Navy Littoral Combat Ship (LCS) Program: Background, Issues, and Options for Congress

This report provides background information and potential issues for Congress on the Littoral Combat Ship (LCS), a relatively inexpensive Navy surface combatant equipped with modular "plug-and-fight" mission packages. The Navy's proposed FY2012 budget requests funding for the procurement of four LCSs. Current issues for Congress concerning the LCS program include changes or potential changes to the composition of LCS mission modules announced by the Navy in January 2011, the combat survivability of the LCS, and hull cracking on LCS-1. Congress's decisions on the LCS program could affect Navy capabilities and funding requirements, and the shipbuilding industrial base.

Emergency Communications: Broadband and the Future of 911

Today's 911 system is built on an infrastructure of analog technology that does not support many of the features that most Americans expect to be part of an emergency response. Efforts to splice newer, digital technologies onto this aging infrastructure have created points of failure where a call can be dropped or misdirected, sometimes with tragic consequences. Callers to 911, however, generally assume that the newer technologies they are using to place a call are matched by the same level of technology at the 911 call centers, known as Public Safety Answering Points (PSAPs). This report discusses possible paths toward the modernization of the 911 infrastructure.

Iran: U.S. Concerns and Policy Responses

According to an Administration national security strategy document released on March 16, 2006, the United States "may face no greater challenge from a single country than Iran." The Bush Administration announced May 31, 2006, that it would negotiate with Iran in concert with U.S. allies. If diplomacy and sanctions do not succeed, some advocate military action against Iran's nuclear infrastructure rather than acquiescence to a nuclear-armed Iran. U.S. concerns regarding Iran include Iran's nuclear program, Iran's influence on Iraq by way of providing arms and other material assistance to Shiite Islamist militias, and Iran's human rights practices, which include strict limits on free expression and repression of ethnic and religious minorities.

The potential of terrorist attacks against agricultural targets (agroterrorism) is increasingly recognized as a national security threat, especially after the events of September 11, 2001. Agroterrorism is a subset of bioterrorism, and is defined as the deliberate introduction of an animal or plant disease with the goal of generating fear, causing economic losses, and/or undermining social stability. This report outlines the probable strategic reasoning behind agroterrorism, the vulnerabilities of the agriculture industry, and the funding and legislation behind several preventive Congressional measures.

The 109th Congress moved funding jurisdiction for the Environmental Protection Agency (EPA) from the Veterans Affairs, Housing and Urban Development (VA-HUD), and Independent Agencies appropriations subcommittee to the Interior subcommittee. Title II of the Interior, Environment, and Related Agencies Appropriations Act for FY2006 (P.L. 109-54, H.R. 2361) provides $7.73 billion for EPA, subject to an across-the-board rescission of 0.476%. Section 439 of Title IV indicates that the rescission is to be applied proportionately among each account, program, project, and activity specified in the law, accompanying reports, and the President’s budget request.

On July 25, 2003, the House approved a supplemental appropriations measure (H.R. 2859) that provides $983.6 million for the Disaster Relief Fund administered by the Federal Emergency Management Agency (FEMA) within the Department of Homeland Security (DHS). During debate Members rejected an amendment to require a rescission from discretionary accounts to compensate for the supplemental. On July 31 the Senate approved the House-passed version of H.R. 2859. The President signed the Emergency Supplemental Appropriation for Disaster Relief Act of 2003 (P.L. 108-69) on August 8, 2003.
