Energy Provisions in the 2014 Farm Bill (P.L. 113-79): Status and Funding

This report focuses on those policies contained in the 2014 farm bill that support agriculture-based renewable energy, especially biofuels. The introductory sections of this report briefly describe how USDA bioenergy policies evolved and how they fit into the larger context of U.S. biofuels policy. Then, each of the bioenergy provisions of the 2014 farm bill are defined in terms of their function, goals, administration, funding, and implementation status. In an appendix at the end of this report, Table A-1 presents data on 2014 farm bill budgetary authority for energy provisions, while Table A-2 presents the original budget authority for Title IX programs under the previous 2008 farm bill. A third table (Table A-3) provides a side-by-side comparison of Title IX energy-related provisions for current versus previous law.

Small Business Size Standards: A Historical Analysis of Contemporary Issues

This report provides a historical examination of the SBA's size standards and assesses competing views concerning how to define a small business. It also discusses P.L. 112-239, the National Defense Authorization Act for Fiscal Year 2013, which requires the SBA to make available a justification when establishing or approving a size standard that the size standard is appropriate for each individual industry classification. It addresses the SBA's recent practice of combining size standards within industrial groups as a means to reduce the complexity of its size standards and to provide greater consistency for industrial classifications that have similar economic characteristics; P.L. 114-328, the National Defense Authorization Act for Fiscal Year 2017, which authorizes the SBA to establish different size standards for agricultural enterprises using existing methods and appeal processes.

Family Violence Prevention and Services Act (FVPSA): Background and Funding

This report provides an overview of the federal response to domestic violence--defined broadly to include acts of physical and nonphysical violence against spouses and other intimate partners--through the Family Violence Prevention and Services Act (FVPSA). The report begins with background on the definitions of domestic violence, family violence, and related terms. This background section also describes the risk factors for domestic violence and estimates of the number of victims. The next section of the report addresses the history leading up to the enactment of FVPSA, and the major components of the act: a national domestic violence hotline, support for domestic violence shelters and non-residential services, and coordination efforts to prevent domestic violence. The report then discusses recent efforts under FVPSA to assist children and youth exposed to domestic violence, including teen dating violence. Finally, the report provides an overview of FVPSA's interaction with other federal laws, including the Child Abuse Prevention and Treatment Act (CAPTA) and the Violence Against Women Act (VAWA).

Youth Transitioning from Foster Care: Background and Federal Programs

This report provides background on teens and young adults in and exiting from foster care, and the federal support that is available to these youth as they transition to adulthood. It begins with a discussion of the characteristics of youth who have had contact with the child welfare system, including those who entered care, as well as those who exited care via emancipation because they have reached the legal age of majority. The report then provides an overview of the federal foster care system, including the Chafee Foster Care Independence program (CFCIP), and provisions in federal foster care law that are intended to help prepare youth for adulthood. The report goes on to discuss federal support for youth aging out of care in the areas of education, health care, employment, and housing. The report seeks to understand how states vary in their approaches to serving older youth in care and those who are recently emancipated.
