A 3.3 MJ, Rb{sup +1} Driver Design Based on an Integrated Systems Analysis

A computer model for systems analysis of heavy ion drivers has been developed and used to evaluate driver designs for inertial fusion energy (IFE). The present work examines a driver for a close-coupled target design that requires less total beam energy but also smaller beam spots sizes than previous target designs. Design parameters and a cost estimate for a 160 beam, 3.3 MJ driver using rubidium ions (A = 85) are reported, and the sensitivity of the results to variations in selected design parameters is given.

2004 Molecular Basis of Microbial One-Carbon Metabolism Gordon Conference - August 1-6, 2004

The Gordon Research Conference (GRC) on 2004 Molecular Basis of Microbial One-Carbon Metabolism Gordon Conference - August 1-6, 2004 was held at Mount Holyoke College, South Hadley, MA from August 1-6, 2004. The Conference was well-attended with 117 participants (attendees list attached). The attendees represented the spectrum of endeavor in this field coming from academia, industry, and government laboratories, both U.S. and foreign scientists, senior researchers, young investigators, and students. In designing the formal speakers program, emphasis was placed on current unpublished research and discussion of the future target areas in this field. There was a conscious effort to stimulate lively discussion about the key issues in the field today. Time for formal presentations was limited in the interest of group discussions. In order that more scientists could communicate their most recent results, poster presentation time was scheduled. Attached is a copy of the formal schedule and speaker program and the poster program. In addition to these formal interactions, 'free time' was scheduled to allow informal discussions. Such discussions are fostering new collaborations and joint efforts in the field.

Plant Metabolic Engineering is an emerging field that integrates a diverse range of disciplines including plant genetics, genomics, biochemistry, chemistry and cell biology. The Gordon-Kenan Graduate Research Seminar (GRS) in Plant Metabolic Engineering was initiated to provide a unique opportunity for future researcher leaders to present their work in this field. It also creates an environment allowing for peer-review and critical assessment of work without the intimidation usually associated with the presence of senior investigators. The GRS immediately precedes the Plant Metabolic Engineering Gordon Research Conference and will be for and by graduate students and post-docs, with the assistance of the organizers listed.

Advanced nano and micro particulate thin films of 3d transition and post-transition metal oxides consisting of nanorods and microrods with parallel and perpendicular orientation with respect to the substrate normal, have been successfully grown onto various substrates by heteronucleation, without template and/or surfactant, from the aqueous condensation of solution of metal salts or metal complexes (aqueous chemical growth). Three-dimensional arrays of iron oxide nanorods and zinc oxide nanorods with parallel and perpendicular orientation are presented as well as the oxygen K-edge polarization dependent x-ray absorption spectroscopy (XAS) study of anisotropic perpendicularly oriented microrod array of ZnO performed at synchrotron radiation source facility.

ABSTRACT: Design of Groundwater Monitoring Networks Considering Conceptual Model and Parametric Uncertainty

Uncertainty built into conceptual groundwater flow and transport models and associated parametric uncertainty should be appropriately included when such models are used to develop detection monitoring networks for contaminated sites. We compare alternative approaches of propagating such uncertainty from the flow and transport model into the network design. The focus is on detection monitoring networks where the primary objective is to intercept the contaminant before it reaches a boundary of interest (e.g., compliance boundary). Different uncertainty propagation approaches identify different well locations and different well combinations (networks) as having the highest detection efficiency. It is thus recommended that multiple uncertainty propagation approaches are considered. If several approaches yield consistent results in terms of identifying the best performing candidate wells and the best performing well network for detecting a contaminant plume, this would provide confidence in the suitability of the selected well locations.

ABSTRACT: Upscaling Fracture Properties in Support of Dual-permeability Simulations

Rainier Mesa (RM) is a tuffaceous, high-elevation plateau on the Nevada Test Site (NTS) that has been subjected to numerous nuclear tests between 1957 and 1992. Unlike other tests on the NTS located within or just above the saturated zone, tests at the RM T-tunnel complex were conducted within a variably saturated sequence of bedded and non-welded vitric and zeolitized tuff units, located approximately 500 m above the regional groundwater flow system. The low permeability and high porosity of the underlying zeolitized tuff units suggest the downward transport of radionuclides released from these tests are minimal through the tuff matrix. However, numerous faults observed to discharge water into tunnel drifts may serve as preferential pathways for radionuclide migration. Data collected from tunnel drifts indicate that faulting within the zeolitized tuff units is sparse with fractal clustering, and that connectivity between adjacent fault clusters is often weak to non-existent. The sparse fault density at RM, in conjunction with the extreme variability in the spatial distribution of faults, poses challenges not readily addressed by existing upscaling methods that upscale fracture properties as equivalent grid tensors. The Adiabatic Matching Section Solution for the Source Injector

Typical designs for a Heavy Ion Fusion Power Plant require the source injector to deliver 100 beams, packed into an array with a spacing of 7 cm. When designing source injectors using a single large aperture source for each beam, the emitter surfaces are packed into an array with a spacing of 30 cm. Thus, the matching section of the source injector must not only prepare the beam for transport in a FODO lattice, but also funnel the beams together. This can be accomplished by an ESQ matching section in which each beam travels on average at a slight angle to the axis of the quadrupoles and uses the focusing effect of the FODO lattice to maintain the angle. At the end of the matching section, doublet steering is used to bring the beams parallel to each other for injection into the main accelerator. Agricultural Marketing Assistance Loans and Loan Deficiency Payments

Marketing assistance loans for the major crops were designed to facilitate orderly marketing by providing short-term financing so that farmers could pay their bills right after harvest and spread their sales over the entire marketing year. However, the persistence of very low commodity prices transformed the loan program into a major vehicle of farm income support. Marketing loan program benefits (primarily loan deficiency payments, LDPs) to farmers amounted to about $5.9 billion in 1999, and will exceed $6.5 billion in 2000. Such levels of use and high costs have revealed several administrative problems and given rise to several policy issues. Some policy makers have favored broadening the scope and enhancing the benefits of the program to achieve greater farm income support. Anticipated adverse market impacts have discouraged adoption of these proposals to date. A persistent policy issue is the payment limitation on marketing loan gains.

Airport and Airway Trust Fund: Financial Outlook Is Positive, but the Trust Fund's Balance Would Be Affected If Taxes Were Suspended

A letter report issued by the General Accounting Office with an abstract that begins "The multibillion dollar Airport and Airway Trust Fund (Trust Fund) provides most of the funding for the Federal Aviation Administration (FAA). The Trust Fund relies on revenue from 10 taxes, including passenger ticket, fuel, and cargo taxes. Concerns about the financial outlook of the Trust Fund have emerged recently given the downturn in passenger air travel, requests from the airlines to suspend some of the Trust Fund taxes, and the need to reauthorize FAA's major programs in 2003. GAO was asked to determine (1) the projected financial outlook of the Trust Fund and (2) how a 1- year suspension of various taxes accruing to the Trust Fund (i.e., a tax holiday), would affect its financial status. We were asked to assess five potential tax holidays that would have begun on April 1, 2003, and ended on April 1, 2004. AISI/DOE Technology Roadmap Program: A Technology of Low Coal Rate and High Productivity of RHF Ironmaking

An economical and environment-friendly ironmaking process based on heating the chemiexecy self-sufficient green balls of iron ore and coal in a hearth furnace is being developed with financial support from AISI members and DOE. DRI, which is hot (1400 C), dense (3.2 g/cm) and of high degree of metallization (95%), has been produced in laboratory and in a pilot plant in Genoa, Italy. Products of such quality have been made from American and Brazilian ores, BOF sludge, EAF dust/BOF sludge mixtures and millscale. The removal of zinc and lead from green balls by this process is essentially complete. In comparison with typical blast furnace operation, the new technology with a melter would have a lower total coal rate by 200kg.THM. The elimination of cokemaking and high temperature agglomeration steps, and a simpler gas handling system would lead to lower capital and operating costs. In comparison with commercial RHF practice it is different in atmosphere (fully oxidized at 1600 to 1650 C), in bed height (120 mm instead of 20-25 mm) and in pellet composition (much less coal but of higher VM). Democratic Party leader Sali Berisha, whose controversial term as President of Albania ended in 1997 amidst violent civil unrest, returned to power as the new Prime Minister and leads a center-right coalition government. Along with other states in the western Balkan region, Albania seeks membership in NATO and the European Union, but its accession prospects are not certain.

ALS superbend magnet system

The Lawrence Berkeley National Laboratory is preparing to upgrade the Advanced Light Source (ALS) with three superconducting dipoles (Superbends). In this paper we present the final magnet system design which incorporates R&D test results and addresses the ALS operational concerns of alignment, availability, and economy. The design incorporates conduction-cooled Nb-Ti windings and HTS current leads, epoxy-glass suspension straps, and a Gifford-McMahon cryocooler to supply steady state refrigeration. We also present the current status of fabrication and testing.
