A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Communications Commission (FCC) is charged with regulating interstate and international communications by radio, television, wire, satellite, and cable. The Telecommunications Act of 1996 established that FCC should promote competition and reduce regulation to secure lower prices and higher-quality services for American consumers. FCC implements its policy aims through rulemaking, whereby the agency notifies the public of a proposed rule and provides an opportunity for the public to participate in the rule's development. These rulemakings are documented within a public docket that contains the rulemaking record. In response to a congressional request on FCC rulemaking, GAO (1) described FCC's rulemaking process; (2) determined, for specific rulemakings, the extent to which FCC followed its process; and (3) identified factors that contributed to some dockets and rulemakings remaining open. GAO reviewed recent FCC rules, interviewed FCC officials and stakeholders, and conducted case studies of rulemakings."

Correspondence issued by the Government Accountability Office with an abstract that begins "This correspondence follows up an August 1, 2007, meeting to discuss concerns about changes in the cost and savings estimates and the potential loss of expertise and experience from the closure of Fort Monmouth, New Jersey, among other issues, since the recommendation to close Fort Monmouth as part of the Department of Defense's (DOD) 2005 Base Realignment and Closure (BRAC) round became effective. The work since the independent Defense Base Closure and Realignment Commission's (the Commission) recommendations became effective has been done under the authority of the Comptroller General to conduct reviews on his own initiative and has focused on the implementation of realignment and closure actions. This brief summary reviews our public observations made in 2005 about the 2005 BRAC round, specifically those related to Fort Monmouth. Also reviewed, under the Comptroller General's authority to conduct reviews on his own initiative, is the methodology of a forthcoming DOD report on the transfer of technical capabilities from Fort Monmouth to Aberdeen Proving Ground, Maryland."

A letter report issued by the Government Accountability Office with an abstract that begins "In recent years, considerable debate has centered on companies using the chapter 11 bankruptcy reorganization process to reduce or eliminate employer-sponsored benefits in an effort to become more competitive. Congress recently enacted several laws, in part, to help address this issue. Most notably, Congress passed the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA) and the Pension Protection Act of 2006 (PPA). BAPCPA contained provisions related to chapter 11 business bankruptcies and sought to address the treatment of benefits during the bankruptcy process. In addition, the PPA amended several Employee Retirement Income Security Act of 1974 (ERISA) provisions related to defined benefit (DB) plans in bankruptcy. This report addresses (1) how, if at all, recent legislative changes affected the treatment of pension and health benefits during chapter 11 bankruptcies, and (2) what is known about the extent to which businesses have modified employee or retiree pension and health benefits. GAO reviewed filings of 115 public companies that filed for bankruptcy between October 17, 2004 and October 17, 2006, and conducted interviews with various experts on the treatment of benefits in the bankruptcy process. Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security's (DHS) recent 4-year anniversary provides an opportunity to reflect on the progress DHS has made. The creation of DHS was one of the largest federal reorganizations in the last several decades, and GAO has reported that it was an enormous management challenge and that the size, complexity, and importance of the effort made the challenge especially daunting and critical to the nation's security. Our prior work on mergers and acquisitions has found that successful transformations of large organizations, even those faced with less strenuous reorganizations than DHS, can take at least 5 to 7 years to achieve. This testimony is based on our August 2007 report evaluating DHS's progress since March 2003. Specifically, it addresses DHS's progress across 14 mission and management areas and key themes that have affected DHS's implementation efforts."

The National Ignition Facility (NIF) Power Conditioning System provides the pulsed excitation required to drive flashlamps in the laser's optical amplifiers. Modular in design, each of the 192 Main Energy Storage Modules (MESMs) stores up to 2.2 MJ of electrical energy in its capacitor bank before delivering the energy to 20 pairs of flashlamps in a 400 {micro}s pulse (10% power points). The peak current of each MESM discharge is 0.5 MA. Production, installation, commissioning and operation of the NIF Power Conditioning continue to progress rapidly, with the goals of completing accelerated production and commissioning by early 2008, while maintaining an aggressive operation schedule. To date, more than 97% of the required modules have been assembled, shipped and installed in the facility, representing more that 380 MJ of stored energy available for driving NIF flashlamps. The MESMs have displayed outstanding reliability during daily, multiple-shift operations.

There is a growing appreciation that hidden sector dynamics may affect the supersymmetry breaking parameters in the visible sector (supersymmetric standard model), especially when the dynamics is strong and superconformal. We point out that there are effects that have not been previously discussed in the literature. For example, the gaugino masses are suppressed relative to the gravitino mass. We discuss their implications in the context of various mediation mechanisms. The issues discussed include anomaly mediation with singlets, the mu (B mu) problem in gauge and gaugino mediation, and distinct mass spectra for the superparticles that have not been previously considered.

The effect of intermolecular {pi}-{pi} stacking on the electrical and mechanical properties of monolayer films molecules containing aromatic groups was studied using atomic force microscopy. Two types of aromatic molecules, (4-mercaptophenyl) anthrylacetylene (MPAA) and (4-mercaptophenyl)-phenylacetylene (MPPA) were used as model systems with different {pi}-{pi} stacking strength. Monolayer films of these molecules on Au(111) surfaces exhibited conductivities differing by more than one order of magnitude, MPAA being the most conductive and MPPA the least conductive. The response to compressive loads by the AFM tip was also found to be very different for both molecules. In MPAA films distinct molecular conductivity changes are observed upon mechanical perturbation. This effect however was not observed on the MPPA film, where intermolecular {pi}-{pi} interactions are likely weaker.

We use large N duality to study brane/anti-brane configurations on a class of Calabi-Yau manifolds. With only branes present, the Calabi-Yau manifolds in question give rise to N=2 ADE quiver theories deformed by superpotential terms. We show that the large N duality conjecture of hep-th/0610249 reproduces correctly the known qualitative features of the brane/anti-brane physics. In the supersymmetric case, the gauge theories have Seiberg dualities which are represented as flops in the geometry. Moreover, the holographic dual geometry encodes the whole RG flow of the gauge theory. In the non-supersymmetric case, the large N duality predicts that the brane/anti-brane theories also enjoy such dualities, and allows one to pick out the good description at a given energy scale.

The U. S. Department of Energy (DOE) is required by Comprehensive Environmental Response, Compensation, and Liability Act of 1980 regulations to develop a conceptual understanding of potential contaminant releases from the Hanford Site based on an evaluation of existing data and known historical practices. Polychlorinated biphenyls (PCBs) are one environmental contaminant potentially released through leaks, spills, or disposal. This document presents a summary of selected relevant existing information, including environmental studies and Hanford Site analytical data.

A multifactor study was conducted by Battelle for the US Army Corps of Engineers to assess the significance of the presence of a radio telemetry transmitter on the effects of rapid decompression from simulated hydro turbine passage on depth acclimated juvenile run-of-the-river Chinook salmon. Study factors were: (1) juvenile chinook salmon age;, subyearling or yearling, (2) radio transmitter present or absent, (3) three transmitter implantation factors: gastric, surgical, and no transmitter, and (4) four acclimation depth factors: 1, 10, 20, and 40 foot submergence equivalent absolute pressure, for a total of 48 unique treatments. Exposed fish were examined for changes in behavior, presence or absence of barotrauma injuries, and immediate or delayed mortality. Logistic models were used to test hypotheses that addressed study objectives. The presence of a radio transmitter was found to significantly increase the risk of barotrauma injury and mortality at exposure to rapid decompression. Gastric implantation was found to present a higher risk than surgical implantation. Fish were exposed within 48 hours of transmitter implantation so surgical incisions were not completely healed.
