2009 Site Environmental Report

Each year, Brookhaven National Laboratory (BNL) prepares an annual Site Environmental Report (SER) in accordance with DOE Order 231.1A, Environment, Safety and Health Reporting of the U.S. Department of Energy. The report is written to inform the public, regulators, employees, and other stakeholders of BNL's environmental performance during the calendar year in review. The SER summarizes environmental data; environmental management performance; compliance with applicable DOE, federal, state, and local regulations; and compliance, restoration, and surveillance monitoring program performance. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. The report is available in print and as a downloadable file on the BNL web page at http://www.bnl.gov/ewms/ser/. A summary of the SER is also prepared each year to provide a general overview of the report, and is distributed with a CD of the full report.

Acoustic Doppler Current Profiler Surveys of Velocity Downstream of Albeni Falls Dam

The U.S. Army Corps of Engineers (USACE), Seattle District, is studying the potential to locate fish bypass systems at Albeni Falls Dam. The USACE requested Pacific Northwest National Laboratory (PNNL) to survey velocity magnitude and direction in the dam tailrace. The empirical data collected will be used to support future numerical modeling, physical modeling, and evaluation of fish bypass system alternatives. In May 2010, PNNL conducted velocity surveys of the Albeni Falls Dam using a boat-mounted acoustic Doppler current profiler. The surveys were conducted over three days (May 25 through 27). During the survey period, total river discharge at the dam varied between 30.2 and 31.0 kcfs. A small amount of spill discharge, 2 kcfs, was present on two days (May 26 and 27). This report presents data plots showing measured velocity direction and magnitude averaged over the entire depth and over 5-ft depth increments from 5 to 30 ft.

Air Ambulance: Effects of Industry Changes on Services Are Unclear

A letter report issued by the Government Accountability Office with an abstract that begins "Changes in the air ambulance industry's size and structure have led to differences of opinion about the implications for air ambulance use, safety, and services. Some industry stakeholders believe that greater state regulation would be good for consumers. While states can regulate the medical aspects of air ambulances, the Airline Deregulation Act (ADA) preempts states from economic regulation--i.e., regulating rates, routes, and services--of air ambulances. Other stakeholders view the industry changes as having been beneficial to consumers and see no need for a regulatory change. Asked to review the U.S. air ambulance industry, GAO examined (1) changes in the industry in the last decade and the implications of these changes on the availability of air ambulances and patient services and (2) the relationship between federal and state oversight and regulation of the industry. GAO analyzed available data about the industry; synthesized empirically based literature on the industry; visited four air ambulance providers with differing views on the industry changes; and interviewed federal and industry officials."

The Energy Independence and Security Act of 2007 requires installations (EISA) to install solar systems of sufficient capacity to provide 30% of service hot water in new construction and renovations where cost-effective. However, installations are struggling with how to implement solar hot water, and while several installations are installing solar hot water on a limited basis, paybacks remain long. Pacific Northwest National Laboratory (PNNL) was tasked to address this issue to help determine how best to implement solar hot water projects. This documents discusses the results of that project.

Document describes an onsite workshop and building retuning training conducted in Guam in August 2010. Document reports on issues identified during an audit of several buildings and recommendations to save energy throughout the site. During the workshop, it became apparent that as site personnel maintain the facilities at Guam, the following retuning efforts and strategies should be prioritized: (1) Controlling the mechanical systems operational hours and zone temperature set points appeared to present the best opportunities for savings; (2) Zone temperature set points in some buildings are excessively low, especially at night, when the zone temperatures are so cold that they approached the dewpoint; and (3) Manually-set outside air dampers are providing excessive outside air, especially for spaces that are unoccupied. Two of the larger schools, one on the Naval Base and one on Anderson AFB, are in need of a significant recommissioning effort. These facilities are relatively new, with direct digital controls (DDC) but are significantly out of balance. The pressure in one school is extremely negative, which is pulling humid air through the facility each time a door is opened. The draft can be felt several feet down the halls.
