Immigration Benefits: Additional Efforts Needed to Help Ensure Alien Files Are Located when Needed

A letter report issued by the Government Accountability Office with an abstract that begins "To document the interactions of aliens with the Department of Homeland Security's (DHS) United States Citizenship and Immigration Services (USCIS) and other government entities, USCIS creates alien files, or A-files. While deemed critical, especially in making citizenship decisions, A-files are sometimes missing during adjudications. In 2002, naturalization was granted to an alien whose A-file was missing and who was later found to be associated with a terrorist organization. GAO focused its review on (1) how often USCIS adjudicates naturalization applications without an A-file and why, (2) the effect that missing A-files can have on the adjudication process, and (3) steps taken to help mitigate the risk of missing A-files. To address these questions, GAO interviewed officials and staff from USCIS and reviewed relevant data, policies, and procedures related to processing naturalization applications and the automated file-tracking system DHS established to track the movement of A-files."

Do grain boundaries in nanophase metals slide?

Nanophase metallic materials show a maximum in strength as grain size decreases to the nano scale, indicating a break down of the Hall-Petch relation. Grain boundary sliding, as a possible accommodation mechanisms, is often the picture that explain computer simulations results and real experiments. In a recent paper, Bringa et al. Science 309, 1838 (2005), we report on the observation of an ultra-hard behavior in nanophase Cu under shock loading, explained in terms of a reduction of grain boundary sliding under the influence of the shock pressure. In this work we perform a detailed study of the effects of hydrostatic pressure on nanophase Cu plasticity and find that it can be understood in terms of pressure dependent grain boundary sliding controlled by a Mohr-Coulomb law.

Age Dependency Ratios and Social Security Solvency

As highlighted by the Social Security Administration (SSA), the aging of the (United States) population, hastened by the impending retirement of the huge baby-boom generation, has caused policy-makers to question whether the U.S. Social Security system can meet the demands for retirement benefits in the future. Because the current system largely pays benefits through taxes paid by current workers, the financial health of the system is sensitive to the ratio of dependents to workers—sometimes called the age dependency ratio or support ratio. Trends and projections of dependency ratios, including the relationship between both older (years 65 and older) and younger (under age 20) dependents to the working-age population in the United States are considered in the first section of this demographic report. Next, the United States is compared to nine other nations, including the seven other members of the G8. In the final section, policy implications of the changing dependent-to-worker ratios are considered in the context of pay-as-you-go (paygo) social security systems.

Sunlight Responsive Thermochromic Window System

Pleotint has embarked on a novel approach with our Sunlight Responsive Thermochromic, SRTâ„¢, windows. We are integrating dynamic sunlight control, high insulation values and low solar heat gain together in a high performance window. The Pleotint SRT window is dynamic because it reversibly changes light transmission based on thermochromics activated directly by the heating effect of sunlight. We can achieve a window package with low solar heat gain coefficient (SHGC), a low U value and high insulation. At the same time our windows provide good daylighting. Our innovative window design offers architects and building designers the opportunity to choose their desired energy performance, excellent sound reduction, external pane can be self-cleaning, or a resistance to wind load, blasts, bullets or hurricanes. SRT windows would provide energy savings that are estimated at up to 30% over traditional window systems. Glass fabricators will be able to use existing equipment to make the SRT window while adding value and flexibility to the basic design. Stability Of Plasma Configurations During Compression

Magnetized Target Fusion (MTF) efforts are based on calculations showing that the addition of a closed magnetic field reduces the driver pressure and rise time requirements for inertial confinement fusion by reducing thermal conductivity. Instabilities that result in convective bulk transport at the Alphen time scale are of particular concern since they are much faster than the implosion time. Such instabilities may occur during compression due to, for example, an increase in the plasma-magnetic pressure ratio {beta} or, in the case of a rotating plasma, spin-up due to angular momentum conservation. Details depend on the magnetic field topology and compression geometry. A hard core z pinch with purely azimuthal magnetic field can theoretically be made that relaxes into a wall supported diffuse profile satisfying the Kadomtsev criterion for the stability of m = 0 modes, which is theoretically preserved during cylindrical outer wall compression. The center conductor radius and current must also be large enough to keep the {beta} below stability limits to stabilize modes with m > 0. High-Intensity Plasma Glass Melter Final Technical Report

The purpose of this project was to demonstrate the energy efficiency and reduced emissions that can be obtained with a dual torch DC plasma transferred arc-melting system. Plasmelt Glass Technologies, LLC was formed to solicit and execute the project, which utilize a full-scale test melter system. The system is similar to the one that was originally constructed by Johns Manville, but Plasmelt has added significant improvements to the torch design and melter system that has extended the original JM short torch lives. The original JM design has been shown to achieve melt rates 5 to 10 times faster than conventional gas or electric melting, with improved energy efficiency and reduced emissions. This project began on 7/28/2003 and ended 7/27/06. A laboratory scale melter was designed, constructed, and operated to conduct multiple experimental melting trials on various glass compositions. Glass quality was assessed. Although the melter design is generic and equally applicable to all sectors within the glass industry, the development of this melter has focused primarily on fiberglass with additional exploratory melting trials of frits, specialty, and minerals-melting applications. Scrape-Off Layer Transport and Deposition Studies in DIII-D

Trace {sup 13}CH{sub 4} injection experiments into the main scrape-off layer of low density L-mode and high-density H-mode plasmas have been performed in the DIII-D tokamak [Luxon{_}NF02] to mimic the transport and deposition of carbon arising from a main chamber sputtering source. These experiments indicated entrainment of the injected carbon in plasma flow in the main SOL, and transport toward the inner divertor. Ex-situ surface analysis showed enhanced {sup 13}C surface concentration at the corner formed by the divertor floor and the angled target plate of the inner divertor in L-mode; in H-mode, both at the corner and along the surface bounding the private flux region inboard of the outer strike point. Interpretative modeling was made consistent with these experimental results by imposing a parallel carbon ion flow in the main SOL toward the inner target, and a radial pinch toward the separatrix. Predictive modeling carried out to better understand the underlying plasma transport processes suggests that the deuterium flow in the main SOL is related to the degree of detachment of the inner divertor leg. Quantitative Experiments With Electrons in a Positively Charged Beam

Intense ion beams are an extreme example of, and difficult to maintain as, a non-neutral plasma. Experiments and simulations are used to study the complex interactions between beam ions and (unwanted) electrons. Such ''electron clouds'' limit the performance of many accelerators. To characterize electron clouds, a number of parameters are measured including: total and local electron production and loss for each of three major sources, beam potential versus time, electron line-charge density, and gas pressure within the beam. Electron control methods include surface treatments to reduce electron and gas emission, and techniques to remove, or block, electrons from the beam. Detailed, self-consistent simulations include beam-transport fields, and electron and gas generation and consistent transport, to compute unexpectedly rich behavior, much of which is confirmed experimentally. For example, in a quadrupole magnetic field, ion and dense electron plasmas interact to produce multi-kV oscillations in the electron plasma and distortions of the beam velocity space distribution, without becoming homogenous or locally neutral.

Interview with Ed Fendell, NASA communications engineer and assistant flight director, as part of the Skylab Oral History Project. The interview includes Fendell's personal experiences about childhood, serving in the Korean War-era Air Force, and joining NASA in 1963. Additionally, Fendell speaks about his communications work for Apollo, Skylab, the International Space Station, and Space Shuttle program missions, trouble-shooting for Skylab missions, lessons learned from the Skylab program, personnel issues at the Johnson Space Center, and turf battles between the Johnson Space Center and other NASA centers. The interview includes an appendix with a photograph and text of what the back of the photograph reads.
