Hong Kong's Political Transition: Implications for U.S. Interests

On Oct. 7, 1992, Hong Kong's new Governor Christopher Patten unveiled proposals to expand the voting franchise in Hong Kong and broaden the scope of democratic institutions. Patten's proposals reflected a growing desire on the part of the colonial government and the people of Hong Kong that, in the aftermath of the 1989 Tiananmen crackdown, Hong Kong should erect safeguards against capricious Chinese government action after 1997. The proposals were seen by the British authorities as consistent with the 1984 Sino-British Joint Declaration -- the agreement governing Hong Kong's transfer to Chinese rule, but Beijing disagreed.

Capital Gains Taxes: An Overview

The capital gains tax has been a tax cut target since the 1986 Tax Reform Act treated capital gains as ordinary income. An argument for lower capital gains taxes is reduction of the lock-in effect. Some also believe that lower capital gains taxes will cost little compared to the benefits they bring and that lower taxes induce additional economic growth, although the magnitude of these potential effects is in some dispute. Others criticize lower capital gains taxes as benefitting higher income individuals and express concerns about the budget effects, particularly in future years. Another criticism of lower rates is the possible role of a larger capital gains tax differential in encouraging tax sheltering activities and adding complexity to the tax law.

After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics and established diplomatic relations with each by mid-March 1992. This report provides an overview of U.S. policy concerns after the Soviet collapse. The report presents the U.S. policy attention and aid to support conflict amelioration, humanitarian needs, economic development, transport (including energy pipelines) and communications, border controls, democracy, and the creation of civil societies in the South Caucasian and Central Asian states. The United States has some economic and business interests in Central Asia, particularly in oil and natural gas development in Kazakhstan, Turkmenistan, and Uzbekistan.

The report also analyzes a number of issues facing Congress in U.S. policy toward Cuba, including: the overall direction of U.S. policy; challenges to U.S. policy in the World Trade Organization; restrictions on commercial food and medical exports; restrictions on travel; bilateral drug trafficking cooperation; Cuba and terrorism; funding for U.S.-government sponsored radio and television broadcasting to Cuba; the Russian signals intelligence facility in Cuba; migration issues; and compensation to the families of those Americans killed in 1996 when Cuba shot down two U.S. civilian planes. The report cites legislation that was passed in the 106th Congress, and also tracks legislative action on these various issues in U.S. policy toward Cuba in the 107th Congress.

This report examines legislative proposals and issues related to establishing a Border and Transportation Security division in a proposed Department of Homeland Security (DHS). This report includes conceptual definitions for “border management” and “border security,” and discusses the missions of the principal border management agencies. It briefly touches on seaport security, since it relates to border security, and Congress has acted on related legislation; examines the Transportation Security Administration and that agency’s still evolving scope of responsibilities; and explores issues raised by transferring the Federal Protective Service to this new division. The report concludes with a summary of major issues raised by proposals to establish a Border and Transportation Security division within the proposed DHS.
