Nevada National Security Site Environmental Report 2012 Attachment A: Site Description

This attachment expands on the general description of the Nevada National Security Site (NNSS) presented in the Introduction to the Nevada National Security Site Environmental Report 2012 (National Security Technologies, LLC [NSTec], 2013). Included are subsections that summarize the site’s geological, hydrological, climatological, and ecological setting and the cultural resources of the NNSS. The subsections are meant to aid the reader in understanding the complex physical and biological environment of the NNSS. An adequate knowledge of the site’s environment is necessary to assess the environmental impacts of new projects, design and implement environmental monitoring activities for current site operations, and assess the impacts of site operations on the public residing in the vicinity of the NNSS. The NNSS environment contributes to several key features of the site that afford protection to the inhabitants of adjacent areas from potential exposure to radioactivity or other contaminants resulting from NNSS operations. These key features include the general remote location of the NNSS, restricted access, extended wind transport times, the great depths to slow-moving groundwater, little or no surface water, and low population density. Identification and Characterization of Soluble Factors Involved in Delayed Effects of Low Dose Radiation. Final report

This is a 'glue grant' that was part of a DOE Low Dose project entitled 'Identification and Characterization of Soluble Factors Involved in Delayed Effects of Low Dose Radiation'. This collaborative program has involved Drs. David L. Springer from Pacific Northwest National Laboratory (PNNL), John H. Miller from Washington State University, Tri-cities (WSU) and William F. Morgan then from the University of Maryland, Baltimore (UMB). In July 2008, Dr. Morgan moved to PNNL and Dr. Janet E. Baulch became PI for this project at University of Maryland. In November of 2008, a one year extension with no new funds was requested to complete the proteomic analyses. The project stemmed from studies in the Morgan laboratory demonstrating that genomically unstable cells secret a soluble factor or factors into the culture medium, that cause cytogenetic aberrations and apoptosis in normal parental GM10115 cells. The purpose of this project was to identify the death inducing effect (DIE) factor or factors, estimate their relative abundance, identify the cell signaling pathways involved and finally recapitulate DIE in normal cells by exogenous manipulation of putative DIE factors in culture medium. Expanding Robust HCCI Operation with Advanced Valve and Fuel Control Technologies

Delphi Automotive Systems and ORNL established this CRADA to advance the commercialization potential of the homogeneous charge compression ignition (HCCI) advanced combustion strategy for gasoline engine platforms. HCCI combustion has been shown by others to produce high diesel-like efficiency on a gasoline engine platform while simultaneously producing low NOX and particulate matter emissions. However, the commercialization barriers that face HCCI combustion are significant, with requirements for a more active engine control system, likely with next-cycle closed-loop feedback control, and with advanced valve train technologies to enable negative valve overlap conditions. In the partnership between Delphi and ORNL, each organization brought a unique and complementary set of skills to the project. Delphi has made a number of breakthroughs with production-intent valve train technologies and controls in recent years to make a part time production-intent HCCI engine plausible. ORNL has extensive knowledge and expertise with HCCI combustion, and also has a versatile research engine with hydraulic valve actuation (HVA) that is useful for guiding production of a cam-based HCCI system. Partnering these knowledge bases and capabilities was essential towards making progress to better understand HCCI combustion and the commercialization barriers that it faces. Determining initial composition of regenerating in-core neutron flux detectors

A computer program was written to calculate the initial ratio of isotopes which should be used in an in-core neutron flux detector to obtain the maximum use lifetime where the useful lifetime is defined as that period of time during which the sensitivity of the detector remains within specified limits. Input data for the program include cross sections of the isotopes to be used. In order that various reactor environments might be considered, Westcott cross sections have been employed. Westcott cross sections assume that the neutron spectrum in a thermal reactor can be characterized by the temperature, T, and by a spectral parameter, r. An experimental technique was developed for measuring these parameters. The evaluation of the parameter, r, is based on a standard technique comparing the relative radioactivity induced in bare and cadmium-covered cobalt samples. The determination of the neutron temperature, T, was made using a mass spectrometer to determine the isotopic changes in uranium and plutonium samples as a function of.exposure in the neutron flux. Establishment of a viable population of red-cockaded woodpeckers at the Savannah River Site. Annual report, FY1992

The Southeastern Forest Experiment Station (SEFES) began research on the red-cockaded woodpecker (RCW) on the Savannah River Site (SRS) in 1985 with the objective of restoring a viable population. This Project is conducted in cooperation with the Department of Energy, the Savannah River Forest Station (SRFS) and the Savannah River Ecology Laboratory. The program has consisted of two phases. The stabilization phase (1985--1987) focused on preventing the immediate extirpation of the RCW population. During this phase the number of breeding pairs of RCWs increased from one to three, and the total population increased from five to 14 birds. We are currently in the expansion phase (1987--present). To facilitate the population expansion of the RCW at SRS, SEFES and SRFS have implemented numerous research and management activities. These include: control of mid-story vegetation to improve habitat suitability, installation of artificial cavities for RCWS, translocations of RCWs within the SRS and from other populations, maintenance of cavities by installing metal restrictors to discourage cavity competition, and generic research to ascertain the degree of relatedness between individuals and populations.

Fiscal Year 2008 Phased Construction Completion Report for EU Z2-33 in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee

The Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE/OR/01-2161&D2) (Zone 2 ROD) acknowledged that most of the 800 acres in Zone 2 were contaminated, but that sufficient data to confirm the levels of contamination were lacking. The Zone 2 ROD further specified that a sampling strategy for filling the data gaps would be developed. The Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE/OR/01-2224&D3) (Zone 2 RDR/RAWP) defined the sampling strategy as the Dynamic Verification Strategy (DVS), generally following the approach used for characterization of the Zone 1 exposure units (EUs). The Zone 2 ROD divided the Zone 2 area into seven geographic areas and 44 EUs. To facilitate the data quality objectives (DQOs) of the DVS process, the Zone 2 RDR/RAWP regrouped the 44 EUs into 12 DQO scoping EU groups. These groups facilitated the DQO process by placing similar facilities and their support facilities together and allowing identification of data gaps. The EU groups were no longer pertinent after DQO planning was completed and characterization was conducted as areas became accessible. …

LambdaStation: Exploiting Advance Networks In Data Intensive High Energy Physics Applications

Lambda Station software implements selective, dynamic, secure path control between local storage & analysis facilities, and high bandwidth, wide-area networks (WANs). It is intended to facilitate use of desirable, alternate wide area network paths which may only be intermittently available, or subject to policies that restrict usage to specified traffic. Lambda Station clients gain awareness of potential alternate network paths via Clarens-based web services, including path characteristics such as bandwidth and availability. If alternate path setup is requested and granted, Lambda Station will configure the local network infrastructure to properly forward designated data flows via the alternate path. A fully functional implementation of Lambda Station, capable of dynamic alternate WAN path setup and teardown, has been successfully developed. A limited Lambda Station-awareness capability within the Storage Resource Manager (SRM) product has been developed. Lambda Station has been successfully tested in a number of venues, including Super Computing 2008. LambdaStation software, developed by the Fermilab team, enables dynamic allocation of alternate network paths for high impact traffic and to forward designated flows across LAN. It negotiates with reservation and provisioning systems of WAN control planes, be it based on SONET channels, demand tunnels, or dynamic circuit networks. It creates End-To-End circuit …

Estimation of unsaturated zone traveltimes for Rainier Mesa and Shoshone Mountain, Nevada Test Site, Nevada, using a source-responsive preferential-flow model

Traveltimes for contaminant transport by water from a point in the unsaturated zone to the saturated zone are a concern at Rainier Mesa and Shoshone Mountain in the Nevada Test Site, Nevada. Where nuclear tests were conducted in the unsaturated zone, contaminants must traverse hundreds of meters of variably saturated rock before they enter the saturated zone in the carbonate rock, where the regional groundwater system has the potential to carry them substantial distances to a location of concern. The unsaturated-zone portion of the contaminant transport path may cause a significant delay, in addition to the time required to travel within the saturated zone, and thus may be important in the overall evaluation of the potential hazard from contamination. Downward contaminant transport through the unsaturated zone occurs through various processes and pathways; this can lead to a broad distribution of contaminant traveltimes, including exceedingly slow and unexpectedly fast extremes. Though the bulk of mobile contaminant arrives between the time-scale end members, the fastest contaminant transport speed, in other words the speed determined by the combination of possible processes and pathways that would bring a measureable quantity of contaminant to the aquifer in the shortest time, carries particular regulatory significance because …

During the period 2008-2009, there were 2 contracts with BPA. One (38539) was dealing with the restoration work for 2007 and the other (26198) was an extension on the 2006 contract including the NEPA for Dam removal on the old channel of the Sandy River. For contract 38539, the Sandy River Delta Habitat Restoration project continued its focus on riparian hardwood reforestation with less emphasis on wetlands restoration. Emphasis was placed on Sundial Island again due to the potential removal of the dike and the loss of access in the near future. AshCreek Forest Management was able to leverage additional funding from grants to help finance the restoration effort; this required a mid year revision of work funded by BPA. The revised work not only continued the maintenance of restored hardwood forests, but was aimed to commence the restoration of the Columbia River Banks, an area all along the Columbia River. This would be the final restoration for Sundial Island. The grant funding would help achieve this. Thus by 2011, all major work will have been completed on Sundial Island and the need for access with vehicles would no longer be required. The restored forests continued to show excellent growth …

Technical and Political Assessment of Peaceful Nuclear Power Program Prospects in North Africa and the Middle East

An exceptional number of Middle Eastern and North African nations have recently expressed interest in developing nuclear energy for peaceful purposes. Many of these countries have explored nuclear research in limited ways in the past, but the current focused interest and application of resources towards developing nuclear-generated electricity and nuclear-powered desalination plants is unprecedented. Consequently, questions arise in response to this emerging trend: What instigated this interest? To what end(s) will a nuclear program be applied? Does the country have adequate technical, political, legislative, nonproliferation, and safety infrastructure required for the capability desired? If so, what are the next steps for a country in preparation for a future nuclear program? And if not, what collaboration efforts are possible with the United States or others? This report provides information on the capabilities and interests of 13 countries in the region in nuclear energy programs in light of safety, nonproliferation and security concerns. It also provides information useful for determining potential for offering technical collaboration, financial aid, and/or political support.

Research on polonium chemistry and physics is being continued on a reduced scale. Those problems which have direct bearing on the preparation of the metal and those which will lead to a better understanding of any phenomenon encountered are being continued. Data from the calorimetric measurements of polonium on Calorimeters 39 and 46 were treated by the method of least squares to give a grand mean half life of polonium equal to 138.3993 {+-} 0.0093 days (1-13). New apparatus has been constructed for the measurement of the vapor pressure of polonium and its compounds in the low and the high temperature ranges. Technical difficulties have delayed the actual collection of data (1-22). The constant current magnet to be used for the measurement of the Hall effect of polonium has been tested and found satisfactory. A device utilizing nuclear magnetic resonance absorption for determining field strength has been constructed on a preliminary basis (1-24). A total of 208 lines in the ultraviolet region between 3200 A and 1900 A have been measured with an error of less than {+-}0.02 A (1-28). Studies on the X-ray and spark spectra of polonium and its compounds have been conducted. A preliminary study by X-ray …

Evaluating the Contribution of Climate Forcing and Forest Dynamics to Accelerating Carbon Sequestration by Forest Ecosystems in the Northeastern U.S.

We used 10 Hz eddy flux signals and 0.2 Hz incident radiation (global shortwave and PAR) records from Harvard Forest (Massachusetts) and Tapajos National Forest (Brazil) to establish empirical relationships among directly measured cloud type and cover percentage and corresponding PAR fluctuations and its diffuse fraction. In future work such a cloud characterization will be related to water and light use efficiency estimates for each of these ecosystems. We developed empirical relationships to link sky cover type and fraction (measured with the ceilometer) to incident direct and diffuse PAR. We developed a methodology for constructing synthetic incident solar radiation time series based on operational reports of sky cover and cloud type from National Weather Service METAR reports. The aim of this work is to document the temporal and spectral properties radiation incident on the canopy, as a first step toward developing a sky-type parameterization for the net carbon uptake models.

This is the third of three papers (in addition to an introductory summary) aimed at providing a framework for evaluating future reductions or modifications of the U.S. nuclear force, first by considering previous instances in which nuclear-force capabilities were eliminated; second by looking forward into at least the foreseeable future at the features of global and regional deterrence (recognizing that new weapon systems currently projected will have expected lifetimes stretching beyond our ability to predict the future); and third by providing examples of past or possible undesirable outcomes in the shaping of the future nuclear force, as well as some closing thoughts for the future. Analysis Of 2H-Evaporator Scale Wall [HTF-13-82] And Pot Bottom [HTF-13-77] Samples

Savannah River Remediation (SRR) is planning to remove a buildup of sodium aluminosilicate scale from the 2H-evaporator pot by loading and soaking the pot with heated 1.5 M nitric acid solution. Sampling and analysis of the scale material has been performed so that uranium and plutonium isotopic analysis can be input into a Nuclear Criticality Safety Assessment (NCSA) for scale removal by chemical cleaning. Historically, since the operation of the Defense Waste Processing Facility (DWPF), silicon in the DWPF recycle stream combines with aluminum in the typical tank farm supernate to form sodium aluminosilicate scale mineral deposits in the 2H-evaporator pot and gravity drain line. The 2H-evaporator scale samples analyzed by Savannah River National Laboratory (SRNL) came from two different locations within the evaporator pot; the bottom cone sections of the 2H-evaporator pot [Sample HTF-13-77] and the wall 2H-evaporator [sample HTF-13-82]. X-ray diffraction analysis (XRD) confirmed that both the 2H-evaporator pot scale and the wall samples consist of nitrated cancrinite (a crystalline sodium aluminosilicate solid) and clarkeite (a uranium oxyhydroxide mineral). On ''as received'' basis, the bottom pot section scale sample contained an average of 2.59E+00 {+-} 1.40E-01 wt % total uranium with a U-235 enrichment of 6.12E-01 {+-} 1.48E-02 …
