Linear accelerator driven (LADR) and regenerative reactors (LARR) for nuclear non-proliferation

Linear accelerator breeders (LAB) could be used to produce fissile fuel in two modes, either with fuel reprocessing or without fuel reprocessing. With fuel reprocessing, the fissile material would be separated from the target and refabricated into a fuel element for use in a burner power reactor. Without reprocessing, the fissile material would be produced in-situ, either in a fresh fuel element or in a depleted or burned element after use in a power reactor. In the latter mode the fissile material would be increased in concentration for reuse in a power reactor. This system is called a Linear Accelerator Regenerative Reactor (LARR). The LAB can also be conceived of operating in a power production mode in which the spallation neutrons would be used to drive a subcritical assembly to produce power. This is called a Linear Accelerator Driven Reactor (LADR). A discussion is given of the principles and some of the technical problems of both types of accelerator breeders.

Alternate materials of construction for geothermal applications. Progress report No. 14, July--September 1977

A program to determine if non-metallic materials such as polymers, concrete polymer composites, and refractory cements can be utilized as materials of construction in geothermal processes is in progress. To date, several high temperature polymer concrete systems have been formulated, laboratory and field tests performed in brine, flashing brine, and steam at temperatures up to 260/sup 0/C (500/sup 0/F), and economic studies started. Laboratory data for exposure times > 2 years are available. Results are also available from field exposures of up to 18 months in four geothermal environments. Good durability is indicated. Work at four of these sites is continuing.

Technological limitations restrict the commercial availability of US geothermal resources and prevent effective evaluation of large resources, as magma, to meet future US needs. The US Department of Energy has asked Sandia to serve as the lead laboratory for research in Geothermal Technologies and Magma Energy Extraction. In addition, technology development and field support has been provided to the US Continental Scientific Drilling Program. Published results for this work from January 1984 through December 1985 are listed in this bibliography.

Comparison of TRAC and RELAP5 reactor system calculations for a DEGB LOCA in K-14. 1

A comparison of TRAC and RELAP5 predictions of steady-state and DEGB LOCA results (FI phase) for K-14.1 has been made. Both codes had been previously benchmarked against 1985 L Reactor AC Flow data and were under configuration control. The purpose of the code-to-code comparison is to provide insight on the transient uncertainty in TRAC plenum and tank bottom plenum pressures. The comparisons focus on LOCA results between 0.5 and 2.0 s, which is the primary period of interest for Flow Instability (FI) limits.

Prototype arc saw design and cutting trials

A program was initiated to develop the arc saw as a tool capable of removing the end fittings from spent nuclear fuel bundles. A special arc saw for this purpose was designed, installed at the Pacific Northwest Laboratory and satisfactorily operated to remove end fittings from simulated, nonradioactive fuel bundles. The design of the arc saw included consideration of the cutting environment, power supply size, control equipment, and work piece size. Several simulated fuel bundles were cut to demonstrate that the arc saw met design specifications. Although the arc saw development program was curtailed before significant performance data could be collected, tests indicate that the arc saw is a good means of cropping spent fuel bundles and is well suited to remote operation and maintenance.

High beta capture and mirror confinement of laser produced plasmas. Semiannual report, April 1, 1977--September 30, 1977

The LITE research program is addressing two aspects of mirror confinement physics. ECRH heating of the confined LITE plasma is being investigated as a means for producing a local electrostatic well to trap cold ions within the plasma and provide DCLC stabilization without the energy drain effects obtained with a cold stabilizing stream. Concurrently, the heavy ion beam probe diagnostic being developed in LITE to experimentally measure the space potential within a minimum-B mirror plasma. During the period, 10-A beam injection focused on the target location has been achieved with the neutral beam source; investigations of hot ion building have been carried out with both a laser produced and a washer gun target; calculations modeling the ECRH stabilization have been performed, the experimental program defined, and preparations for the ECRH stabilization investigation undertaken; and the high current cesium source and high resolution electrostatic analyzer have been developed for the heavy ion beam probe. The physics of the ECRH stabilization model is studied, and conditions necessary to produce a local potential well for trapping cold ions are examined. Convective equilibrium and mixing-length theory for stellarator reactors

In high ..beta.. stellarator and tokamak reactors, the plasma pressure gradient in some regions of the plasma may exceed the critical pressure gradient set by ballooning instabilities. In these regions, convective cells break out to enhance the transport. As a result, the pressure gradient can rise only slightly above the critical gradient and the plasma is in another state of equilibrium - ''convective equilibrium'' - in these regions. Although the convective transport cannot be calculated precisely, it is shown that the density and temperature profiles in the convective region can still be estimated. A simple mixing-length theory, similar to that used for convection in stellar interiors, is introduced in this paper to provide a qualitative description of the convective cells and to show that the convective transport is highly efficient. A numerical example for obtaining the density and temperature profiles in a stellarator reactor is given.

Seismic hazard evaluation for the high-flux isotope reactor (HFIR) Oak Ridge National Laboratory, Oak Ridge, Tennessee

This study investigates the probabilistic hazard of earthquake-induced ground shaking at the HFIR facility, Oak Ridge, Tennessee. These results will be used to calculate plant response and potential effects in a Probabilistic Risk Assessment (PRA). For this purpose, several guidelines apply to this work. First, both the frequency of exceedance and the uncertainty in frequency of exceedance of various ground motion levels must be represented. These are required by the PRA so that the frequency and uncertainty of various possible plant states can be expressed. Second, there is a deliberate attempt to provide an unbiased distribution of frequencies of exceedance, i.e. to present results that are neither conservative nor unconservative. This is consistent with the goals of a PRA, to provide unbiased estimates of plant effects from which appropriate decisions (for instance about evaluating existing levels of seismic design) can be reached. Recent intensive studies of seismic hazard in the central and eastern United States (CEUS) have been completed by the Electric Power Research Institute (EPRI). These studies represent major efforts to characterize the seismic hazard for nuclear power plants in the CEUS, and use the most recent, up-to-date understandings of seismicity and ground motion relations for the region. Impact of selected energy conservation technologies on baseline demands

This study is an application of the modeling and demand projection capability existing at Brookhaven National Laboratory to specific options in energy conservation. Baseline energy demands are modified by introducing successively three sets of conservation options. The implementation of improved building standards and the use of co-generation in industry are analyzed in detail and constitute the body of this report. Two further sets of energy demands are presented that complete the view of a low energy use, ''conservation'' scenario. An introduction to the report covers the complexities in evaluating ''conservation'' in view of the ways it is inextricably linked to technology, prices, policy, and the mix of output in the economy. The term as used in this report is narrowly defined, and methodologies are suggested by which these other aspects listed can be studied in the future.

Shale fracturing injections at Oak Ridge National Laboratory: 1977-1979 series

Intermediate-level waste solution generated at ORNL is periodically mixed with a cement-base blend of dry solids and injected into an impermeable shale formation at an approximate depth of 240 m (800 ft). The grout mix sets shortly after the injection, permanently fixing the radionuclides in the shale formation. A series of four injections of intermediate-level waste solution was made between 1977 and 1979. A total of 1.2 million l (314,000 gal) of waste solution containing 81,780 Ci of radionuclides was injected. This report is an account of this injection series - preparations, injections, results, and conclusions. The volumes and activities that were injected are summarized. In Injection ILW-15 a small leak of grout to the waste pit eroded the drain valves and forced a shutdown of the injection while repairs were made. The injection was completed 2 days later. Injection ILW-16 was terminated about two-thirds through the injection when the diesel drive of the injection pump blew a connecting rod through the block. The facility and well were washed down with the standby pump. Prior to Injection ILW-17, air pads were installed on all bulk solids storage bins. Shiva automatic alignment systems: a brief description

A diagram is given of the basic Shiva alignment system. The alignment requirements, as originally specified and as preseently estimated, together with the performance obtained to date from the prototype equipment are described. It is expected that this performance will be satisfactory for even the most alignment-sensitive targets and significantly better than is needed for experiments not requiring highly uniform illumination. The hardware arrangement planned for a typical Shiva chain is shown.

Multi-transducer dummy unit evaluation of polystyrene bead foam as an encapsulant for electronic packages

A dummy electronic assembly without electronic components was used to measure loadings and deflections caused by 0.2, 0.3, 0.4, 0.5 and 0.6 g/cm/sup 3/ densities of polystyrene bead foam during fusion and thermal cycling. Previously developed and proven transducers showed that the lower three densities caused low and safe loads and deflections, but that the highest two densities must be used with care for fragile electronic components.

Ion transport in stellarators

Stellarator ion transport in the low-collisionality regime with a radial electric field is calculated by a systematic expansion of the drift-Boltzmann equation. The shape of the helical well is taken into account in this calculation. It is found that the barely trapped ions with three to four times the thermal energy give the dominant contribution to the diffusion. Expressions for the ion particle and energy fluxes are derived.

Volumes 1 and 2 of this report are a partial response to the requirements of Item I.B.1.1 of the ''NRC Action Plan Developed as a Result of the TMI-2 Accident,'' NUREG-0660, and are designed to serve as a basis for replacing the earlier NUREG-0731, ''Guidelines for Utility Management Structure and Technical Resources.'' These Guidelines are intended to provide guidance to the user in preparing a written plan for a proposed nuclear organization and administration. The purpose of the Workbook (Vol. 2) is to guide the NRC reviewer through a systematic review and assessment of a proposed organization and administration. It is the NRC's intention to incorporate these Guidelines and Workbook into a future revision of the Standard Review Plan (SRP), NUREG-0800. However, at this time the report is being published so that the material may be used on a voluntary basis by industry to systematically prepare or evaluate their organization or administration plans. Use of the report by the NRC would not occur until after it has been incorpoarted in the SRP.

Interactive planning system for developing decommissioning and decontamination plans at Hanford

The 570-square mile Hanford Project contains facilities with varying degrees of radioactive contamination as a result of plutonium production operations. With the evolution of production requirements and technology, many of these have been retired and will be decommissioned and decontaminated (D and D). Planning for D and D at Hanford requires identification and characterization of contaminated facilities, prioritization of facilities for decommissioning, selection of D and D modes, estimating costs and other characteristics of D and D activities, definition of future scenarios at Hanford, and preparation and assessment of plans to achieve defined scenarios. A multiattributed decision model using four criteria was used to prioritize facilities for decommissioning. A computer-based interactive planning system was developed to facilitate preparation and assessment of D and D plans.

Bipole-dipole survey at Roosevelt Hot Springs, Thermal Area, Beaver County, Utah

A bipole-dipole electrical resistivity survey at Roosevelt Hot Springs thermal area, Beaver County, Utah was undertaken to evaluate the technique in a well-studied Basin and Range geothermal prospect. The major electrical characteristics of the area are clearly revealed but are not particularly descriptive of the geothermal system. More subtle variations of electrical resistivity accompanying the geothermal activity are detectable, although the influence of near-surface lateral resistivity variations imposes upon the survey design the necessity of a high station density. A useful practical step is to conduct a survey using transmitter locations and orientations which minimize the response of known features such as the resistivity boundary due to a range front fault. Survey results illustrate the effects of transmitter orientation and placement, and of subtle lateral resistivity variations. A known near-surface conductive zone is detected while no evidence is found for a deep conductive region.

GRAPHITE-STAINLESS STEEL COMPATIBILITY STUDIES

S>The compatibility of type 304L stainless steel in intimate contact with graphite is being studied as a function of temperature and contact pressure. This study is an outgrowth of materials compatibility problems in present and advanced gas-cooled reactors, where structural members in direct contact with graphite provide the possibility of both carburization and self-welding. Initial studies were concerned with surface reactions in the absence of gaseous contaminants under a vacuum of 10/sup -6/ mm Hg at 540 to 705 deg C. Stainless steel specimens are pretreated to provide three surface conditions: H/sub 2/- fired, preoxidized, and Cu-plated. Surface contact pressures ranged from 0 to 10,000 psi. Test results are presented which establish the lower temperature limit for significant diffusion between graphite and stainless steel at approximately 60O deg C. Above this temperature, diffusion between untreated or H2-fired stainless steel surfaces was found to effect complete bonding of the two materials at contact pressures as low as 500 psi. Bonding was effectively prevented by the presence of either an oxide film or a Cu plate at temperatures up to 700 deg C. Where bonding occurred, diffusion rates measured for C in stainless steel were comparable with those reported for stainless steel …
