100 Area Excavation Treatability Test Plan. Revision 1

This test plan documents the requirements for a treatability study on field radionuclide analysis and dust control techniques. These systems will be used during remedial actions involving excavation. The data from this treatability study will be used to support the feasibility study (FS) process. Excavation is one of the high-priority, near-term, treatability study needs identified in the program plan (DOE-RL 1992f). Excavation of contaminated soils and buried solid wastes is included in several of the alternatives identified in the 100 Area FS. Although a common activity, excavation has only been used occasionally at the Hanford Site for waste removal applications. The most recent applications are excavation of the 618-9 burial ground and partial remediation of the 316-5 process trenches (DOE-RL 1992a, 1992b). Both projects included excavation of soil and dust control (using water sprays). Excavation is a well-developed technology and equipment is readily available; however, certain aspects of the excavation process require testing before use in full-scale operations. These include the following: Measurement and control of excavation-generated dust and airborne contamination; verification of field analytical system capabilities; demonstration of soil removal techniques specific to the 100 Area waste site types and configurations. 100-D Area technical baseline report

This document is prepared in support of the 100 Area Environmental Restoration activity at the US Department of Energy`s Hanford Site near Richland, Washington. It provides a technical baseline of waste sites located at the 100-D Area. The report is based on an environmental investigation undertaken by the Westinghouse Hanford Company (WHC) History Office in support of the Environmental Restoration Engineering Function and on review and evaluation of numerous Hanford Site current and historical reports, drawings, and photographs, supplemented by site inspections and employee interviews. No intrusive field investigation or sampling was conducted. All Hanford coordinate locations are approximate locations taken from several different maps and drawings of the 100-D Area. Every effort was made to derive coordinate locations for the center of each facility or waste site, except where noted, using standard measuring devices. Units of measure are shown as they appear in reference documents. The 100-D Area is made up of three operable units: 100-DR-1, 100-DR-2, and 100-DR-3. All three are addressed in this report. These operable units include liquid and solid waste disposal sites in the vicinity of, and related to, the 100-D and 100-DR Reactors. 382-1 underground gasoline storage tank soil-gas survey

A soil-gas survey was conducted near the 382 Pump House in the 300 Area of the Hanford Site. The objective of the soil-gas survey was to characterize the extent of petroleum product contamination in the soil beneath the 382-1 underground gasoline storage tank excavation. The tank was discovered to have leaked when it was removed in September 1992. The results of this soil-gas survey indicate petroleum products released from the 382-1 tank are probably contained in a localized region of soil directly beneath the tank excavation site. The soil-gas data combined with earlier tests of groundwater from a nearby downgradient monitoring well suggest the spilled petroleum hydrocarbons have not penetrated the soil profile to the water table.

This Executive Summary outlines the general processes employed in and the major findings from the conduct of Phase I of the Pacific Northwest Residential Energy Survey (PNWRES92-I) during the last quarter of 1992. This study was Bonneville`s third comprehensive residential survey of the region, conducted to provide data on energy usage, conservation awareness and behaviors, and associated consumer characteristics for use in forecasting and planning. The summary is divided into four sections: Background sets the stage with respect to the need for the survey, relates it to previous work, outlines the implementation processes, and summarizes the data products. Profiling the respondents summarizes the survey results under these six categories: Demographics; Housing Units; Room Inventory; Appliance Inventory; Air-Conditioning/Heating; Water-Heating; and Opinion. Reports and cross-tabulations describes the various individual documents. Bonneville Power Plus provides a short description of an Excel-spreadsheet-based software program that contains all of the tabulated material in a format that encourages browsing among the tables and charts, with special feature that they can be copied directly into other Windows-based documents.

This section describes the chemical and physical nature of the RCRA regulated hazardous wastes to be handled, stored, and incinerated at the Consolidated Incineration Facility (CIF) at the Savannah River Site. It is in accordance with requirements of South Carolina Hazardous Waste Management Regulations R.61-79.264.13(a) and(b), and 270.14(b)(2). This application is for permit to store and teat these hazardous wastes as required for the operation of CIF. The permit is to cover the storage of hazardous waste in containers and of waste in six hazardous waste storage tanks. Treatment processes include incineration, solidification of ash, and neutralization of scrubber blowdown.

1993 Solid Waste Reference Forecast Summary

This report, which updates WHC-EP-0567, 1992 Solid Waste Reference Forecast Summary, (WHC 1992) forecasts the volumes of solid wastes to be generated or received at the US Department of Energy Hanford Site during the 30-year period from FY 1993 through FY 2022. The data used in this document were collected from Westinghouse Hanford Company forecasts as well as from surveys of waste generators at other US Department of Energy sites who are now shipping or plan to ship solid wastes to the Hanford Site for disposal. These wastes include low-level and low-level mixed waste, transuranic and transuranic mixed waste, and nonradioactive hazardous waste.

The federally mandated phase-out of chlorofluorocarbon refrigerants requires screening tests for motor materials compatibility with alternative refrigerant/lubricant mixtures. In the current phase of the program, ARTI is supporting tests of promising candidate refrigeration/lubricant systems in key refrigeration component systems such as bearings and hermetic motor insulation systems to screen for more subtle detrimental effects and allow estimates of motor-compressor life. This report covers: mechanisms of failure of hermetic motor insulation, current methods for estimation of life of hermetic motors, and conceptual design of improved stator simulator device for testing of alternative refrigerant/lubricant mixtures.

Active probing of plasma edge turbulence and feedback studies on the Texas Experimental Tokamak (TEXT)

A novel experiment is under way on the Texas Experimental Tokamak (TEXT) to actively modify the turbulence at the plasma edge by launching waves using electrostatic probes in the shadow of the limiter. The experiments are carried out with a wave launching system consisting of two Langmuir probes, which are about 1.8 cm apart in the poloidal direction, with respect to the magnetic field. These probes are operated in the electron side of the (I,V) characteristic. The probe tips are fed separately by independent ac power supplies. Measurements indicate that the wave, launched with a typical frequency image of 15--50 kHz from the edge of the machine top, is received by sensing probes located halfway around the torus. The detected signal strength depends on the frequency of the wave, the plasma current, and the phasing of the applied ac signal between the launching probes. Modifications to the spectra of the density and potential fluctuations are observed. These experiments have been extended to control of the edge plasma fluctuation level using feedback to explore its effects on confinement. Advanced coal-fueled gas turbine systems. Final report

The configuration of the subscale combustor has evolved during the six years of this program from a system using only an impact separator to remove particulates to a system which also included a slagging cyclone separator before the lean-quench combustor. The system also now includes active slag tapping after the impact separator rather than a bucket to collect the slag. The subscale 12 MM Btu/hr (higher heating value, HHV) slagging combustor has demonstrated excellent coal-fired operation at 6 atm. The combustor has fired both coal-water mixtures (CWM) and pulverized coal (PC). Three Wyoming subbituminous coals and two bituminous coals have been successfully fired in the TVC. As a result of this active testing, the following conclusions may be drawn: (1) it was possible to achieve the full design thermal capacity of 12 MM Btu/hr with the subscale slagging combustor, while burning 100% pulverized coal and operating at the design pressure of 6 atm; (2) because of the separate-chamber, rich-lean design of the subscale slagging combustor, NO{sub x} emissions that easily meet the New Source Performance Standards (NSPS) limits were achieved; (3) carbon burnout efficiency was in excess of 99% when 100% coal-fired; (4) ninety percent of the ash can be …

One of the main problems in coal utilization is the inability to properly characterize its complex pore structure. Coals typically have micro/ultra-micro pores but they also exhibit meso and macroporosity. Conventional pore size techniques (adsorption/condensation, mercury porosimetry) are limited because of this broad pore size range, microporosity, reactive nature of coal, samples must be completely dried, and network/percolation effects. Small angle scattering is limited because it probes both open and closed pores. Although one would not expect any single technique to provide a satisfactory description of a coal`s structure, it is apparent that better techniques are necessary. Small angle scattering could be improved by combining scattering and adsorption measurements. Also, the measurement of NMR parameters of various gas phase and adsorbed phase NMR active probes can provide pore structure information. We will investigate the dependence of the common NMR parameters such as chemical shifts and relaxation times of several different nuclei and compounds on the pore structure of model microporous solids, carbons, and coals. In particular, we will study the interaction between several small molecules ({sup 129}Xe, {sup 3}He, {sup 2}H{sub 2}, {sup 14}N{sub 2},{sup 14}NH{sub 3}, {sup 15}N{sup 2}, {sup 13}CH{sub 4}, {sup 13}CO{sub 2}) and the pore surfaces …

Advanced processing technology for high-efficiency thin-film CuInSe₂ solar cells. Annual subcontract report, 1 March 1992--28 February 1993

This report describes work to develop novel fabrication for CuInSe{sub 2} (CIS) solar cells that will result in improved performance and cost effectiveness at the manufacturing level. The primary approach involves all solid-state processing for CIS. This was augmented by work to provide novel alternatives for the formation of the window layer/heterojunction contact. Inherent to the project was the need to develop a generic understanding of the relationship between processing and performance so that broad-based transfer to industry can be facilitated. We achieved good-electronic-quality CIS by the use of two selenization procedures for predeposited metal layers. We achieved good stoichiometry throughout the bulk of the film, attained grain sizes of up to 1 {mu}m, and measured electron mobilities of up to 60 cm{sup 2}V-s. However, there is a complex relationship between grain size, adhesion, and performance. Our primary approach to characterization was to fabricate ZnO/CIS test devices and measure as many properties as possible in device format. We are also developing reactive sputtering of ZnO as an alternative window layer technology.

The objective of this work is to develop a novel system for regenerable SO{sub 2} and NO{sub x} scrubbing of flue gas that focuses on (a) a novel method for regeneration of spent SO{sub 2} scrubbing liquor and (b) novel chemistry for reversible absorption of NO{sub x}. In addition, high efficiency hollow fiber contactors (HFC) are proposed as the devices for scrubbing the SO{sub 2} and NO{sub x} from the flue gas. The system will be designed to remove more than 95% of the SO{sub x} and more than 75% of the NO{sub x} from flue gases typical of pulverized coal-fired power plants at a cost that is at least 20% less than combined wet limestone scrubbing of SO{sub x} and selective catalytic reduction of NO{sub x}. In addition, the process will make only marketable byproducts, if any (no waste streams). The major cost item in existing technology is capital investment. Therefore, our approach is to reduce the capital cost by using high efficiency hollow fiber devices for absorbing and desorbing the SO{sub 2} and NO{sub x}. Aging assessment of nuclear air-treatment system HEPA filters and adsorbers. Volume 1, Phase 1

A Phase I aging assessment of high-efficiency particulate air (HEPA) filters and activated carbon gas adsorption units (adsorbers) was performed by the Pacific Northwest Laboratory (PNL) as part of the US Nuclear Regulatory Commission`s (NRC) Nuclear Plant Aging Research (NPAR) Program. Information concerning design features; failure experience; aging mechanisms, effects, and stressors; and surveillance and monitoring methods for these key air-treatment system components was compiled. Over 1100 failures, or 12 percent of the filter installations, were reported as part of a Department of Energy (DOE) survey. Investigators from other national laboratories have suggested that aging effects could have contributed to over 80 percent of these failures. Tensile strength tests on aged filter media specimens indicated a decrease in strength. Filter aging mechanisms range from those associated with particle loading to reactions that alter properties of sealants and gaskets. Low radioiodine decontamination factors associated with the Three Mile Island (TMI) accident were attributed to the premature aging of the carbon in the adsorbers. Mechanisms that can lead to impaired adsorber performance include oxidation as well as the loss of potentially available active sites as a result of the adsorption of pollutants. Stressors include heat, moisture, radiation, and airborne particles and contaminants.
