Chemical and Biological Defense: DOD Needs to Clarify Expectations in Medical Readiness

A letter report issued by the General Accounting Office with an abstract that begins "Public assessments by Department of Defense (DOD) officials have emphasized the seriousness of the military threat from chemical and biological (CB) weapons. However, neither DOD nor the services have systematically examined the adequacy of the current specialty mix of medical personnel for CB defense. Although some of the services have begun to review the adequacy of staffing of deployable medical units that would manage the consequences of chemical warfare scenarios, they have not done so for biological warfare scenarios. Joint protocols for treating CB casualties have recently been completed, but the services have not yet agreed on which health care providers should provide treatment. Relatively few military health care providers are trained to a standard of proficiency in providing care to CB casualties. The service surgeons general have begun integrating chemical and a few biological scenarios into their medical exercises, but no realistic field exercise of medical support for CB warfare had been concluded. DOD and the services have not fully addressed weaknesses and gaps in modeling, planning, training, tracking, or proficiency testing for the treatment of CB casualties. This report is a compilation of 7 studies conducted for the U.S. Army Corps of Engineers between 1995 and 1998 which used hydroacoustic methods to study the behavior of migrating salmon in response to navigation channel maintenance activities in the lower Columbia River near river mile 45. Differences between daytime and nighttime behavior and fish densities were noted. Comparisons were made of fish distribution across the river (in the channel, channel margin or near shore) and fish depth upstream and downstream of dikes, dredges, and pile driving areas.

AN INVESTIGATION TO DOCUMENT MORROW RESERVOIRS THAT CAN BE BETTER DETECTED WITH SEISMIC SHEAR (S) WAVES THAN WITH COMPRESSIONAL (P) WAVES

Pennsylvanian-age Morrow reservoirs are a key component of a large fluvial-deltaic system that extends across portions of Colorado, Kansas, Oklahoma, and Texas. A problem that operators have to solve in some Morrow plays in this multi-state area is that many of the fluvial channels within the Morrow interval are invisible to seismic compressional (P) waves. This P-wave imaging problem forces operators in such situations to site infill, field-extension, and exploration wells without the aid of 3-D seismic technology. The objective of this project was to develop and demonstrate seismic technology that can improve drilling success in Morrow plays. Current P-wave technology commonly results in 80-percent of Morrow exploration wells not penetrating economic reservoir facies. Studies at Colorado School of Mines have shown that some of the Morrow channels that are elusive as P-wave targets create robust shear (S) wave reflections (Rampton, 1995). These findings caused Visos Energy to conclude that exploration and field development of Morrow prospects should be done by a combination of P-wave and S-wave seismic imaging. To obtain expanded information about the P and S reflectivity of Morrow facies, 9-component vertical seismic profile (9-C VSP) data were recorded at three locations along the Morrow trend. The QUALIT grant funded two broad categories of work: (1) Project-wide QBone engineering, instrumentation, and integration; (2) Focused workshops and measurement work relating specifically to advanced university/DOE connectivity. Significant progress has been made in both areas and, to both, QUALIT funding has been a key enabling resource. This final report summarizes the accomplishments of the QUALIT project and explains changes to the technical focus of the project that, while significant, remained true to the overall project goal: to research, test, and deploy IP layer traffic differentiation to redress congestion-related end-to-end performance problems on key university-DOE lab paths.

A letter report issued by the General Accounting Office with an abstract that begins "This is a follow-on to GAO's report on its audit of the Internal Revenue Service's (IRS) fiscal year 2000 financial statements. Many of the issues raised in this report have persisted for years. IRS believes that the solution to many of these issues may lie in systems modernization. IRS plans to implement a new financial system that includes a cost accounting module as well as integrated administrative and custodial general ledgers that are supported by subsidiary ledgers containing the transactional details for key accounts, such as taxes receivable and property and equipment. IRS continues to make progress in addressing its financial management challenges. The strong commitment by IRS senior management to financial management reform has played a crucial role in the agency's progress so far and is critical for future improvements. IRS has developed many workaround processes that allowed it to produce reliable financial statements for fiscal year 2000. However, these processes take considerable time, effort, and expense and do not fix many of the fundamental financial management issues that continue to plague IRS."

National Ignition Facility (NIF) Control Network Design and Analysis

The control network for the National Ignition Facility (NIF) is designed to meet the needs for common object request broker architecture (CORBA) inter-process communication, multicast video transport, device triggering, and general TCP/IP communication within the NIF facility. The network will interconnect approximately 650 systems, including the embedded controllers, front-end processors (FEPs), supervisory systems, and centralized servers involved in operation of the NIF. All systems are networked with Ethernet to serve the majority of communication needs, and asynchronous transfer mode (ATM) is used to transport multicast video and synchronization triggers. CORBA software infra-structure provides location-independent communication services over TCP/IP between the application processes in the 15 supervisory and 300 FEP systems. Video images sampled from 500 video cameras at a 10-Hz frame rate will be multicast using direct ATM Application Programming Interface (API) communication from video FEPs to any selected operator console. The Ethernet and ATM control networks are used to broadcast two types of device triggers for last-second functions in a large number of FEPs, thus eliminating the need for a separate infrastructure for these functions. Analysis, design, modeling, and testing of the NIF network has been performed to provide confidence that the network design will meet NIF control requirements.

History of the APS Topical Group on Shock Compression of Condensed Matter

In order to provide broader scientific recognition and to advance the science of shock compressed condensed matter, a group of American Physical Society (APS) members worked within the Society to make this field an active part of the APS. Individual papers were presented at APS meetings starting in the 1940's and shock wave sessions were organized starting with the 1967 Pasadena meeting. Shock wave topical conferences began in 1979 in Pullman, WA. Signatures were obtained on a petition in 1984 from a balanced cross-section of the shock wave community to form an APS Topical Group (TG). The APS Council officially accepted the formation of the Shock Compression of Condensed Matter (SCCM) TG at its October 1984 meeting. This action firmly aligned the shock wave field with a major physical science organization. Most early topical conferences were sanctioned by the APS while those held after 1992 were official APS meetings. The topical group organizes a shock wave topical conference in odd numbered years while participating in shock wavehigh pressure sessions at APS general meetings in even numbered years.

Radioactive ion beam production and development at the Holifield Radioactive Ion Beam Facility (HRIBF) will be detailed in a talk at this conference. A highlight during this period, however, has been providing A{approx}130 neutron-rich RIBs at energies up to {approx}4 MeV/nucleon. At the present time, the HRIBF is the only facility in the world capable of providing such beams.

Summary of Granulation Matrix Testing for the Plutonium Immobilization Program

In FY00, a matrix for process development testing was created to identify those items related to the ceramic process that had not been fully developed or tested and to help identify variables that needed to be tested. This matrix, NMTP/IP-99-003, was jointly created between LLNL and SRTC and was issued to all affected individuals. The matrix was also used to gauge the progress of the development activities. As part of this matrix, several series of tests were identified for the granulation process. This summary provides the data and results from the granulation testing. The results of the granulation matrix testing were used to identify the baseline process for testing in the PuCTF with cold surrogates in B241 at LLNL.

Anisotropic flow at the SPS and RHIC

The results on directed and elliptic flow for Pb + Pb at the full energy of the SPS (158 GeV/A) and from the first year of Au + Au at RHIC ({radical}s{sub NN} = 130 GeV) are reviewed. The different experiments agree well and a consistent picture has emerged indicating early time thermalization at RHIC.

Proton Emission from Gamow Resonance

We demonstrated that it is possible to calculate the complex energy of the deformed Gamow state with a precision that is high enough so that the half-life calculated from the imaginary part of the energy is meaningful. We also performed a comparison between non-adiabatic and adiabatic calculations. It can be concluded that, in many cases, the corrected adiabatic treatment cannot be used as a substitute for the full non-adiabatic calculations.

Status of the Holifield Radioactive Ion Beam Facility

The Holifield Radioactive Ion Beam Facility received authorization in December 1996 to commence routine operation as a National User Facility. Significant progress has been made toward the goal of providing high-quality radioactive ion beams. The task of producing radioactive ion beams of sufficient intensity to do research has required extensive research and development on target materials and ion-source design. During 1997-1998, our radioactive beam research and development program concentrated on target/ion source systems for the production of {sup 17,18}F and neutron-rich isotopes. Reliable and robust systems were successfully developed and, in 1999-2001, the facility provided over 3000 hours of radioactive ion beams for nuclear structure and astrophysics research. In this report, we discuss our operational experience and development activities since routine operation began.

Strategies for Refining IEC 61400-2: Wind Turbine Generator Systems - Part 2: Safety of Small Wind Turbines: Preprint

This paper provides a status of the changes currently being made by IEC Maintenance Team 02 (MT02) to the existing IEC 61400-2 ''Safety of small wind turbines.'' In relation to the work done by IEC MT02, work has been done by NREL and Windward Engineering under the DOE/NREL Small Wind Turbine (SWT) Project. Aeroelastic models were built and measurements taken on a Whisper H40 turbine and an AOC 15/50. Results from this study were used to verify the simple design equations. This verification will be used to evaluate how changes made in the design load estimation section of the standard work out for a broad range of turbine configurations. The work presented here builds on work performed by Van Hulle (1996).

Roof Integrated Solar Absorbers: The Measured Performance of ''Invisible'' Solar Collectors: Preprint

The Florida Solar Energy Center (FSEC), with the support of the National Renewable Energy Laboratory, has investigated the thermal performance of solar absorbers that are an integral, yet indistinguishable, part of a building's roof. The first roof-integrated solar absorber (RISA) system was retrofitted into FSEC's Flexible Roof Facility in Cocoa, Florida, in September 1998. This ''proof-of-concept'' system uses the asphalt shingle roof surface and the plywood decking under the shingles as an unglazed solar absorber. Data was gathered for a one-year period on the system performance. In Phase 2, two more RISA prototypes were constructed and submitted for testing. The first used the asphalt shingles on the roof surface with the tubing mounted on the underside of the plywood decking. The second prototype used metal roofing panels over a plywood substrate and placed the polymer tubing between the plywood decking and the metal roofing. This paper takes a first look at the thermal performance results for the ''invisible'' solar absorbers that use the actual roof surface of a building for solar heat collection.
