The RERTR Program : a status report.

This paper describes the progress achieved by the Reduced Enrichment for Research and Test Reactors (RERTR) Program in collaboration with its many international partners since its inception in 1978. A brief summary of the results that the program had attained by the end of 1997 is followed by a detailed review of the major events, findings, and activities that took place in 1998. The past year was characterized by exceptionally important accomplishments and events for the RERTR program. Four additional shipments of spent fuel from foreign research reactors were accepted by the U.S. Altogether, 2,231 spent fuel assemblies from foreign research reactors have been received by the U.S. under the acceptance policy. Fuel development activities began to yield solid results. Irradiations of the first two batches of microplates were completed. Preliminary postirradiation examinations of these microplates indicate excellent irradiation behavior of some of the fuel materials that were tested. These materials hold the promise of achieving the pro am goal of developing LEU research reactor fuels with uranium density in the 8-9 g /cm{sup 3} range. Conformational Diversity in (Octaethylporphinato) (trichloroacetato)iron(III) Derivatives

Treatment of [Fe(OEP)]20 with trichloroacetic acid results in ruffled formation of (octaethylporphinato trichloroacetato)iron(HI). Various crystalline solvates can be isolated, depending on the crystallization solvent. Initial crystallization with CHC13/hexanes resulted in the isolation of an unsolvated form. [Fe(OEP)(02C2C13 )]. This form contains distinct porphyrin core conformations at the same site: one is domed and the other is ruffled. Control of criticality in spent nuclear fuel is necessary during all phases of fuel management during storage, transportation, and permanent disposal. Work completed to date is described. Tasks in the original proposal include: seek coverage by an approved quality control program, review documents related to criticality, attend criticality meetings and workshops, and maintain an expertise in criticality. Current work is covered by Univ. of Nevada QA plan, however, coverage under a more thorough plan will be sought in order that the results can be used during NRC licensing.

The Electric Power Monthly (EPM) presents monthly electricity statistics for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead. The Coal and Electric Data and Renewables Division; Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA), Department of Energy prepares the EPM. This publication provides monthly statistics at the State, Census division, and US levels for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source; consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant.

(Test, calibrate, and prepare a BGO photon detector system)

The traveler spent the year at CERN primarily to test, calibrate, and prepare a BGO photon detector system for use in the August 1990 run of WA80 with sulfur beams and for use in future planned runs with an expanded BGO detector. The BGO was used in test-beam runs in December 1989 and April--May 1990 and in the August data-taking run. The Midrapidity Calorimeters (MIRAC) were also prepared in a new geometry for the August run with a new transverse energy trigger. The traveler also continued to refine and carry out simulations of photon detector systems in present and future planned photon detection experiments. The traveler participated in several WA80 collaboration meetings, which were held at CERN throughout the period of stay. Invited talks were presented at the Workshop on High Resolution Electromagnetic Calorimetry in Stockholm, Sweden, November 9--11, 1989, and at the International Workshop on Software Engineering, Artificial Intelligence, and Expert Systems for High-Energy and Nuclear Physics at Lyon, France, March 19--24, 1990. The traveler participated in an experiment to measure particle--particle correlations at 30-MeV/nucleon incident energies at the SARA facility in Grenoble from November 11--24, 1989.

A study of transient particle coarsening. Annual performance report and planned research

Efforts were concentrated on numerically modeling the time-dependent particle coarsening (Ostwald ripening) process. Four models were included: Lifshsitz-Slyozov-Wagner, Brailsford and Wynblatt, Marqusee and Ross, and Marder. The simulations monitored the particle size distribution (PSD) as a function of time; initial PSDs were derived from classical nucleation theory. The ripening kinetics can be represented as a plot of the second moment of normalized PSD vs time. A geometric correction factor is discussed. Future research is planned on Al-Li.

Hydrogen generation during IDMS demonstrations of the Late Washing and Nitric Acid flowsheets

Recently, Late Washing (LW) and Nitric Acid (NA) flowsheets, developed respectively for the DWPF at Savannah River Technology Center SPC and CPC, were demonstrated in the one-fifth scale DWPF pilot facilities, PHEF and IDMS. Using the LW flowsheet, four runs in the PHEF produced enough PHA for two runs in the IDMS (denoted by PX4 and PX5). One of the objectives of these IDMS runs was to obtain peak hydrogen generation rates and compare them to the peak hydrogen generation rate design basis obtained from a previous IDMS run, based on the HAN and Formic Acid (HAN-FA) flowsheets.

Analysis of multiparticle Bose-Einstein correlations in ultra-relativistic heavy ion collisions

We introduce the coalescence variables, a set of three boost-invariant kinematic quantities which may be used in analyzing n-particle correlations. These variables characterize the invariant mass of an n-particle and in three directions and separate the timelike and spacelike characteristics of the source. The analytic Kolehmanien-Gyulassy model is generalized to give two, three, and four-particle correlation functions, with coherence and Coulomb corrections applied to the basic formalism. We demonstrate the relation of the coalescence variables to be radius and duration of the source, and find that for sufficiently large transverse radii, Coulomb effects can suppress the structure of the Hanbury-Brown-Twiss correlations so that no significant information on source size can be obtained. 11 refs., 10 figs.

Gross gamma ray logs, recorded from January 1975 through mid-year 1994 as part of the Single-Shell Tank Farm Dry Well Surveillance Program, have been reanalyzed for the TY tank farm to locate the presence of mobile radionuclides in the subsurface. This report presents the TY tank farm gross gamma ray data in such a way as to assist others in their study of vadose zone mechanism.

Tiger Team Assessment of the Argonne Illinois Site

This report documents the results of the Department of Energy's (DOE) Tiger Team Assessment of the Argonne Illinois Site (AIS) (including the DOE Chicago Operations Office, DOE Argonne Area Office, Argonne National Laboratory-East, and New Brunswick Laboratory) and Site A and Plot M, Argonne, Illinois, conducted from September 17 through October 19, 1990. The Tiger Team Assessment was conducted by a team comprised of professionals from DOE, contractors, consultants. The purpose of the assessment was to provide the Secretary of Energy with the status of Environment, Safety, and Health (ES H) Programs at AIS. Argonne National Laboratory-East (ANL-E) is the principal tenant at AIS. ANL-E is a multiprogram laboratory operated by the University of Chicago for DOE. The mission of ANL-E is to perform basic and applied research that supports the development of energy-related technologies. There are a significant number of ES H findings and concerns identified in the report that require prompt management attention. A significant change in culture is required before ANL-E can attain consistent and verifiable compliance with statutes, regulations and DOE Orders. ES H activities are informal, fragmented, and inconsistently implemented. Communication is seriously lacking, both vertically and horizontally. Management expectations are not known or commondated …

(Environmental impact assessment as applied to policies, plans and programs)

A proposal to study the application of the principles of environmental impact assessment (EIA) to policy, plans, and programs was submitted by the US Environmental Protection Agency (EPA) to the Senior Advisors on Environmental and Water Problems of the United Nations Economic Commission. On approval, EPA asked Oak Ridge National Laboratory (ORNL) to support its efforts as lead participant on an international task force. ORNL is responsible for overall project management, including development of the report. At the first meeting in Geneva on June 18--19, there were representatives from Austria, Canada, Finland, Norway, Poland, Sweden, and the United Kingdom. The administrative/legal setting for EIA in each country was reviewed. The objectives of the task force were defined, and issues related to the application of EIA at the policy level were discussed. At the second meeting, in addition to those countries represented at the first meeting the Commission of Economic Communities, Czech and Slovak Federal Republic, Remark, Federal Republic of Germany, Hungary, and The Netherlands were represented. A brief review was given by the new participants of legal/administrative requirements for EIA in their countries. Case studies were presented by Canada, Finland, The Netherlands, Norway, Sweden, and the United States.

The United States and Japan are closely tied economically. Japan ranks second only to Canada as the largest U.S. export market. Japan is the leading market for American agricultural exports, such as corn and meat; for U.S. crude materials such as wood; and for U.S.-produced aircraft. Japan is also the second largest supplier of U.S. imports. These include cars, consumer electronics, telecommunications equipment, and computers. The United States ranks as Japan's number one export market and import supplier.

Hong Kong's Political Transition: Implications for U.S. Interests

On Oct. 7, 1992, Hong Kong's new Governor Christopher Patten's unveiled proposals to expand the voting franchise in Hong Kong and broaden the scope of democratic institutions. Patten's proposals reflected a growing desire on the part of the colonial government and the people of Hong Kong that, in the aftermath of the 1989 Tiananmen crackdown, Hong Kong should erect safeguards against capricious Chinese government action after 1997. The proposals were seen by the British authorities as consistent with the 1984 Sino-British Joint Declaration -- the agreement governing Hong Kong's transfer to Chinese rule, but Beijing disagreed.

Industrial ecology analysis - final report

This work is intended to contribute to the foundations for formalizing industrial ecology analyses of energy systems (systems for energy generation, transfer. or transformation) and to examine how the tools for performing these analyses can also enhance the field of industrial ecology in other applications. We discuss requirements for studying materials and energy , cycling in industrial processes. with particular emphasis on energy generating systems, through explicit inclusion of entropy concepts in industrial ecology considerations. This perspective is intended to contribute to the theoretical basis for industrial ecology, to the development of tools for comparing the ecological (human and environmental health. and institutional) impacts of energy generating and other industrial processes, and to possible changes in engineering curricula with emphasis on design.

Remote metrology system (RMS) design concept

A 3D remote metrology system (RMS) is needed to map the interior plasma-facing components of the International Thermonuclear Experimental Reactor (ITER). The performance and survival of these components within the reactor vessel are strongly dependent on their precise alignment and positioning with respect to the plasma edge. Without proper positioning and alignment, plasma-facing surfaces will erode rapidly. A RMS design involving Coleman Research Corporation (CRC) fiber optic coherent laser radar (CLR) technology is examined in this study. The fiber optic CLR approach was selected because its high precision should be able to meet the ITER 0.1 mm accuracy requirement and because the CLR`s fiber optic implementation allows a 3D scanner to operate remotely from the RMS system`s vulnerable components. This design study has largely verified that a fiber optic CLR based RMS can survive the ITER environment and map the ITER interior at the required accuracy at a one measurement/cm{sup 2} density with a total measurement time of less than one hour from each of six or more vertically deployed measurement probes.
