CHIRPED PULSE AMPLIFICATION OF HGHG-FEL FACILITY AT BNL.

The DUV-FEL facility has been in operation in High Gain Harmonic Generation (HGHG) mode for one year producing 266 nm output from 177 MeV electrons. In this paper we present preliminary results of the Chirped Pulse Amplification (CPA) of HGHG radiation. In the normal HGHG process, a 1 ps electron beam is seeded by chirped 9 ps long 800 nm Ti:Sapphire laser. The electron beam sees only a narrow fraction of the seed laser bandwidth. However, in the CPA case the seed laser pulse length is reduced to 1 ps, and the electron beam sees the full bandwidth. We introduce an energy chirp on electron beam to match the chirp of the seed pulse, enabling the resonant condition for the whole beam. We present measurements of the spectrum bandwidth for various chirp conditions.

Comparison of Linear Microinstability Calculations of Varying Input Realism

The effect of varying ''input realism'' or varying completeness of the input data for linear microinstability calculations, in particular on the critical value of the ion temperature gradient for the ion temperature gradient mode, is investigated using gyrokinetic and gyrofluid approaches. The calculations show that varying input realism can have a substantial quantitative effect on the results.

DESIGN OF 1.2 GEV SCL AS NEW INJECTOR FOR THE BNL AGS.

Gradient Synchrotron (AGS) accelerator complex at the Brookhaven National Laboratory (BNL) to provide an average beam power of 1 MW at the energy of 28 GeV. The facility is to be used primarily as a proton driver for the production of intense neutrino beams [1,2]. A study of a proton Super-Conducting Linac (SCL) as the new injector to the AGS has just been completed [3] and found feasible. We are now initiating a second design phase with more emphasis on engineering considerations, namely: cryogenics, cryostat design, RF cavity design, RF power couplers and power sources, conventional engineering, and insertions for transverse focusing and other beam utilities. Some of these issues are addressed in this paper.

Determining the Cause for Low Flowrates during Am/Cm Simulant Testing in F-Area

30,000 gallons of Americium/Curium (Am/Cm) slurry was transferred from F-Canyon to Tank 51H over an 18 hour period. This was the first continuous transfer of waste from F-Canyon to a waste tank. Prior to the successful Am/Cm transfer, the facility had experienced difficulties in transferring simulated solutions. A team of personnel from several divisions worked in well-coordinated fashion to determine a cost effective means to identify and mitigate the obstacles to the transfer. The team successfully diagnosed the causes of the problem, replicated the observed behavior in laboratory tests and computer modeling, and recommended controls and changes to facility operations. A successful simulant transfer demonstrated readiness for the Am/Cm transfer. This report summarizes the results of the investigation to determine the cause for the poor flow rate experienced during simulant testing in F-Area. Flow rates as low as 3 gallons per minute (gpm) occurred at the end of the transfer. This report includes an explanation for the low flow rate and recommends controls to prevent the reoccurrence. We recommend the following controls to prevent the reoccurrence of slow flows. 1. Diagnostic Setup for Characterization of Near-Anode Processes in Hall Thrusters

A diagnostic setup for characterization of near-anode processes in Hall-current plasma thrusters consisting of biased and emissive electrostatic probes, high-precision positioning system and low-noise electronic circuitry was developed and tested. Experimental results show that radial probe insertion does not cause perturbations to the discharge and therefore can be used for accurate near-anode measurements.

Drug Control: International Policy and Approaches

Over the past decade, worldwide production of illicit drugs has risen dramatically: opium and marijuana production has roughly doubled and coca production tripled. Street prices of cocaine and heroin have fallen significantly in the past 20 years, reflecting increased availability. Despite apparent national political resolve to deal with the drug problem, inherent contradictions regularly appear between U.S. anti-drug policy and other national policy goals and concerns. The mix of competing domestic and international pressures and priorities has produced an ongoing series of disputes within and between the legislative and executive branches concerning U.S. international drug policy. One contentious issue has been the Congressionally-mandated certification process, an instrument designed to induce specified drug-exporting countries to prioritize or pay more attention to the fight against narcotics businesses.

A letter report issued by the General Accounting Office with an abstract that begins "The Federal Home Loan Bank System's (FHLBank System) traditional approach to providing community and housing finance through 12 regional FHLBanks faces continual challenges due to consolidation in the financial services industry and the emergence of mortgage lenders with nationwide operations. In addition, the Federal Housing Finance Board (FHFB), the System's financial regulator, is analyzing the benefits and costs of potential changes to the System's membership rules that would make it easier for financial institutions to join multiple FHLBank districts (referred to as multidistrict membership). To provide information that would be helpful in assessing the potential safety and soundness implications of these developments, GAO was asked among other items to (1) determine whether key differences exist in the terms--such as interest rates and collateral requirements--that FHLBanks make on loans, also known as advances, to member financial institutions such as banks and thrifts and (2) discuss FHFB's oversight of the FHLBanks and safety and soundness data reporting requirements."

Hot Electron Measurement and Modeling for Short-Pulse Laser Plasma Interactions

We measured the hot electron production from short pulse laser plasma interactions using a fiber-array-based compact electron spectrometer that uses permanent magnets for electron energy dispersion and over 100 scintillating fibers coupled to a 1024 x 1024 pixel CCD as the detection system. This spectrometer has electron energy coverage from 10 keV to 60 MeV. The whole spectrometer is compact with dimensions of 8 inch x 7 inch x 4 inch. We performed systematic measurements of electron production on the ultra short pulse laser JanUSP (with pulse width less than 100 fs) at intensity range interest to Fast Ignition scheme from 10{sup 17} Wcm{sup -2} up to 10{sup 19} Wcm{sup -2} at Lawrence Livermore National laboratory. The electron distributions were obtained at various laser energies for different solid target materials and observation angles. We determined characteristic temperature of the escaped hot electrons at various incident laser intensity which is confirmed by theoretical simulations using the ZOHAL Particle-in-cell (PIC) code.

Improvements in Neutronics/Thermal-Hydraulics Coupling in Two-Phase Flow Systems Using Stochastic-Mixture Transport Models

In this NEER project, researchers from Oregon State University have investigated the limitations of the treatment of two-phase coolants as a homogeneous mixture in neutron transport calculations. Improved methods of calculating the neutron distribution in binary stochastic mixtures have been developed over the past 10-15 years and are readily available in the transport literature. These methods are computationally more expensive than the homogeneous (or atomic mix) models, but can give much more accurate estimates of ensemble average fluxes and reaction rates provided statistical descriptions of the distributions of the two materials are know. A thorough review of the two-phase flow literature has been completed and the relevant mixture distributions have been identified. Using these distributions, we have performed Monte Carlo criticality calculations of fuel assemblies to assess the accuracy of the atomic mix approximation when compared to a resolved treatment of the two-phase coolant. To understand the benefit of more advanced binary stochastic mixture models, we have also compared Levermore-Pomraning BSM transport calculations to atomic mix and benchmark calculations in mixtures of a material in a near void. These comparisons yield valuable information about both the ensemble average scalar flux and the variance in the scalar flux.
