This report provides basic information on congressional salaries and allowances. First, the report briefly summarizes the current salary of Members of Congress, limits on their outside earned income and honoraria, and applicable health insurance and retirement benefits. Second, it provides information on allowances available to Representatives and Senators to support them in their official and representational duties as Members. Third, it provides the salaries and allowances available to the Speaker of the House and the Vice President, as President of the Senate, and lists the salaries of congressional officers and officials and committee staff.

The Federal Communications Commission (“FCC” or “Commission”) adopted an order on June 2, 2003 that modified five of its media ownership rules and retained two others. The new rules have never gone into effect. Congress passed the FY2004 Consolidated Appropriations Act (P.L. 108-199), Sec. 629 of which instructs the FCC to modify one of the rules — the National Television Ownership rule. Why Certain Trade Agreements Are Approved as Congressional-Executive Agreements Rather Than as Treaties

Trade agreements such asthe NAFTA and the GATT Uruguay Round agreements have been approved by majority vote of each House of Congress rather than by twothirds vote of the Senate — that is, they have been treated as congressional-executive agreements rather than astreaties. The congressional-executive agreement has been the vehicle for implementingCongress' long-standing policy ofseeking trade benefitsfor the United States through reciprocal trade negotiations. In a succession of statutes, Congress has authorized the President to negotiate and enter into tariff and nontariff barrier (NTB) agreements for limited periods, while mandating that NTB and free trade area agreements negotiated under this authority could enter into force for the United States only if approved by both Houses in a bill enacted into public law and other statutory conditions were met.

In 2003, 9.1 million children went without health insurance in the U.S. This was not significantly different than in 2002. However, for the third year in a row, the number of children covered by employment-based health insurance dropped but was more than offset by the increase in public coverage.
