Major amendments to the Clean Air Act were among the first items on the agenda of the 109th Congress, with S. 131 (the Clear Skies Act) scheduled for markup by the Senate Environment and Public Works Committee March 9. The most prominent air quality issues discussed in this report are; Clear Skies / Multi-Pollutant Legislation, Mercury from Power Plants, New Source Review (NSR), MTBE and Ethanol, Ozone Nonattainment Area Deadlines, Conformity of Transportation Plans and SIPs.

This report describes Title XII of the House-passed H.R. 6 in the 109th Congress and other sections that deal with electric power issues. In part, Title XII would create an electric reliability organization (ERO) that would enforce mandatory reliability standards for the bulk-power system. All ERO standards would be approved by the Federal Energy Regulatory Commission (FERC). Climate change and greenhouse gas (GHG) emissions are a continuing issue in the 109th Congress. Bills directly addressing climate change issues range from those focused primarily on climate change research to comprehensive emissions cap-and-trade programs. Additional bills focus on GHG reporting and registries, or on power plant emissions of carbon dioxide, as part of wider controls on pollutant emissions. The bills vary in their approaches to climate change issues. This report briefly discusses the basic concepts on which these bills are based and compares major provisions of the bills in each of the following categories: climate change research, technology deployment, GHG reporting and registries, and emissions reduction programs.

This report presents a brief overview of the Department of Veterans Affairs (VA) programs for veterans as well as some of the issues that have been or likely will be subjects of congressional attention during the 109th Congress. Arguably, the three most important homeland security public laws enacted following the terrorist attacks on September 2001 are: P.L. 107-56, “Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act (USA PATRIOT Act)”; P.L. 107-296, “Homeland Security Act of 2002”; and P.L. 108-458, “Intelligence Reform and Terrorism Prevention Act of 2004.” The PATRIOT Act focused on enhancing domestic security through anti-terrorism measures, specifically, law enforcement and legal responses to terrorism. The Homeland Security Act established the Department of Homeland Security (DHS), and the Intelligence Reform and Terrorism Prevention Act restructured the U.S. intelligence community to better assist in terrorism preparedness and response.

Since the early 1960s, U.S. policy toward Cuba under Fidel Castro has consisted largely of isolating the communist nation through comprehensive economic sanctions, which have been significantly tightened by the Bush Administration. Another component of U.S. policy consists of support measures for the Cuban people, including private humanitarian donations and U.S.-sponsored radio and television broadcasting to Cuba. There are several schools of thought on how to achieve the objective of bringing democracy and respect for human rights to Cuba: some advocate maximum pressure on Cuba until reforms are enacted; others argue for lifting some U.S. sanctions judged to be hurting the Cuban people; and still others call for a swift normalization of U.S.-Cuban relations.
