Herrera also feels that a Regional Convention of LULAC would help inform delegates how to cope with local situations of illegal segregation. Also included are some recommendations of Herrera's for updates to the LULAC constitution, frequency of LULAC News printing, and distribution of LULAC lapel buttons, application cards, and membership cards.
