coordination Program (RCP), which can result in duplication of effort and enrollee confusion. In this statement, GAO examines the status of DOD and VA's efforts to (1) implement GAO's March 2011 recommendations and (2) identify and analyze potential options to functionally integrate the FRCP and RCP.
