Electricity: The Road Toward Restructuring
The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

Reactive Behavior of K-Basin Spent Nuclear Fuel
The Hanford Spent Nuclear Fuel Project focuses its efforts on determining how to safely move the degraded N-Reactor spent fuel from water-stored basins to a dry storage facility. Based on the laboratory data, the project chose to use a conservative enhancement factor in analyzing the oxidation behavior of the spent metallic fuel. However, there is a need for the project to increase the fuel throughput for the drying treatment process by implementing certain design optimization steps. The study discussed in this paper re-evaluated the previous laboratory data in conjunction with the cold vacuum drying (CVD) process experience and determined whether the built-in level of conservatism could accommodate the potential changes in the process without compromising public and worker safety. An established oxidation reaction-rate constant was used to accurately determine the reactive surface areas of corroded N-Reactor fuel elements. The surface areas calculated for 6 different N-Reactor elements that were stored in the K-West Basin and shipped to Pacific Northwest National Laboratory for drying studies ranges from as low as 0.0018 m2 for a broken element to 8.1 m2 for a highly corroded SNF element 5744U. Analysis of Premixed Charge Compression Ignition Combustion with a Sequential Fluid Mechanics-Multizone Chemical Kinetics Model
We have developed a methodology for analysis of PCCI engines that applies to conditions in which there is some stratification in the air-fuel distribution inside the cylinder at the time of combustion. Our analysis methodology consists of two stages: first, a fluid mechanics code is used to determine temperature and equivalence ratio distributions as a function of crank angle, assuming motored conditions. The distribution information is then used for grouping the mass in the cylinder into a two-dimensional (temperature-equivalence ratio) array of zones. The zone information is then handed on to a detailed chemical kinetics model that calculates combustion, emissions and engine efficiency information. The methodology applies to situations where chemistry and fluid mechanics are weakly linked. The results of the multi-zone model have been compared to the results obtained from a fully integrated code, in which a chemical kinetics code is directly linked into a fluid mechanics code to calculate chemistry in every cell of the grid. The results show that the multi-zone model predicts burn duration and peak cylinder pressure with good accuracy. However, ignition timing predicted by the multi-zone model is sensitive to the transition angle between the fluid mechanics code and the chemical kinetics code. The …

Engineering study TWRS privatization phase I roads and rail system modifications
The DOE-RL is pursuing a new business strategy of hiring private contractors for treatment of Hanford Site tank wastes. This strategy is called privatization and includes design, permitting , construction, operation and deactivation of facilities for tank waste treatment. The TWRS Privatization Infrastructure Project is part of the first phase of the initiative. It consists of several sub-projects which will provide key physical interfaces and services needed to support the privatization mission. One sub-project is to establish transport system changes needed to support the privatization initiative. Specifically, this study identifies the road and rail system modifications needed to service the privatization site in 2OOE; an area previously developed and characterized for Grout Disposal.

Feasibility assessment of copper-base waste package container materials in a tuff repository
This report discussed progress made during the second year of a two-year study on the feasibility of using copper or a copper-base alloy as a container material for a waste package in a potential repository in tuff rock at the Yucca Mountain site in Nevada. Corrosion testing in potentially corrosive irradiated environments received emphasis during the feasibility study. Results of experiments to evaluate the effect of a radiation field on the uniform corrosion rate of the copper-base materials in repository-relevant aqueous environments are given as well as results of an electrochemical study of the copper-base materials in normal and concentrated J-13 water. Results of tests on the irradiation of J-13 water and on the subsequent formation of hydrogen peroxide are given. A theoretical study was initiated to predict the long-term corrosion behavior of copper in the repository. Tests were conducted to determine whether copper would adversely affect release rates of radionuclides to the environment because of degradation of the Zircaloy cladding. A manufacturing survey to determine the feasibility of producing copper containers utilizing existing equipment and processes was completed. Characterization of Oxy-combustion Impacts in Existing Coal-fired Boilers
Reaction Engineering International (REI) managed a team of experts from University of Utah, Siemens Energy, Praxair, Vattenfall AB, Sandia National Laboratories, Brigham Young University (BYU) and Corrosion Management Ltd. to perform multi-scale experiments, coupled with mechanism development, process modeling and CFD modeling, for both applied and fundamental investigations. The primary objective of this program was to acquire data and develop tools to characterize and predict impacts of CO{sub 2} flue gas recycle and burner feed design on flame characteristics (burnout, NO{sub x}, SO{sub x}, mercury and fine particle emissions, heat transfer) and operational concerns (fouling, slagging and corrosion) inherent in the retrofit of existing coal-fired boilers for oxy-coal combustion. Experimental work was conducted at Sandia National Laboratories’ Entrained Flow Reactor, the University of Utah Industrial Combustion Research Facility, and Brigham Young University. Process modeling and computational fluid dynamics (CFD) modeling was performed at REI. Successful completion of the project objectives resulted in the following key deliverables: 1) Multi-scale test data from 0.1 kW bench-scale, 100 kW and 200 kW laboratory-scale, and 1 MW semi-industrial scale combustors that describe differences in flame characteristics, fouling, slagging and corrosion for coal combustion under air-firing and oxygen-firing conditions, including sensitivity to oxy-burner design and …

Seismic Decoupling for Explosions in Spherical Cavities
Abstract. A series of paired explosions in a salt mine near Winnfield, Louisiana, has been conducted to test a theory by Dr. A. L. Latter concerning seismic decoupling by underground cavities. The theory predicted a decoupling of about 100. Free-field and surface measurements from an explosion in either a 6-ft- or a 15-ft-radius spherical cavity were compared with similar measurements from a completely tamped explosion. Shot sixes were from a 10 lb up to a few tons. Surface measurements were made out to 100 km and covered the frequency range from 0.05 to 100 cpa. The experiment confirmed that decoupling does occur. The actual decoupling factor as a function of frequency is presented and compared with the Latter theory.
