President General Cortez encourages Herrera to call together the Houston area councils for a local convention, with a larger convention possibly to be held later. President General Cortez also replies to suggestions made in the earlier letter and invites Herrera to join in a visit to the LULAC Council Number 132 in El Paso, Texas.
