Multi-Objective Direct Optimization of Dynamic Acceptance and Lifetime for Potential Upgrades of the Advanced Photon Source. (open access)

Multi-Objective Direct Optimization of Dynamic Acceptance and Lifetime for Potential Upgrades of the Advanced Photon Source.

The Advanced Photon Source (APS) is a 7 GeV storage ring light source that has been in operation for well over a decade. In the near future, the ring may be upgraded, including changes to the lattice such as provision of several long straight sections (LSS). Because APS beamlines are nearly fully built out, we have limited freedom to place LSSs in a symmetric fashion. Arbitrarily-placed LSSs will drastically reduce the symmetry of the optics and would typically be considered unworkable. We apply a recently-developed multi-objective direct optimization technique that relies on particle tracking to compute the dynamic aperture and Touschek lifetime. We show that this technique is able to tune sextupole strengths and select the working point in such a way as to recover the dynamic and momentum acceptances. We also show the results of experimental tests of lattices developed using these techniques.

Calendar Year 2008 Program Benefits for ENERGY STAR Labeled Products (open access)

Calendar Year 2008 Program Benefits for ENERGY STAR Labeled Products

This paper presents current and projected savings for ENERGY STAR labeled products, and details the status of the model as implemented in the September 2009 spreadsheets. ENERGY STAR is a voluntary energy efficiency labeling program operated jointly by the Environmental Protection Agency (US EPA) and the U.S. Department of Energy (US DOE), designed to identify and promote energy-efficient products, buildings and practices. Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products, and currently labels more than thirty products, spanning office equipment, heating, cooling and ventilation equipment, commercial and residential lighting, home electronics, and major appliances. ENERGY STAR's central role in the development of regional, national and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with stakeholders. This report presents savings estimates for ENERGY STAR labeled products. We present estimates of energy, dollar, and carbon savings achieved by the program in the year 2008, annual forecasts for 2009 and 2010, and cumulative savings estimates for the period 1993 through 2008 and cumulative forecasts for the period 2009 through 2015. Through 2008 the program saved 8.8 Quads of primary energy …

Enhancement of the RAD51 Recombinase Activity by the Tumor Suppressor PALB2 (open access)

Enhancement of the RAD51 Recombinase Activity by the Tumor Suppressor PALB2

Homologous recombination mediated by the RAD51 recombinase helps eliminate chromosomal lesions, such as DNA double-stranded breaks induced by radiation or arising from injured DNA replication forks. The tumor suppressors BRCA2 and PALB2 act together to deliver RAD51 to chromosomal lesions to initiate repair. Here we document a new function of PALB2 in the enhancement of RAD51's ability to form the D-loop. We show that PALB2 binds DNA and physically interacts with RAD51. Importantly, while PALB2 alone stimulates D-loop formation, a cooperative effect is seen with RAD51AP1, an enhancer of RAD51. This stimulation stems from PALB2's ability to function with RAD51 and RAD51AP1 to assemble the synaptic complex. Our results help unveil a multi-faceted role of PALB2 in chromosome damage repair. Since PALB2 mutations can cause breast and other tumors or lead to Fanconi anemia, our findings are important for understanding the mechanism of tumor suppression in humans.

Sigma Team for Minor Actinide Separation: PNNL FY 2010 Status Report

Work conducted at Pacific Northwest National Laboratory (PNNL) in FY 2010 addressed two lines of inquiry. The two hypotheses put forth were: 1. The extractants from the TRUEX( ) process (CMPO)( ) and from the TALSPEAK( ) process (HDEHP)( ) can be combined into a single process solvent to separate 1) the lanthanides and actinides from acidic high-level waste and 2) the actinides from the lanthanides in a single solvent extraction process. (Note: This combined process will hereafter be referred to as the TRUSPEAK process.) A series of empirical measurements performed (both at PNNL and Argonne National Laboratory) in FY 2009 supported this hypothesis, but also indicated some nuances to the chemistry. Lanthanide/americium separation factors of 12 and higher were obtained with a prototypic TRUSPEAK solvent when extracting the lanthanides from a citrate-buffered DTPA( ) solution. Although the observed separation factors are sufficiently high to design an actinide/lanthanide separation process, a better understanding of the chemistry is expected to lead to improved solvent formulations and improved process performance. Work in FY 2010 focused on understanding the synergistic extraction behavior observed for Nd(III) and Am(III) when extracted into mixtures of CMPO and HDEHP. The interaction between CMPO and HDEHP in dodecane …

Fission prompt gamma-ray multiplicity distribution measurements and simulations at DANCE (open access)

Fission prompt gamma-ray multiplicity distribution measurements and simulations at DANCE

The nearly energy independence of the DANCE efficiency and multiplicity response to {gamma} rays makes it possible to measure the prompt {gamma}-ray multiplicity distribution in fission. We demonstrate this unique capability of DANCE through the comparison of {gamma}-ray energy and multiplicity distribution between the measurement and numerical simulation for three radioactive sources {sup 22}Na, {sup 60}Co, and {sup 88}Y. The prospect for measuring the {gamma}-ray multiplicity distribution for both spontaneous and neutron-induced fission is discussed.

Contract Types: An Overview of the Legal Requirements and Issues

This report provides an overview of the various contract types (e.g., fixed-price, cost-reimbursement) used in federal procurement and the legal requirements and issues pertaining to each. Current congressional and public interest in contract types is, in part, an outgrowth of the reported increase in the use of cost-reimbursement contracts during the George W. Bush Administration and the Obama Administration's proposal to reduce by at least 10% the funds obligated by "high risk-contracting authorities," such as cost-reimbursement, time-and-materials, and labor-hour contracts, in FY2010.
