Small Business Innovation Research: Observations on Agencies' Data Collection and Eligibility Determination Efforts

Testimony issued by the Government Accountability Office with an abstract that begins "The Small Business Innovation Development Act of 1982 established the Small Business Innovation Research program (SBIR) to stimulate technological innovation, use small businesses to meet federal research and development (R&D) needs, foster and encourage participation by minority and disadvantaged persons in technological innovation, and increase private sector commercialization of innovations derived from federal R&D. Since the program's inception, GAO has conducted numerous reviews of the SBIR program. This statement summarizes GAO's past findings on the SBIR program's (1) successes and challenges, (2) data collection issues that affect program monitoring and evaluation, and (3) how agencies make eligibility determinations for the program. GAO is not making any new recommendations in this statement."

Homeland Security: Efforts Under Way to Develop Enterprise Architecture, but Much Work Remains

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) is attempting to integrate 22 federal agencies, each specializing in one or more interrelated aspects of homeland security. An enterprise architecture is a key tool for effectively and efficiently accomplishing this. In September 2003, DHS issued an initial version of its architecture. Since 2002, the Office of Management and Budget (OMB) has issued various components of the Federal Enterprise Architecture (FEA), which is intended to be, among other things, a framework for informing the content of agencies' enterprise architectures. GAO was asked to determine whether the initial version of DHS's architecture (1) provides a foundation upon which to build and (2) is aligned with the FEA."

Public Transportation: Better Data Needed to Assess Length of New Starts Process, and Options Exist to Expedite Project Development

A letter report issued by the Government Accountability Office with an abstract that begins "The New Starts program is an important source of new capital investment in mass transportation. To be eligible for federal funding, a project must advance through the different project development phases of the New Starts program, including alternatives analysis, preliminary engineering, and final design. The Federal Transit Administration (FTA) evaluates projects as a condition for advancement into each project development phase of the program. FTA has acted recently to streamline the process. This report discusses the (1) time it has generally taken for projects to move through the New Starts process and what Congress and FTA have done to expedite the process and (2) options that exist to expedite the process. In response to a legislative mandate, GAO reviewed statutes, FTA guidance and regulations, and project data. GAO also interviewed Department of Transportation (DOT) officials, projects sponsors, and industry stakeholders."

Ballistic Missile Defense: Actions Needed to Improve Planning and Information on Construction and Support Costs for Proposed European Sites

A letter report issued by the Government Accountability Office with an abstract that begins "The Missile Defense Agency (MDA) estimated in 2008 that the potential costs of fielding ballistic missile defenses in Europe would be more than $4 billion through 2015. Planned ballistic missile defenses in Europe are intended to defend the United States, its deployed forces, and its allies against ballistic missile attacks from the Middle East. They are expected to include a missile interceptor site in Poland, a radar site in the Czech Republic, and a mobile radar system in a still-to-be-determined European location. GAO was asked to evaluate the Department of Defense's (DOD) plans for missile defense sites in Europe and address to what extent DOD has (1) planned for the sites' implementation and (2) estimated military construction and long-term operations and support costs. Accordingly, GAO reviewed key legislation; examined policy and guidance from MDA, the Army, the Air Force, and the Army Corps of Engineers; analyzed budget documents and cost estimates; and visited sites in Poland and the Czech Republic."

A letter report issued by the Government Accountability Office with an abstract that begins "Since the passage of the Credit Union Membership Access Act of 1998 (CUMAA), many in the credit union industry have sought legislative changes to the net worth ratio central to prompt corrective action (PCA). The current debate centers on the issue of allowing federally insured credit unions to include additional forms of capital within the definition of net worth. In light of the issues surrounding the debate, GAO reviewed (1) the underlying concerns that have prompted the credit union industry's interest in making changes to the current capital requirements, (2) the issues associated with the potential use of secondary capital in all federally insured credit unions, and (3) the issues associated with the potential use of risk-based capital in all federally insured credit unions."

A letter report issued by the Government Accountability Office with an abstract that begins "The Army considers modular force transformation its most extensive restructuring since World War II. The Army has estimated that restructuring units from a division-based force to a more agile and responsive modular brigade-based force will require a significant investment through fiscal year 2011. To facilitate this transformation, Public Law No. 109-163 Section 353 directs the Army to develop and implement a training strategy for the modular brigades. This law also directs GAO to report on the implementation of the strategy. This report discusses (1) the extent to which the Army's training strategy addresses the five elements specified in the public law and (2) the actions the Army has taken to implement its training strategy and the implementation challenges it faces. To address these objectives, GAO reviewed Army training strategy documentation and interviewed Army training personnel."

As requested, GAO provides information on this infrastructure, addressing (1) the information that is available on the condition of railroad bridges and tunnels and on their contribution to railroad congestion, (2) the federal role in overseeing railroad bridge and tunnel safety, (3) the current uses of public funds for railroad infrastructure investments, and (4) criteria and a framework for guiding any future federal role in freight infrastructure investments. A letter report issued by the General Accounting Office with an abstract that begins "As used in public health and environmental regulations, risk assessment is the systematic, scientific description of potential harmful effects of exposures to hazardous substances or situations. It is a complex but valuable set of tools for federal regulatory agencies to identify issues of potential concern, select regulatory options, and estimate the range of a forthcoming regulation's benefits. However, given the significant yet controversial nature of risk assessments, it is important that policymakers understand how they are conducted, the extent to which risk estimates produced by different agencies and programs are comparable, and the reasons for differences in agencies' risk assessment approaches and results. GAO studied the human health and safety risk assessment procedures of the Environmental Protection Agency, the Food and Drug Administration, the Occupational Safety and Health Administration, and the Department of Transportation's Research and Special Programs Administration. This report describes (1) the agencies' chemical risk assessment activities, (2) the agencies primary procedures for conducting risk assessments, (3) major assumptions or methodological choices in their risk assessment procedures, and (4) the agencies' procedures or policies for characterizing the results of risk assessments."

U.S. Postal Service: Restructuring Urgently Needed to Achieve Financial Viability

Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Postal Service's (USPS) financial condition has worsened since GAO testified before this Subcommittee last January, with the recession and changing mail use causing dramatic declines in mail volume and revenues despite postal rate increases. USPS expects these declines to lead to losses and cash shortfalls even if ambitious cost-cutting is achieved. Mail use has been changing over the past decade as businesses and consumers have moved to electronic communication and payment alternatives. Mail volume peaked in 2006, and USPS expects that much of the lost volume will not return after the recession is over. USPS's business model has relied on growth in mail volume to cover costs, but USPS has not been able to cut costs fast enough to offset the accelerated decline in mail volume and revenue. Thus, GAO added USPS's financial condition to the High-Risk List in July 2009. This testimony (1) updates USPS's financial condition and outlook and explains GAO's decision to place USPS's financial condition on the High-Risk List and (2) discusses the need for USPS to restructure and presents options and actions that USPS can take.
