OMB Circular A-76: Explanation and Discussion of the Recently Revised Federal Outsourcing Policy

The Office of Management and Budget has recently modified its Circular A-76, which governs the executive policy for the competition of commercial activities. This report provides a brief history of OMB Cir. A-76, a discussion of its place in the legal implementation of the Federal procurement policy, and a review of the main components of the Circular. Important for understanding the Circular is an understanding of the concepts of “commercial activity” and “inherently governmental activity.” These two concepts will be emphasized in the discussion.

Corrosion of delta plutonium in Rocky Flats tap water

Corrosion rates were established by measuring the weight loss of a sample completely immersed in tap water for specified periods of time. Tests were conducted for periods ranging from 21 to 1824 hours at ambient temperature in sealed 125-ml containers. The weight changes observed revealed that the corrosion of delta plutonium by tap water in a closed system occurs through two separate processes. Each results in a different average corrosion rate. Initially a typical diffusion-controlled surface reaction was observed which resulted in an average corrosion rate of 0.264 mg(cm/sup 2/.h). The second corrosion process begins when cracking and flaking of the corrosion product layer occurs. This results in an increase in the corrosion rate to 0.52 mg/(cm/sup 2/.h). 3 figures, 2 tables.

Radiation Damage to Vacuum Chamber Walls

"The problem of radiation derange to the walls of two types of vacuum chamber for the 6 Bev Cambridge Electron Accelerator was studied. Radiation damage may arise from the synchrotron radiation and from electrons which are not accepted at injection. The synchrotron radiation produces a large amount of secondary x radiation which is isotropic, and therefore complicates the arrangement of internal shielding. The 20 Mev electrons from the lines cannot be attenuated by shielding. It is concluded that dosages of the order of 10/sup 7/ rad/day near the inflector are unavoidable. This would exceed the allowable dosage for a tube made by cementing a stainless steel liner to supporting ribs, and also exceed the test dosages (so far as we know) for alumina ceramics."
