Cost/risk/benefit analysis report on the decontamination and decommissioning of Z-plant

This study was performed to estimate the cost of decontaminating and decommissioning Z-Plant. All of the buildings in the Z-Plant exclusion area except Building 2736-Z, the plutonium storage vault, are included in the study. The study also excludes all underground facilities within the exclusion area which are not contained within a building and all Z-Plant related facilities outside the perimeter fence. The contamination in Z-Plant is primarily /sup 239/Pu which has a half-life of 24,360 years. Because of the long half-life of /sup 239/Pu, it is not practical to consider the isolation of the facility to await reduction of the contamination level by natural decay. Therefore, this study analyzes the costs, risk and benefit of decontaminating Z-Plant to four different levels of residual contamination. The three principle criteria used in the analysis are cost, the risk of offsite dose to the public, and the occupational exposure to onsite personnel.

On July 19, 2006, GAO testified on the results of its purchase card work. This report summarizes the testimony and provides recommendations. Department of Homeland Security (DHS) cardholders made thousands of transactions related to hurricane relief operations. GAO analyzed transactions between June and November of 2005 to determine if (1) DHS's control environment and management of purchase card usage were effective; (2) DHS's key internal control activities operated effectively and provided reasonable assurance that purchase cards were used appropriately; and (3) potentially fraudulent, improper, and abusive purchase card activity existed at DHS."

To accomplish these goals, the Army focused on upgrading and modernizing existing equipment, rapidly fielding new equipment, incorporating new technologies as they became available, and restructuring aviation warfighting units. Initially, fielding the developmental Comanche helicopter was a key focus of modernization, but when the Comanche program was terminated in 2004, an investment strategy was presented to Congress that would redistribute $14.6 billion of planned Comanche funding through fiscal year 2011 to enhance a broad range of Army aviation modernization efforts. Furthermore, the Army is currently re-evaluating the plans that were established in 2004 by conducting several assessments, tracking progress, and assessing future capability requirements, and intends to develop an updated Aviation Modernization Plan in 2010. However, questions have been raised about how the agencies responsible for wildland fire management--the Department of Agriculture's Forest Service and the Department of the Interior's (Interior) Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), Fish and Wildlife Service (FWS), and National Park Service (NPS)--allocate their fuel reduction budgets and select projects. Combat vehicles generally move on tracks versus wheels and include the Abrams tank, Bradley Fighting vehicle, and the Paladin self-propelled howitzer. Tactical vehicles generally move on wheels and include the High Mobility Multi-purpose Wheeled Vehicle (HMMWV), the Mine Resistant Ambush Protected (MRAP) vehicle, and families of trucks and trailers. Head Start: Undercover Testing Finds Fraud and Abuse at Selected Head Start Centers

A letter report issued by the Government Accountability Office with an abstract that begins "The Head Start program provides child development services primarily to low-income families and their children. Federal law allows up to 10 percent of families to have incomes above 130 percent of the poverty line--GAO refers to them as over-income families. Families with incomes below 130 percent of the poverty line, or that meet certain other criteria, are referred to as under-income families. Nearly 1 million children a year participate in Head Start, and the American Recovery and Reinvestment Act provided an additional $2.1 billion. GAO received hotline tips alleging fraud by grantees. In response, GAO investigated the allegations, conducted undercover tests to determine if other centers were committing fraud, and documented instances where potentially eligible children were put on Head Start wait lists. On May 18, 2010 GAO testified on the preliminary results of the ongoing investigation. This report reiterates the findings disclosed in GAO's May testimony, and discusses new findings related to specific fraud allegations at two Head Start grantees. A letter report issued by the Government Accountability Office with an abstract that begins "Section 587 of the John Warner National Defense Authorization Act for Fiscal Year 2007 required GAO to address (1) the trends in the number of conscientious objector applications for the active and reserve components during calendar years 2002 through 2006; (2) how each component administers its process for evaluating conscientious objector applications; and (3) whether, upon discharge, conscientious objectors are eligible for the same benefits as other former servicemembers. GAO's review included the Coast Guard components. GAO compiled numbers of applications based on data provided by the Armed Forces. However, these numbers do not include the numbers of applications that are not formally reported to the components' headquarters. Also, the Defense Manpower Data Center does not maintain separate data on numbers of applications for conscientious objector status; it does maintain data on reasons for separation. GAO used these data to help assess the reasonableness of the component-provided data and to compile demographic data."

A letter report issued by the General Accounting Office with an abstract that begins "Since the 1920s, the Army's Ceremonial Rifle Program has lent obsolete or condemned rifles to veterans' organizations for funerals and other ceremonies. The M-1 is the only rifle currently authorized for this purpose. The National Defense Authorization Act for Fiscal Year 2000 authorized the Secretary of the Army to conditionally loan or donate M-1 rifles and required that GAO review and report on the Secretary's exercise of authority under the amended law. The Army issued an interim change to its regulation governing the Ceremonial Rifle Program that partially addresses the Secretary's authority under the law. This interim change addresses (1) the number of rifles that may be provided and (2) the security, safety, and accountability over provided rifles. From the time the law was amended in October 1999 through March 2001, the Army reported providing 232 organizations with 2,054 rifles and had 937 open requests for 8,395 rifles. The Army estimates that it has provided more than 300,000 rifles under the Ceremonial Rifle Program since the program's inception."

However, recent reports by the court monitor show that CFSA is not meeting performance requirements on many measures.
