Development of Phenomenological Models of Underground Nuclear Tests on Pahute Mesa, Nevada Test Site - BENHAM and TYBO

Although it is well accepted that underground nuclear explosions modify the in situ geologic media around the explosion point, the details of these changes are neither well understood nor well documented. As part of the engineering and containment process before a nuclear test, the physical environment is characterized to some extent to predict how the explosion will interact with the in situ media. However, a more detailed characterization of the physical environment surrounding an expended site is needed to successfully model radionuclide transport in the groundwater away from the detonation point. It is important to understand how the media have been altered and where the radionuclides are deposited. Once understood, this information on modified geologic media can be incorporated into a phenomenological model that is suitable for input to computer simulations of groundwater flow and radionuclide transport. The primary goals of this study are to (1) identify the modification of the media at a pertinent scale, and (2) provide this information to researchers modeling radionuclide transport in groundwater for the US Department of Energy (DOE) Nevada Operations Office Underground Test Area (UGTA) Project. Honeywell Modular Automation System Acceptance Test Procedure

The purpose of this Acceptance Test Procedure (ATP) is to verify the operability of the three new furnaces as controlled by the new Honeywell Modular Automation System (MAS). The Honeywell MAS is being installed in PFP to control the three thermal stabilization furnaces in glovebox HA-211. The ATP provides instructions for testing the configuration of the Honeywell MAS at the Plutonium Finishing Plant(PFP). The test will be a field test of the analog inputs, analog outputs, and software interlocks. The interlock test will check the digital input and outputs. Field equipment will not be connected forth is test. Simulated signals will be used to test thermocouple, limit switch, and vacuum pump inputs to the PLUMAS.

This Hanford Site environmental report is prepared annually to summarize environmental data and information, to describe environmental management performance, to demonstrate the status of compliance with environmental regulations, and to highlight major environmental programs and efforts. The report is written to meet requirements and guidelines of the U.S. Department of Energy (DOE) and to meet the needs of the public. This summary has been written with a minimum of technical terminology. Individual sections of the report are designed to: describe the Hanford Site and its mission; summarize the status of compliance with environmental regulations; describe the environmental programs at the Hanford Site; discuss the estimated radionuclide exposure to the public from 1998 Hanford Site activities; present the effluent monitoring, environmental surveillance, and groundwater protection and monitoring information; and discuss the activities to ensure quality.

Evaluation of helium impurity impacts on Spent Nuclear Fuel project processes (OCRWM)

This document identifies the types and quantities of impurities that may be present within helium that is introduced into multi-canister overpacks (MCO)s by various SNF Project facilities, including, but not limited to the Cold Vacuum Drying (CVD) Facility (CVDF). It then evaluates possible impacts of worst case impurity inventories on MCO drying, transportation, and storage processes. Based on the evaluation results, this document: (1) concludes that the SNF Project helium procurement specification can be a factor-of-ten less restrictive than a typical vendor's standard offering (99.96% pure versus the vendor's 99.997% pure standard offering); (2) concludes that the CVDF's current 99.5% purity requirement is adequate to control the quality of the helium that is delivered to the MCO by the plant's helium distribution system; and (3) recommends specific impurity limits for both of the above cases.

Spent Nuclear Fuel (SNF) Project Cold Vacuum Drying (CVD) Facility Master Equipment List

This document provides the master equipment list (MEL) for the Cold Vacuum Drying Facility (CVDF). The MEL was prepared to comply with DOE Standard 3024-98, Content of System Design Descriptions. The MEL was developed in conjunction with HNF-SD-SNF-SAR-002, Safety Analysis Report for the Cold Vacuum Drying Facility, Phase 2, Supporting Installation of Processing Systems and the CVDF System Design Descriptions (SDD). The MEL identifies the SSCs and their safety functions, the design criteria, codes and standards, and quality assurance requirements that are required for establishing the safety design basis of the SSCs. The MEL also includes operating parameters, manufacturer information, and references the procurement specifications for the SSCs. This MEL shall be updated, expanded, and revised in accordance with future phases of the CVDF SAR, the SDD's, and CVDF operations.

Second Stage Intercooling Using LNG for Turbocharged Heavy Duty Road Vehicles Phase I Final Report

It is well documented in engine performance literature that reduced engine inlet air temperature increases power output and reduces NO, emissions for both diesel and spark ignited (SI) engines. In addition, reduced inlet temperature increases the knock resistance of SI engines. In that most HD natural gas engines are SI derivatives of diesel engines it is appropriate to evaluate the benefits of reduced engine air temperature through LNG fuel. This project investigated the ''real world'' possibilities of a patented process for utilizing the ''cold'' in LNG to chill engine inlet air. The results support the conclusion that doing so is a practical means to increase engine power and reduce engine-out NO{sub x}.

The climatic and hydrologic history of southern Nevada during the late Quaternary

Understanding climate change during the expected life span of a potential high-level nuclear-waste repository at Yucca Mountain, Nevada, requires estimates of future climate boundary conditions. These climate boundary conditions are governed by changes in the Earth's orbital properties (eccentricity, obliquity, precession) that determine insolation. Subcycles of the 400,000 year insolation-controlled climate cycles last approximately 100,000 years. This report describes the changes which have occurred in the climatic history of Southern Nevada during the past 400,000 years. These changes provide a basis for understanding the changes which may occur during the long-term future in this area.

Presidential Claims of Executive Privilege: History, Law, Practice and Recent Developments

Presidential claims of a right to preserve the confidentiality of information and documents in the face of legislative demands have figured prominently, though intermittently, in executive-congressional relations since at least 1792, when the president Washington discussed with his cabinet how to respond to a congressional inquiry into the military debacle that befell General St. Clair's expedition. Few such interbranch disputes over access to information have reached the courts for substantive resolution, the vast majority achieving resolution through political negotiation and accommodation. In fact, it was not until the Watergate-related lawsuits in the 1970s seeking access to President Nixon's tapes that the existence of a presidential confidentiality privilege was judicially established as a necessary derivative of the President's status in our constitutional scheme of separated powers.
