This report provides background information and issues for Congress on multiyear procurement (MYP) and block buy contracting (BBC), which are special contracting mechanisms that Congress permits the Department of Defense (DOD) to use for a limited number of defense acquisition programs. Compared to the standard or default approach of annual contracting, MYP and BBC have the potential for reducing weapon procurement costs by several percent.

Federal Lifeline Program: Frequently Asked Questions
This report answers frequently asked questions regarding the Federal Lifeline Program which was established in 1985 by the Federal Communications Commission (FCC) to assist qualifying low-income consumers in gaining access to and remaining on the telecommunications network. The program assists eligible individuals in paying the reoccurring monthly service charges associated with telecommunications usage. While initially designed to support traditional landline service, in 2005 the FCC expanded the program to cover either a landline or a wireless/mobile option. On March 31, 2016, the FCC adopted an Order (2016 Order or Order) to once again expand the program to make broadband an eligible service. The Lifeline program is available to eligible low-income consumers in every state, territory, commonwealth, and on tribal lands.

Qatar: Governance, Security, and U.S. Policy
This report provides an overview of Qatar's governmental structure and leaders, economy, human rights concerns, relations with other Middle Eastern countries, defense cooperation with the U.S., and the recent severing of relations with Qatar by Saudi Arabia and several of its allies such as Bahrain, the UAE, and Egypt over its ties with the Muslim Brotherhood and alleged state sponsorship of terrorism. Second Treasury Report on Regulatory Relief: Capital Markets
This report describes highlights of the October 6, 2017, Treasury Department report "A Financial System that Creates Economic Opportunities: Capital Markets" that primarily examines the regulation of debt, equity, commodities, and derivatives markets. The report is the second of a series written in accordance with Executive Order (E.O.) 13772, which was issued by the President on February 3, 2017. The capital markets report provides 91 policy recommendations, the majority of which could be implemented by the primary regulators of U.S. capital markets: the Securities and Exchange Commission (SEC), Commodity Futures Trading Commission (CFTC), state securities regulators, and Self-Regulatory Organizations (SROs). Nine of the 91 Treasury recommendations would require congressional action.

Backlog of Sexual Assault Evidence: In Brief
This report provides background on the sexual assault kit (SAKs, also referred to as "rape kits") backlog and information on federal efforts to reduce it. The backlog of SAKs has raised concerns over justice for assault victims and that additional victimizations could have been prevented had the evidence from any given kit been tested and the perpetrator apprehended in a timely manner.
