Caption: "Officals supervising the construction of the giant Oklahoma City plant of Dayton Tire & Rubber Co. are keeping a wary eye on Oklahoma weather charts. An unusaually wet summer has kept the 500-man work force bogged down in a sea of mud and has slowed the initial phases of construction. Despite the quagmire, though, the $50 million manufacturing plant is beginning to take shap and is now about 20 per cent completed. Duane Helling, project engineer for Dayton's parent company, Firestone Tire & Rubber Co., figures the plant will be finished on schedule - somewhere in the mid-1970's......About half of the concrete pilings have been poured, half of the roof decking is up and between 75 and 80 percent of the structural steel support beams have been set in place. Thousands of tons of shipping, including a large quanity of perishable goods, were tied up in Oklahoma Saturday as a sudden strike by trainmen halted or delayed Santa Fe trains in eight states. There was optimism Saturday night, however, that a break in the strike could come momentarily, providing a 90-day "cooling off" period. Santa Fe President Ernest S. Marsh in Chicago expressed confidence that a federal emergency board will be appointed to investigate the dispute, putting strikers back to work to start trains rolling again."
